The general inventory of public assets is a key task of the Ministry of Finance , ministries, branches and localities to implement important resolutions of the National Assembly and the Government, contributing to promoting effective management of public assets, practicing thrift and combating waste in the period of 2024-2025.
Implementing the Plan to implement Decision No. 213/QD-TTg of the Prime Minister approving the Project on general inventory of public assets at agencies, organizations, units, infrastructure assets invested and managed by the State, issued together with Decision No. 198/QD-BTC dated April 5, 2024 of the Ministry of Finance, the Department of Finance has advised the Provincial People's Committee to establish a Steering Committee for inventory of public assets in Decision No. 1943/QD-UBND dated August 6, 2024, the Plan for inventory of public assets at agencies, organizations, units, infrastructure assets invested by the State under the management of Quang Tri province in Decision No. 2208/QD-UBND dated September 11, 2024.
Accordingly, the tasks have been assigned to departments, branches and localities to implement specific work contents. Up to now, the preparation and implementation of contents according to the requirements of the Ministry of Finance and the Provincial People's Committee have basically been completed. The units have proactively implemented the updating of public asset data according to the guided process.
The Department of Finance recommends that the Provincial People's Committee continue to direct agencies, organizations, units, and localities to implement the inventory of public assets according to the plan of the Provincial People's Committee to ensure content and progress. Strive to complete the inventory work ahead of schedule.
Assign members of the Provincial Inventory Steering Committee to monitor, direct, and urge implementation in their sectors, agencies, and units. Direct agencies, units, and organizations to assign tasks to synthesize reports on infrastructure asset inventory, urge and guide asset management and usage units to promptly declare, update data, and submit reports on time.
After listening to the opinions of units and localities reporting on the implementation of public asset inventory, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized that this is a major political task to implement the Party's policies and guidelines on effective management, use, exploitation, and mobilization of economic resources, practicing thrift, fighting waste, and preventing and combating corruption.
The results of the general inventory of public assets are the basis for evaluating the completion of tasks of agencies, organizations, units and heads of agencies, organizations and units. Through this, collectives and individuals with outstanding achievements in preparation and implementation will be promptly rewarded.
To speed up the progress of the general inventory of public assets and strive to complete it ahead of schedule, Vice Chairman of the Provincial People's Committee Le Duc Tien requested the Department of Finance to advise the Provincial People's Committee to establish a consulting team to support sectors and localities, and establish a monitoring team during the implementation process of local units that are owners of public assets to ensure publicity, transparency, objectivity and efficiency.
The requirement for districts to complete the implementation before March 15, 2025, departments and branches to speed up the implementation progress so that the Provincial People's Committee can complete the work and report to the Ministry of Finance in May 2025. Assign the Department of Finance to advise the Provincial People's Committee to arrange funding to support members of advisory groups and monitoring groups to carry out the general inventory of public assets to ensure compliance with regulations.
