During 40 years as the Head of Ha Chua village (Son Tay commune, Huong Son, Ha Tinh), Mr. Le Thanh Binh (born in 1954) has transformed the "hot spot" of social evils into the leading unit of the commune in economic development and building cultural life.

In 1972, at the age of 18, young Le Thanh Binh joined the army. After 8 months of training in Le Thuy district (Quang Binh), he was assigned to Regiment 28, Division 341, Corps 4 and then joined the battle at Xuan Loc front (Dong Nai).
In 1975, Mr. Binh was honored to participate in the historic Ho Chi Minh campaign, liberating the country and unifying the country. In 1977, he was transferred to the border of Tay Ninh province, then participated in the battle at Battambong battlefield (Cambodia).
During the fierce battles on the Cambodian battlefield, Mr. Binh was injured, suffering 32% health damage. Many pieces of shrapnel remained in his body, so every time the weather changed, the wounded soldier was tormented.
After successfully completing his mission as a volunteer soldier, in 1981, Mr. Binh was transferred to a nursing home in Quynh Luu district (Nghe An) before leaving the army. In 1982, after 10 years of life and death, he was discharged with the rank of lieutenant and many noble awards from the Party and the State, especially the Second Class Resistance Medal.

Returning to his hometown, Mr. Le Thanh Binh was elected Vice Chairman of the People's Committee of Son Tay Commune, in charge of forestry, but due to family circumstances, he resigned from the position after 6 months. In early 1983, he was elected by the villagers as Head of Ha Chua Village, starting a journey full of hardships and challenges but also full of glory and happiness.
Ha Chua village is located between Tay Son and Pho Chau towns, with National Highway 8A connecting to Laos passing through, so it has many favorable conditions for economic development. However, besides that, this locality also has many potential social evils, especially drug addiction, drug trafficking, and illegal goods transportation... The whole village has 402 households with 1,950 people, of which 30% of households have people who violate the law. Ha Chua has become a "hot spot" for security and order, making people feel insecure and worried.

As a veteran soldier, Mr. Binh understands that effective prevention of social evils depends on early detection and timely handling. Therefore, in addition to propaganda and mobilization, reforming those who have made mistakes; reviewing and making a list of drug addicts, requesting them to be sent to centralized drug rehabilitation (at the Center for Treatment - Education - Social Labor located in Cam Quan commune, Cam Xuyen).
In addition, Village Chief Le Thanh Binh also organized militia forces, coordinated with the Commune Police to secretly detect and destroy many social evils. Notably, in 2007, Mr. Binh also proposed the establishment of an inter-family security team to prevent and detect early violations of the law to prevent and handle them promptly, becoming the first unit in Huong Son to establish this model. Thanks to those drastic solutions, Ha Chua has gone from being a "hot spot" to a bright spot in security and order, contributing to helping Son Tay commune receive a certificate of merit from the Provincial People's Committee for "Having outstanding achievements in participating in the implementation of the inter-family self-management model of security and order" in the province in 2022.
As an enthusiastic and energetic cadre, always a pioneer in the movements, along with ensuring security and order in the area, Village Chief Le Thanh Binh also proposed the idea of establishing economic development clubs, English, physical education and sports (each club has 20-30 members) to share experiences, and at the same time turn the movements in Ha Chua into model points of the commune.
Mr. Binh is also the first person in Huong Son to come up with the idea of converting the inefficient vegetable growing model (corn, peanuts, beans) to industrial tea growing with high economic efficiency by linking with Tay Son Tea Enterprise. Up to now, there are about 20 households converting the rice and vegetable growing model to tea growing with an area of over 15 hectares, bringing in a much higher income than other crops.

Until now, Mr. Binh still can't remember how many times he has been an "unwilling" guest, showing up late at night at families' homes. He only knows that every time a couple fights; families dispute over land, walkways... he is the first one to show up to handle and resolve the situation.
"Many times I proposed to take a leave of absence due to illness and poor health. In 2023, a prolonged illness forced me to go to Ha Tinh Provincial General Hospital, then Bach Mai Hospital in Hanoi for treatment. When I returned, many people came to visit and encourage me, which made me very touched. I know that working for the people and for the common good cannot avoid conflicts, but being loved by the majority, I also feel secure" - Mr. Binh confided.
In 40 years as village chief, Mr. Binh's most valuable assets are the certificates of merit and awards he has received.
Ms. Le Thi Thanh Nhan (born in 1973, a resident of Ha Chua village) said: "For decades, we have always loved and admired the village chief who is always dedicated and devoted to the common work. Uncle Le Thanh Binh always puts the collective interest above all else, especially never seeking personal gain. Our people have the life we have today thanks to his great efforts."
