ANTD.VN - The Ministry of Finance has requested the Ministry of Public Security and provincial People's Committees to increase surprise inspections of casinos and require businesses operating electronic games with prizes to rectify their operations.

Specifically, in a document sent to the Ministry of Public Security and the People's Committees of 17 provinces and cities where casinos are located, the Ministry of Finance said that through regular and surprise inspections and information reported by the press, a number of casino and electronic game businesses have violated regulations on who is allowed to play; renting premises, renting game machines, and game tables to do business in violation of the law.

Therefore, in order to strengthen the management and supervision of casino and electronic game business activities in accordance with the law, ensuring security, order and social safety, the Ministry of Finance requests the Ministry of Public Security and People's Committees of provinces and cities to strengthen surprise inspections of casino and electronic game businesses in the area in accordance with the law and send the inspection results to the Ministry of Finance for coordination in monitoring and handling.

The list of local People's Committees sent by the Ministry of Finance includes 17 provinces and cities with operating casinos, including: Ho Chi Minh City, Hai Phong, Hanoi, Khanh Hoa, Dien Bien, Binh Duong, Binh Thuan, Kien Giang, Ba Ria - Vung Tau, Bac Ninh, Da Nang, Lang Son, Thua Thien Hue, Dak Lak; Quang Ninh, Lam Dong, Quang Nam.

Along with that, the Ministry of Finance also sent a document to more than 60 businesses, requesting them to review and rectify the business activities of electronic games with prizes.

In the document, the Ministry of Finance said that after coordinating with ministries and branches to periodically inspect a number of prize-winning electronic game business locations, the Ministry of Finance discovered that a number of prize-winning electronic game business locations did not fully meet business conditions.

Specifically, the storage time of surveillance images of all activities in the business location does not comply with the provisions of Decree 121/2021/ND-CP.

Some business locations have caused social disorder (violations related to the subjects allowed to play), violating the provisions of the law on business of electronic games with prizes.

Faced with this situation, the Ministry of Finance requested companies to review and rectify their business activities of prize-winning electronic games to ensure full compliance with the provisions of Decree 121/2021/ND-CP and other relevant documents.

In particular, the Ministry of Finance requires that electronic game business activities with prizes must comply with the license granted by the competent authority; organizations and individuals are strictly prohibited from renting or leasing premises for electronic game business with prizes at business locations or renting game machines and game tables to conduct business in violation of the law.

Enterprises must strictly manage the subjects allowed to enter and exit according to regulations. Enterprises are responsible for opening a logbook or issuing electronic cards to control all subjects entering and exiting the business location according to regulations.

At the same time, electronic devices and camera systems must be arranged to regularly monitor and supervise all activities in the business location 24/7.

“Images must be fully stored for a minimum of 180 days from the date of recording and ensure clear images at the following locations: The entrance and exit areas of the business location; the areas where electronic game machines with prizes are located; the cashier area, the treasury for counting cash, conventional currency and storing equipment for storing cash and conventional currency” – the Ministry of Finance emphasized.

Enterprises operating electronic games with prizes must also arrange managers and operators of business locations that fully meet the conditions and standards as prescribed. When changing managers, enterprises must arrange managers and operators that fully meet the conditions and standards and notify in writing to competent authorities such as the Ministry of Finance, the Department of Finance, and the local tax department.

Enterprises must also review to amend and supplement regulations, internal procedures, internal management regulations, internal control, dispute resolution regulations, and security and order assurance plans in accordance with legal regulations.

“The company is fully responsible for any violations of the law or disruptions to safety, security, or social order at its business location,” the Ministry of Finance requested.
