Strive to basically complete the coastal road project connecting the East-West Economic Corridor by August 2025

This afternoon, August 28, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Tri province Vo Van Hung chaired a working session with relevant departments, branches, localities, construction contractors and supervision consultants on the progress of the Coastal Road project connecting the East-West Economic Corridor of Quang Tri province, phase 1 (abbreviated as the Coastal Road project). Project progress has not met requirements

Reporting at the meeting, the leader of the Provincial Investment and Construction Project Management Board (PMU) said that the Coastal Road project was approved by the Provincial People's Committee with a total investment of VND 2,060 billion, implemented from 2021 - 2026 with a total route length of 48 km, divided into 4 bid packages passing through Vinh Linh, Gio Linh, Trieu Phong districts and Dong Ha city.

Up to now, the 2.7 km long section through Dong Ha City has handed over 1.12 km of clean land; completed land reclamation notices for 235/235 affected cases, verified land origin reaching about 95%; completed resettlement for 37 affected households.

For the 9.5 km section through Trieu Phong district, up to now, 7 km of land has been handed over; the design drawings of the resettlement area in Trieu Do commune have been approved, while 5 resettlement areas in Trieu Van, Trieu Trach, Trieu Dai, Trieu Thuan and Trieu Phuoc communes have not been approved.

In Gio Linh district, 5.11 km/12.5 km of clean land has been handed over; resettlement work for 22 cases is being urgently implemented, of which the resettlement area of ​​Trung Giang commune is under construction.

For the section passing through Vinh Linh district, which is 23.06 km, 4.15 km has been handed over so far; regarding resettlement for 38 affected households, the District Land Clearance Council has not yet completed the residential area planning work to grant land to the above cases.

Regarding construction progress, the VB-XL01 package through Vinh Linh district has a total implementation value of VND10.9 billion/VND308.78 billion, reaching 3.5%. The VB-XL02 package in Gio Linh district has a total implementation value of about VND12.1 billion, reaching 4.9%. The VB-XL03 package through Trieu Phong district has a total implementation value of VND17 billion/VND119.76 billion, reaching 14.19%. With a length of 8.54 km, the VB-XL04 package through Trieu Phong district and Dong Ha city has a total implementation value of VND289.91 billion, reaching 30.8%.

Urgently remove obstacles to speed up progress

At the meeting, representatives of the Provincial Investment and Construction Project Management Board raised difficulties and obstacles in the bidding packages. In particular, the investment and construction of resettlement areas in Trieu Phong district is behind schedule, affecting the site clearance work, leading to failure to meet the construction schedule; in Gio Linh district, some areas of protective forests have been assigned to owners but no exploitation plan has been established; the determination of land use origin in Cua Viet town, Trung Giang commune is still slow... affecting the progress of project implementation.

Representatives of departments, branches, localities and contractors have proposed many solutions to remove difficulties and obstacles, speeding up project progress.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized that although localities have made efforts in site clearance and resettlement for the project, the progress of site clearance and resettlement has not met the requirements. Therefore, in the coming time, it is recommended that the Provincial Investment and Construction Project Management Board rectify the management and operation work and assign specific tasks to each professional unit in charge of the project; be more active and determined in coordinating with relevant departments, branches and localities to resolve difficulties and problems to speed up the site clearance and handover to the construction unit. In particular, coordinate with the Department of Natural Resources and Environment and localities to review and complete the dossier on converting forest land and agricultural land; urgently calculate and propose the minimum time required to have the site at the provincial bus station location to ensure feasibility, efficiency, cost savings and suitability with the project construction progress to propose to the Provincial People's Committee on the time to temporarily relocate the bus station.

Localities urgently carry out the work of verifying the origin of land, inventorying, pricing, and developing support plans. In particular, it is necessary to speed up the progress of resettlement areas to hand over the land as soon as possible. For contractors, it is necessary to focus on mobilizing means, machinery, human resources, and material resources to speed up the construction progress at sections where land is available.

Departments, branches and sectors coordinate with the Provincial Construction Investment Project Management Board to regularly inspect and supervise the quality of works, and take measures to handle contractors who have not mobilized human resources and construction machinery in areas where the site is available to speed up the project's progress. Strive to open the technical section from Dong Ha City to coastal localities to traffic by August 2025 and basically complete the remaining routes.
