In the above speech, President Putin declared that the Russian army has increased its combat capabilities and is "confidently" advancing in some areas of Ukraine, according to Reuters.
Mr. Putin also emphasized: "Strategic nuclear forces are in a state of readiness to be used. Hypersonic weapons systems are not only put into use but also used with high efficiency to attack especially important targets in special military operations."

In addition, President Putin warned Western countries that there was a real risk of nuclear war if they sent troops to fight in Ukraine, and affirmed that Moscow had weapons to attack targets in the West, according to Reuters.
"(Western countries) must realize that we also have weapons that can strike targets on their territory. All this really threatens a conflict with the use of nuclear weapons and the destruction of civilization," Mr. Putin said.
He also repeated accusations that the West is trying to weaken Russia and that Western leaders do not understand how dangerous their interference in what he sees as Russia's internal affairs can be.
Mr Putin's warning came after French President Emmanuel Macron said on February 26 that while there was "no consensus" on sending Western ground troops to Ukraine, "nothing should be ruled out". Meanwhile, the US and key European allies said this week they had no plans to send ground troops to Ukraine, after President Macron left open the possibility.
Also in the speech, President Putin said he believes it is important for Russia to strengthen relations with Arab and Latin American countries.
