Kinhtedothi – Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued Decision No. 65/QD-UBND dated January 7, 2025 on granting autonomy to perform tasks, organize apparatus and personnel of Hanoi College of High Technology for the period 2024-2025.
According to the Decision, Hanoi College of High Technology exercises autonomy and self-responsibility in determining tasks, developing plans and organizing activities. The School decides on its goals, missions, strategies and development plans.
At the same time, the School determines and announces the method and enrollment quota; decides on the method of organizing and managing training, training forms; decides on training cooperation with domestic vocational training institutions that meet the conditions prescribed by law; decides on training at elementary and intermediate levels; enrolls and manages learners; develops training programs; organizes the compilation or selection of teaching materials suitable to the training objectives of each training program; prints diplomas and certificates, manages and issues diplomas and certificates to learners according to the regulations of the Minister of Labor, War Invalids and Social Affairs.
Along with that, the School is flexible in the scale of enrollment/year for the training majors and occupations granted in the certificate of registration for vocational education activities, the certificate of registration for additional vocational education activities according to the Government's regulations; implement scientific research activities, international cooperation according to the school's development strategy and plan, ensuring the school's training quality; select an organization to assess the quality of vocational education; exercise other professional autonomy rights according to the provisions of law.
The School Principal issues the School's Organization and Operation Regulations according to the School Council's resolutions as prescribed. The School decides to establish, reorganize, and dissolve departments, faculties, and affiliated units in each specific period as prescribed. The specific functions, tasks, and organizational structure of the departments, faculties, and units under the School are prescribed by the School Principal.
The School organizes the development, review, evaluation, supplementation and adjustment of the unit's job position project in accordance with the development plan and the actual operation situation of each stage of the unit. Based on the organizational structure, job positions and actual workload, the number of employees of the School is 251 civil servants, 20 labor contract targets according to Decree No. 111/2022/ND-CP for support and service.
The City People's Committee assigned the Director of the Department of Home Affairs to guide Hanoi College of High Technology to organize the implementation of the decision and inspect the implementation process to ensure compliance with legal regulations.
In addition, the Principal of Hanoi College of Technology is responsible to the City People's Committee and the law for decisions on autonomy in performing tasks, organizing the apparatus and personnel of the unit. Develop and organize the implementation of internal spending regulations, asset use regulations, grassroots democracy regulations, financial disclosure regulations, and internal audit at the unit according to regulations. Regularly update regulations related to the content of autonomy in performing tasks, organizing the apparatus and staffing to report to competent authorities for timely adjustment in accordance with regulations.
