Kinhtedothi - On the afternoon of January 7, the Hanoi Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee held a meeting with representatives of artists, intellectuals, religious dignitaries, secretaries and principals of universities and colleges in the city on the occasion of the Spring of At Ty 2025.
Chairing the meeting on behalf of Hanoi leaders were: Politburo member, Secretary of the City Party Committee, Head of the City National Assembly Delegation Bui Thi Minh Hoai; Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; Member of the Standing Committee of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the City Nguyen Lan Huong; Member of the Standing Committee of the City Party Committee, Head of the City Party Committee's Propaganda Department Nguyen Doan Toan.
Attending the meeting on the side of delegates were: Prof. Dr. Phung Huu Phu - former member of the Party Central Committee, former Permanent Vice Chairman of the Central Theoretical Council, former Permanent Deputy Head of the Central Propaganda Department, former Permanent Deputy Secretary of the Hanoi Party Committee; Dr. Phan Xuan Dung - Chairman of the Vietnam Union of Science and Technology Associations and more than 300 delegates representing artists, intellectuals, religious dignitaries, secretaries, and principals of universities and colleges in the capital.
Wish to contribute more to the development of the Capital
In a warm and intimate atmosphere, delegates expressed their joy at the remarkable development in all areas of Hanoi in 2024. At the same time, they expressed their pride in making certain contributions to that common development.
In which, Prof. Dr. Phung Huu Phu expressed his joy to attend the warm and friendly meeting when preparing to welcome the Spring of At Ty, especially to witness the outstanding comprehensive achievements of the city.
Prof. Dr. Phung Huu Phu emphasized that Hanoi is a center of convergence of talents from all over the world, with outstanding advantages in having the largest and most elite group of artists, intellectuals and religious dignitaries. During the 17th Congress term, especially in recent years, the city's leaders have always respected, listened to and promoted the role of intellectuals and artists in building and developing the capital, especially contributing to the formulation of major policies of the city.
Emphasizing that the country is entering a new period of development, with Hanoi, with its special position, role and outstanding potential, Prof. Dr. Phung Huu Phu said that the city can absolutely take the lead and set an example in the era of national development. In that spirit, Prof. Dr. Phung Huu Phu hopes that the city's leaders will continue to create conditions for intellectuals and artists to contribute more to the process of building the documents of the 18th City Party Congress, contributing to better exploiting resources for Hanoi to take off quickly, civilized but still full of identity, culture and civilization.
Meanwhile, Associate Professor, Dr. Bui Tat Thang - former Director of the Institute of Development Strategy (Ministry of Planning & Investment) assessed that in 2024, Hanoi has achieved many comprehensive achievements in all fields. Of which, there are 3 major achievements: implementing Resolution No. 15-NQ/TW, dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045", Hanoi has completed the Capital Law (amended) - this creates a new foundation, institution and driving force for the city to develop. In addition, in December 2024, the Prime Minister approved the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050. This continues to open up the future of Hanoi Capital in a new development period with clear outlines. At the same time, there is a legal institutional basis to carry out the great tasks of developing the Capital in the new period.
Associate Professor, Dr. Bui Tat Thang believes that Hanoi is fully qualified to continue to be a pioneer in the coming period. Highlights include: Hanoi is the only locality in the country that has prioritized the task of improving the city's landscape and environment in its tasks and solutions. At the same time, the city also has a new vision for the Red River system.
Regarding the issue that Hanoi is currently implementing the Capital Law 2024, Associate Professor, Dr. Bui Tat Thang said that for legal documents within Hanoi, the city should proactively form legal documents early to best exploit Hanoi's inherent resources, first of all human resources. To do this, there needs to be more specific and innovative policies to encourage and mobilize talented people for the development of the capital and prepare for a new era.
In addition, the city has a specific action plan so that by 2025, Hanoi will continue to be a pioneer as a growth engine; consider the development of both the Northern Key Economic Zone and the Red River Delta as its own achievements, continuing to demonstrate Hanoi's role for the whole country.
