Comments on the draft regulations on selection, management and use of part-time workers at commune, ward and town levels

The Draft Regulations on management and use of non-professional workers in communes, wards and towns in Tuyen Quang province include 4 chapters with 15 articles stipulating a number of contents such as: Scope of regulation; applicable subjects; selection principles; subjects and conditions for selection; selection of non-professional workers at the commune level; tasks of non-professional workers at the commune level; training and fostering; conversion of titles and reception of non-professional workers at the commune level; assessment, classification, reward, discipline, dismissal and relief for non-professional workers at the commune level; settlement of termination of employment for non-professional workers at the commune level...

The draft is designed to create a legal basis for the selection, management and employment of part-time workers at the commune level. At the same time, it enhances the effectiveness and efficiency of State management in implementing regulations on selection, management and employment of part-time workers at the commune level in the province; promotes decentralization according to the Government's policy, contributing to promoting the province's initiative, responsibility and creativity of the locality.

At the conference, delegates basically agreed with the draft Decision on promulgating the Regulations on selection, management and use of non-professional workers in communes, wards and towns in Tuyen Quang province. At the same time, they discussed and contributed opinions on some contents of the draft Decision's name, recruitment, time and conditions for positions of title conversion, suitability to local practices, etc.

The drafting agency has taken into account the opinions of the delegates to continue editing, supplementing and perfecting to ensure that when issuing documents, they comply with legal regulations and are suitable to the practical situation in order to select a team of qualified non-professional workers in communes, wards and towns. Thereby contributing to the effective implementation of the Party and State's policies and laws.
