On June 9, the Department of Science and Technology of Ho Chi Minh City organized a workshop on “Promoting the role of science and technology in serving the city’s socio-economic development”. Comrade Nguyen Ho Hai, Deputy Secretary of the Ho Chi Minh City Party Committee attended the workshop, along with many delegates who are scientists, experts, science and technology enterprises, etc.
Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai said: "Today's workshop is very practical, contributing to clarifying the concept, viewpoint, goals and tasks to affirm that science and technology is an indispensable field in the development process of Ho Chi Minh City in the coming period."

Sharing at the workshop, comrade Nguyen Ho Hai said: Ho Chi Minh City's science and technology activities in the 2012-2021 period have achieved important and quite comprehensive achievements. This result is shown through the total factor productivity (TFP) index which has always increased and remained high in the 2011-2020 period, reaching an average of 35.62%, in which the contribution of science and technology to TFP growth is 74%.
In the coming time, Ho Chi Minh City will continue to strive to maintain its role as the country's economic locomotive, taking the lead in implementing new growth models, strongly developing the digital economy, sharing economy, and circular economy.
In particular, in the 2021-2025 period, Ho Chi Minh City focuses on promoting the role of science and technology in developing key industrial product groups and potential industrial product groups of the city in the 2021-2025 period...

Director of the Department of Science and Technology of Ho Chi Minh City Nguyen Viet Dung said that in order for science and technology to truly become the driving force and foundation for socio-economic development, it is necessary to overcome difficulties, create institutional synchronization between the law on science and technology and related laws; have stronger solutions to attract leading science and technology staff; cooperate and support to solve specific problems of the city... and therefore, we hope that scientists and businesses will contribute to the workshop.

Associate Professor, Dr. Nguyen Trong Hoai, Ho Chi Minh City University of Economics, said: Ho Chi Minh City needs to create an ecosystem to promote the transformation and development of existing industries and services according to an effective approach; Innovation associated with digital transformation and digital economy; Step by step restructuring industrial parks, especially those located near the center towards ecological industrial parks and existing industrial parks must be supplemented with innovative ecosystems... and have a roadmap to transform to green industrial parks, gradually forming an industrial symbiosis network according to a circular mechanism.

Through evidence and actual business operations, Dr. Bui Thanh Luan, Director of Hiep Phat Mechatronics Company Limited, Lecturer at the University of Science and Technology, said that our science and technology is developing in line with the world but at a very slow pace, companies are still working individually and fragmentedly; government policies are not really clear.
“In reality, from our operations, we see that current tax support for science and technology enterprises is like “grease for electric poles”. Loans are very difficult, banks always require collateral. If we sell investors in science and technology, where will we get the mortgage tax…”, Dr. Bui Thanh Luan said.
“The import tax policy is not reasonable for science and technology enterprises. For example, importing research equipment components has high tax while importing whole machines has 0% tax. Science and technology enterprises in Ho Chi Minh City do it for passion, if they do it for money, they would have given up a long time ago,” Dr. Bui Thanh Luan said indignantly.
At the workshop, delegates also discussed solutions to build, form and develop centers of excellence, aiming to concentrate highly qualified human resources to jointly implement research cooperation projects; Build and organize the implementation of large-scale science and technology programs and projects, attracting the participation of both the public and private sectors to create breakthroughs in the city's socio-economic development...
Some delegates said that promoting the role of science and technology to serve the city's socio-economic development requires a program that clearly shows the role of individuals because looking through the activities, we only see the cooperation of the state, organizations, state units... but there is no sign of individuals.

If we want to have science and technology enterprises, we must support enterprises that do not have science and technology, which means we must nurture enterprises from the beginning to guide them to become effective science and technology enterprises in the development process or socialize science and technology activities... are notable opinions at the workshop.
Dr. Nguyen Van Khang, Southern Information Security Association, contributed to the workshop: The State should place orders with private enterprises, especially high-tech products because in this field, private enterprises always have good products and flexible mechanisms.
