Many difficulties and problems
According to the statistics compiled by the People's Committee of Duy Xuyen district, in 2024, the total adjusted investment capital plan of the district is more than 216 billion VND, the above-mentioned funding source does not include the capital in 2023 that is allowed to be extended. However, as of early May 2024, the locality has only disbursed nearly 11 billion VND, reaching a rate of 5.1%.

At the meeting with Provincial Party Secretary Luong Nguyen Minh Triet and the provincial delegation last week, Mr. Nguyen Cong Dung - Secretary of Duy Xuyen District Party Committee acknowledged that in addition to slow disbursement of investment capital, the locality has faced many difficulties in the process of socio-economic development in the past time.
The Duy Hai - Duy Nghia urban master plan has been implemented since 2017, but has not yet been approved by competent authorities. On January 11, 2024, the Department of Construction issued Report No. 04 but there is still no solution for the district to proceed with the next steps.
Currently, the key projects of Nam Hoi An Resort as well as the component projects handed over by provincial units to the district, the infrastructure is still unfinished and the construction progress is slow. Even some projects invested since 2008 have not yet implemented the construction items in the field.
Duy Xuyen district leaders said that the continued implementation of the above projects encountered difficulties and legal problems. Specifically, the project has been partially implemented but there has not been a decision approving the final settlement; the previous resettlement areas have implemented infrastructure but have not yet carried out procedures for establishing and approving fire prevention and fighting plans...
Notably, the project implementation process has been prolonged, some households in the project area have been compensated according to the old policy; currently, the compensation policy has changed, leading to difficulties in the process of site clearance...
Proposal to remove obstacles
Faced with practical difficulties, Duy Xuyen district leaders proposed that the province pay attention to solving many problems.
According to Mr. Nguyen Cong Dung, the Provincial People's Committee will soon consider and direct the settlement according to the recommendations and proposals of the Department of Construction so that the district has a basis to complete the project and submit it to the Provincial People's Committee for approval of the general urban planning of Duy Hai - Duy Nghia.
At the same time, the locality will review and adjust detailed planning projects in the Eastern region and establish urban architecture regulations; develop urban development programs and plans, and invest in projects...
To ensure resettlement land fund for the Nam Hoi An Resort Project, projects in the Dong Duy Xuyen area and the land fund for relocation of graves due to land acquisition and clearance require a large amount of infrastructure investment capital (the total investment approved by the Provincial People's Committee for the 3 areas is 893 billion VND, Ky Ha Chu Lai Quang Nam Investment & Development Joint Stock Company has invested 381 billion VND).
Therefore, the locality recommends that the Provincial People's Committee pay attention to supplementing the provincial budget or creating conditions for the Duy Xuyen District People's Committee to receive capital from the province's investment fund to continue investing.
According to Mr. Dung, the Provincial People's Committee needs to direct investors of resettlement areas to urgently prepare and submit to the Provincial People's Committee the settlement of projects that have been stopped to hand over to the Duy Xuyen District People's Committee to continue investing in completion.
Regarding land prices in resettlement areas in the Eastern region, Duy Xuyen district proposed that the Provincial People's Committee and departments, branches and sectors pay attention to providing specific guidance on re-determining resettlement land prices after the total investment of the projects changes to serve as a basis for rebuilding land prices and arranging resettlement for plots of land that have not been arranged.
For the Eastern Quang Nam cemetery located in Duy Xuyen and Thang Binh localities, the leaders of Duy Xuyen district proposed that the Provincial People's Committee soon assign the task to the investor to deploy complete infrastructure investment to serve the site clearance work in the Eastern region to ensure progress.
Duy Xuyen also requested the Provincial People's Committee to direct the Department of Construction and the Department of Natural Resources and Environment to guide the repair and construction of houses for households within the boundaries of the Nam Hoi An resort project.
Consider adjusting Directive No. 19 dated November 13, 2020 in accordance with the actual situation to ensure citizens' rights and interests in land use.
At the same time, the policy is agreed to allow households with meritorious services to enjoy support policies for building new and repairing houses in resettlement areas because the current location of the house is subject to clearance and relocation...
