Create a new "life force"

The period 2015 - 2020 was the most difficult period in the development history of Petrovietnam. Consecutive crises of severe oil price declines, especially the "double crisis" due to the impact of the Covid-19 pandemic and low oil prices, along with difficulties and challenges in the fields of exploration, prospecting, investment... Petrovietnam determined that a "reform" was needed to create momentum, a new vitality to meet the new development requirements of the Oil and Gas industry.

Faced with that situation, the Party Committee of the Vietnam National Oil and Gas Group has resolutely implemented Resolution 18-NQ/TW dated October 25, 2017 of the Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" (Resolution 18-NQ/TW).

In particular, the Party Committee of the Group has focused on restructuring the executive apparatus, streamlining and arranging to reduce the number of focal points by more than half in a strong and drastic manner. At the same time, the organization is suitable and effective; the staff and workers meet the requirements and tasks, optimize resources, improve productivity and labor efficiency to implement and complete all set goals and tasks. The restructuring and arrangement of the apparatus has created a new vitality and new spirit in all activities of the Group.

The reduction of specialized departments/offices and the clear definition of functions, tasks and responsibilities of each individual and organization in the apparatus have initially overcome the situation of reliance, avoidance of responsibility, causing delays in handling work. Cadres, party members and employees in the whole group have shown their trust, peace of mind in working, dedication, and efforts to overcome difficulties to join the group's leaders and units in successfully implementing the goals and tasks assigned by the Party and Government. This strong innovation has helped Petrovietnam overcome the most difficult period and develop further.

Ready to grow and reach new heights

To meet the requirements and tasks in the new situation and bring Petrovietnam to a new level of development, continuing to innovate the organizational structure and restructuring the enterprise to be lean and improve labor productivity is determined to be extremely necessary and an urgent task that must be done immediately.

This was also affirmed by Mr. Le Manh Hung, Party Secretary, Chairman of the Board of Directors of Petrovietnam at the meeting on the occasion of the 63rd anniversary of the Vietnam Oil and Gas Industry's Traditional Day: "In order to firmly step into the era of national development, Petrovietnam must shift its business model to suit the changes of the market, at the same time restructure the governance model, streamline the apparatus, optimize resources to improve productivity, effectiveness, and efficiency to serve the development of the group in the coming period".

Restructuring, streamlining the apparatus and improving labor productivity will bring Petrovietnam into a new stage of development.

The Standing Committee of the Party Committee of the Group has issued a specialized Resolution on innovation of organizational structure and restructuring of lean enterprises, improving labor productivity.

In particular, the Party Committee of the Group directs the review, development and implementation of a comprehensive restructuring plan, the overall organizational model of the parent company - Group and the restructuring of member units on the principle of streamlining focal points, concentrating resources by field; promoting decentralization, delegation of authority, increasing responsibility; improving and instilling a culture of work implementation, effective management, fully promoting the strengths of Petrovietnam in the new situation; Conducting synchronously, urgently, simultaneously at all levels, from the parent company - Group to units, mass organizations and the political system throughout the Group.

In addition to summarizing, evaluating, and drawing lessons from the implementation of Resolution No. 18-NQ/TW, Party committees at all levels in the entire Petrovietnam Group proposed drastic solutions to innovate, arrange, and restructure the organizational apparatus to improve the quality, effectiveness, efficiency of operations and labor productivity; Build and implement reform methods, synchronize processes, regulations, operating procedures, and work handling in all stages and fields to improve the effectiveness of management and administration; Ensure that work is resolved within the authority, regulations, quickly and smoothly at Petrovietnam and its member units. In addition, improve the quality of human resources, promote professional ethics, responsibility for work performance is enhanced, deeply absorbed and promotes endogenous motivation from Petrovietnam culture; simplify and standardize processes; increase connectivity and coordination in performing tasks.

Identifying this as an important task, the Standing Committee of the Party Committee of the Group requested to prioritize urgent implementation at the Management and Operation Department of the Parent Company - Group in the first quarter of 2025 in the direction of concentration, streamlining, efficiency, reducing focal points, reducing costs... associated with the responsibility of the head of the unit/department; improving the quality of the staff and employees with sufficient qualities and capacity to meet the requirements of tasks in the new situation.

Along with the innovation, arrangement, and organizational structure of the Management and Operation Department of the Parent Company - Group, the affiliated units and subsidiaries of the Group are also urgently implementing related work.

To carry out the second innovation in the group, the most important thing is to have consensus, clarity from top to bottom, and understanding among each cadre, party member, and oil and gas worker. Therefore, the entire Petrovietnam system, units, and socio-political organizations determined that it is necessary to propagate, mobilize, and fully disseminate the information and policies of the group so that cadres, party members, and workers can clearly understand and agree.

Petrovietnam hopes that the innovation efforts will create new momentum to bring the group into a new era, a new phase, focusing on model transformation, energy transformation, to develop into a National Industry - Energy group.
