DL Night Market is considered the only night entertainment spot for tourists when visiting Ninh Thuan. The market has 2 main gates and 3 side gates on a straight, wide road stretching from the beginning of the market to the end of the market, without many small, winding paths like traditional markets. Along with the development of the DL night market, on the streets of Tran Quang Dieu, Ngo Gia Tu, Khu K1... there are rich culinary areas, meeting the needs of people and tourists. However, the development of tourism and food services here still lacks connection and cooperation. The organization and management are not strict, the situation of encroachment on sidewalks, traffic order, urban beauty, environmental sanitation, food safety, and civilized behavior towards tourists are still limited.
In order to create new tourism products, stimulate consumer shopping, and promote the night-time economy, the Department of Culture, Sports and Tourism of the province has just coordinated with the People's Committee of Phan Rang - Thap Cham City to issue a Project to deploy the Special City in the city. According to the project, the operating space of the Special City includes April 16th Street, Hoang Dieu Street, Tran Quang Dieu Street, Nguyen Cong Tru Street, the Monument area, April 16th Square. The Special City operates from 6:00 p.m. to 11:00 p.m. every Friday and Saturday, including the main activities: Cuisine, shopping services, culture, art; sports and entertainment activities... In the subdivisions, there will be booths selling OCOP products of the province, typical products of regions and street food... To create a space for entertainment, "holding" people and tourists, in the city, there are often unique cultural and artistic activities such as: Experiencing folk games, exhibitions of paintings, photos, calligraphy, street music, automatic photography,... Along with that, the culinary area is a place to promote the products and quintessence of the sunny land to tourists from all over. From there, create a complex of cultural spaces, meeting the needs of spiritual culture, entertainment and experience of people and tourists, contributing to "lighting up" the night economy, enhancing cultural values, stimulating the development of trade and tourism services for the locality.

In the recent meeting to deploy the Project to develop the Special City in Phan Rang - Thap Cham City, comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee emphasized: The implementation of the Special City project in the city is necessary, creating a highlight for the city's cultural activities, promoting cultural exchange, exploiting the maximum potential and advantages, gradually building Phan Rang - Thap Cham into a civilized and modern urban area. In order for the project to be put into practice, contributing to the development of provincial tourism, the Vice Chairman of the Provincial People's Committee requested relevant units to step up propaganda work to create consensus among people in the Special City area and neighboring areas. At the same time, it is necessary to encourage and guide people in the street area to do business and services, create jobs, and increase income. The construction of the Special City must ensure security and order, fire prevention and fighting, and environmental sanitation; ensure traffic flow, arrange reasonable parking spots. To achieve the set requirements, he assigned the Department of Culture, Sports and Tourism to soon complete the project, supplement the diagram, arrange specific spaces for the areas, in which priority is given to booths selling local specialties and products. In the long term, there needs to be a specific plan for management and funding to maintain street art activities to attract tourists. In the immediate future, relevant units need to organize groups to learn from the experience of how streets in some neighboring provinces operate and urgently build a pilot street to put into operation soon.
The implementation of the Special City in Phan Rang - Thap Cham City will create a new momentum for the province's tourism industry.