According to Prof. Dr. Chu Duc Trinh - Rector of the University of Technology (Vietnam National University, Hanoi), our country is preparing for a "new era - the era of the Nation's rise"; accelerating the digital transformation process and aiming to become an advanced technological country in the region and the world. Hanoi with the Capital Law (amended) is one of the important factors to continue to make breakthroughs in the process of building a centralized digital governance system, initially achieving some very potential achievements.
Prof. Dr. Chu Duc Trinh said that Hanoi is home to many of the country's leading universities, many high-tech enterprises, with abundant high-quality human resources and a wide international diplomatic platform. Therefore, Hanoi has a leading position in digital transformation, digital governance and innovation. Therefore, if the digital governance system is researched and successfully implemented in Hanoi, it will fully meet the requirements for widespread and successful implementation nationwide.
“Hanoi has full strengths in developing both digital production methods, the production force is a combination of high-quality human resources and artificial intelligence. In particular, Hanoi is a focal center with leading advantages in building a Production Document System (BigData). The University of Technology hopes to participate and commit to always accompany with a sense of responsibility in the digital transformation of the capital city of Hanoi” - Prof. Dr. Chu Duc Trinh said.
Hanoi is determined to strongly innovate its thinking to develop further.
Speaking at the meeting, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that in the past year, despite facing many difficulties and challenges, Hanoi achieved many outstanding and comprehensive results in most areas. In particular, Hanoi focused on strongly innovating thinking and leadership methods, improving the fighting capacity of the Party organization and the quality of Party members, effectively implementing inspection, supervision, and preventing corruption, waste, and negativity. At the same time, it is an exemplary unit, taking the lead in innovating, arranging, and perfecting the organization and apparatus of the city's political system, ensuring streamlining, effective and efficient operations according to the direction of the Central Committee.
According to the Secretary of the City Party Committee, Hanoi's achievements in 2024 are due to the active, persistent, dedicated, and responsible contributions and love for Hanoi of intellectuals, artists, religious dignitaries, and leaders of universities and colleges in the capital.
The Secretary of the City Party Committee said that 2025 is a year of special importance, the final year of implementing the 5-year socio-economic development plan 2021 - 2025. This is also the year to organize Party Congresses at all levels, the 18th Hanoi Party Congress, towards the 14th National Party Congress and the year to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam; 95th anniversary of the founding of the City Party Committee and many other important events.
In the spirit of thoroughly grasping the guiding ideology of the Party and General Secretary To Lam on “New Era - Era of the Vietnamese nation's rise,” the Secretary of the City Party Committee emphasized that Hanoi continues to affirm its special position and role in the cause of building and developing a rich and prosperous country. Accordingly, in 2025 and the following years, Hanoi is determined to strongly innovate its thinking, enhance its creative spirit, dare to think, dare to do to develop the Capital worthy of being a political, administrative, economic center, a model locomotive, leading in economic, cultural and social development.
In particular, the implementation of the Capital Law, the Hanoi Capital Planning to 2030 and vision to 2050, the Overall Adjustment of the Hanoi Capital Planning to 2045 and vision to 2065 and Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on "Breakthrough in science and technology development, innovation and national digital transformation" ... raises the aspiration to contribute to the dedication of the cadres in the political system and the intellectuals, artists, leaders of universities and colleges in the city and the people of the capital in the new era of development of the country.
With that requirement, the Secretary of the City Party Committee hopes and believes that the team of intellectuals will continue to promote research, strongly apply science and technology, train high-quality human resources, especially in key areas such as artificial intelligence, digital transformation and digital economy, actively contributing to improving national scientific capacity and promoting socio-economic development.
Universities and research institutes need to closely coordinate with businesses, accelerate technology application, transfer knowledge, and create a foundation for Hanoi to become an international center of creativity and knowledge. Meanwhile, artists continue to play a pioneering role on the cultural and ideological front, creating works of profound artistic and ideological value, contributing to building elegant and civilized Hanoians, and promoting the cultural identity of Thang Long - Hanoi.
Religious dignitaries and officials implement and mobilize religious followers to well implement the Party's guidelines, the State's policies and laws, live a "good life, good religion", actively participate in patriotic emulation movements, lead religious followers to accompany the nation and the Capital in the cause of sustainable development, building a civilized, elegant, cohesive and culturally rich Hanoi.
