Vice Chairman of the Provincial People's Committee Tran Anh Tuan also attended the meeting.

According to statistics from the Department of Planning and Investment, as of December 19, Quang Nam province has disbursed 62.21% of the public investment capital plan for 2024, equivalent to nearly VND 5,659 billion out of a total of nearly VND 9,096 billion. This result is higher than the same period in 2023 (60.4%) but is still far from the target of completing 95% of the plan assigned by the Prime Minister.

Specifically, the central budget disbursement reached 53.9% (capital to support national target programs reached 53.4%); local budget sources reached 63.8% (the 2023 capital plan extended to 67.94%).

According to the report of the Department of Planning and Investment, some of the reasons leading to the delay in disbursement include: the organization and implementation in localities is still inadequate, the direction is not regular, not drastic, not close; site clearance is still a bottleneck; the shortage of construction materials and complicated weather conditions; ODA capital projects face difficulties in procedures and capital withdrawal.

To achieve the target of disbursing 95% of the plan, Quang Nam province will focus on closely directing, strengthening field supervision, speeding up project settlement, overcoming legal problems and mobilizing construction resources in favorable weather conditions.

At the meeting, the Chairman of the Provincial People's Committee requested units with slow disbursement to report on the progress of implementation and discuss solutions to remove related difficulties and obstacles. Each department, branch and locality in this low group was required to report solutions and commit to the progress of disbursement according to the deadline.

Speaking at the meeting, Chairman of the Provincial People's Committee Le Van Dung severely criticized units and localities with slow disbursement rates, lower than the province's average.

"The province directed to focus more strongly, speed up, work day and night to have a payment volume, but no one worked day and night, the construction site still remained still. The vehicles were there but did not start, there were only a few workers, how could there be a payment volume? This problem cannot be blamed on objective factors, it is mainly subjective. With the same apparatus and mechanism, why can one place do it and another place cannot? The main thing is the lack of determination in directing implementation" - Chairman of the Provincial People's Committee Le Van Dung said.

In the coming days, Chairman of the Provincial People's Committee Le Van Dung requested that capital must be disbursed at the highest rate by all means. Departments, branches, and localities in the slow group must be resolute and specific in their work, with clear people, clear work, and clear results.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan and related units will strengthen inspection of national target programs and urge urgent progress in the remaining time.

The Department of Home Affairs monitors and advises the council on the classification of departments, branches and localities, considering the disbursement rate at the unit as the deciding indicator of the level of task completion of the unit and its leader.

"The province will commend and reward units and localities that perform well in disbursement, and vice versa, will consider criticizing and reviewing, even proposing ways to handle units that are too slow. Last time, we talked about transferring but did not do it, next time we will do it, urge the arrangement. In 2025, capital allocation must consider the actual capacity, allocate capital with a basis, and limit capital allocation for weak units" - Chairman of the Provincial People's Committee Le Van Dung directed.
