1. Assessing the results of leadership in implementing tasks in 2023; The Standing Committee of the Provincial Party Committee found that the Standing Committee of the Phan Thiet City Party Committee has led and directed the implementation of socio-economic development, national defense and security tasks and key tasks in the conclusions of the Standing Committee of the Provincial Party Committee, achieving some positive results; notably: The economic structure of Phan Thiet city has changed positively, trade and services have grown quite well; annual budget revenue exceeds the target assigned by the province. Actively coordinated in implementing research and proposing plans to submit to competent authorities for approval to expand Phan Thiet city and plan some important areas of Phan Thiet city. Party building and mass mobilization work have made great efforts, achieving and exceeding many targets in 2023. Besides the achieved results, there are still some notable shortcomings and limitations: Phan Thiet city's economy is still developing slowly, the economic scale is not commensurate with its potential and advantages. The infrastructure system is not yet synchronous, although urban aesthetics has been focused on more renovation, it is still not really "green, clean, beautiful". The management of planning, land, construction, and urban order still has weaknesses; compensation, land recovery, support, and resettlement arrangements still have many shortcomings, especially the lack of resettlement land funds; the progress of implementation of some works and projects is still slow. Discipline and administrative discipline are not strict in some places; there are still some cadres, civil servants, and public employees pushing work and avoiding responsibility. Administrative procedure reform still has many limitations; The security and order situation, especially criminal offenses, high-tech crimes, illegal drug trafficking and transportation, theft, “black credit”, and the collapse of savings and credit associations… are still potentially complicated. The information gathering and situation forecasting among the people are sometimes not timely. The direction to resolve petitions and pending cases is not effective…
2. Regarding the key tasks to be implemented in the coming time, the Standing Committee of the Provincial Party Committee requests the Standing Committee of the Phan Thiet City Party Committee to continue to promote responsibility, strive to build solidarity, be determined to overcome difficulties and challenges, and well organize the implementation of the tasks and solutions set out to promote socio-economic development, build Phan Thiet into a "green, civilized, modern city"; review and promote the implementation of solutions, and soon complete the goals and targets set out in the Resolution of the Phan Thiet City Party Congress for the 2020-2025 term. During the implementation process, it is necessary to promote ideological work, propaganda, education and training to improve the political capacity and professional capacity of the team of cadres, civil servants and public employees, focusing on leadership consolidation associated with perfecting, arranging and organizing the apparatus and personnel. Develop a plan to arrange cadres and civil servants when merging communes and wards; Pay attention to, proactively supplement and improve human resources for the Land Fund Development Center and the Phan Thiet City Construction Investment Project Management Board to meet the tasks in the coming time. Promote administrative reform, overcome the situation of late documents, contributing to improving the PCI, PAR Index, SIPAS, PAPI indicators of the province. Proactively review, amend and supplement regulations under the authority of the city or propose competent authorities to issue regulations and decisions on planning, land, environment, construction, urban order, etc. to ensure the legitimate and legal rights of the people, creating conditions to promote socio-economic development. Proactively coordinate with provincial departments and branches to develop and implement: (i) Project on rearranging administrative units at district and commune levels for the period 2023 - 2025, with a vision to 2030; (ii) Adjust administrative boundaries to expand Phan Thiet city in conjunction with adjusting the general planning of Phan Thiet city to 2040. At the same time, proactively propose resettlement projects, submit them to competent authorities for approval, and proactively contribute to the implementation of key projects of the province in Phan Thiet city in the period of 2026 - 2030 and the following period. Coordinate with provincial departments and branches to promote attracting investors with capacity, experience, and famous brands to implement large projects, promote tourism development; at the same time, support projects to improve the quality and diversify tourism products and services to serve tourists and people. Mobilize businesses and people to maintain environmental sanitation, plant trees and flowers to improve the landscape; promote the creation of a friendly awareness of Phan Thiet people as "hosts" for tourists. At the same time, complete and develop the Phan Thiet Smart Urban Operations Center; Deploy the construction of specialized databases and digital applications in priority areas of digital transformation; allocate budget and mobilize social resources to invest in digital infrastructure, databases and digital transformation applications. Review and resolve cases where the State has allocated residential land and resettlement land but has not completed land procedures; urgently complete the issuance of land use right certificates for eligible cases. Coordinate to advise on resettlement policies for a number of key projects in Phan Thiet city. Focus on completing the compensation and site clearance work for works and projects invested by Phan Thiet city and key and important projects and works of the province in the city to concentrate efforts on implementing new projects in the public investment period 2026 - 2030. Strengthen forecasting, grasp the situation, promptly resolve backlog and prolonged cases; Timely and effectively handle issues arising at the grassroots level, not allowing them to become complicated and become "hot spots". Focus on handling complaints and denunciations, not allowing complaints to go beyond the level.
