Mr. Duong Tat Thang was elected Vice Chairman of Ha Tinh Provincial People's Committee.

This morning, the 18th Provincial People's Council held the 25th Session (special session) to discuss and approve a number of important contents. Comrade Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrade Tran Tu Anh - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council and Comrade Tran Van Ky - Vice Chairman of the Provincial People's Council chaired and directed the session.

Attending the meeting were comrade Tran The Dung - Standing Deputy Secretary of the Provincial Party Committee; comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee, Provincial Fatherland Front Committee; delegation of National Assembly deputies of the province; leaders of departments, branches, localities and units.

Overview of the meeting

The meeting discussed, gave opinions and voted to pass the resolution on the establishment of specialized agencies under the Provincial People's Committee. Specifically: establishing the Department of Finance on the basis of merging the Department of Finance and the Department of Planning and Investment; establishing the Department of Construction on the basis of merging the Department of Construction and the Department of Transport, and receiving the functions, tasks and staff of the Office of the Traffic Safety Committee to dissolve the Office of the Traffic Safety Committee. Establishing the Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications. Establishing the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs. Establishing the Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment.

The meeting discussed and approved a resolution on adjusting a number of socio-economic development targets for 2025. In particular, the economic growth target was adjusted from 7% to over 8%; the GRDP per capita target was adjusted from 91 million VND to over 93 million VND; the Production value per unit area target was adjusted from 102 million VND to over 103 million VND; the total social investment capital target was adjusted from 44,100 billion VND to over 50,000 billion VND.

The meeting also passed resolutions on: Assigning civil servant positions in administrative agencies and organizations; the number of people working in association organizations; the number of commune-level cadres, civil servants and non-professional workers at the commune level; approving the total number of people working in public service units in 2025. On the implementation of expenditure tasks and the level of support for basic construction investment to implement the arrangement of district-level and commune-level administrative units in the period of 2023-2025 from the central budget. Approving the policy of the Project to improve the organization and operation and the plan to provide additional charter capital for the Provincial Farmers' Support Fund. Stipulating land policies for ethnic minorities living in the province.

The meeting also dismissed Mr. Le Ngoc Chau - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee for the 2021-2026 term from the position of Vice Chairman of the Provincial People's Committee to enjoy policies and regimes according to regulations; at the same time, elected Mr. Duong Tat Thang - Member of the Provincial Party Committee, Secretary of the Ha Tinh City Party Committee as Vice Chairman of the Provincial People's Committee for the 2021-2026 term with 100% of the votes in favor.

In his closing speech, Comrade Hoang Trung Dung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: With the direction of the Central Committee, Ha Tinh has focused on perfecting the institution to quickly put the Party's policies into practice. In less than a month, the Provincial People's Council has held two thematic meetings to discuss and approve contents related to the arrangement of administrative units at district and commune levels and the establishment, reorganization and dissolution of administrative organizations and public service units in the spirit of Resolution 18 of the Central Committee.

At this session, the People's Council discussed, considered and approved 6 important Resolutions in various fields.

Based on the Resolutions of the Provincial People's Council, the Provincial Party Secretary and Chairman of the Provincial People's Council requested the Provincial People's Committee to complete the documents and procedures and implement them according to its authority. At the same time, focus on directing the effective implementation of the Resolutions issued by the Provincial People's Council since the beginning of the 2020-2025 term. The Provincial People's Council Committees urge and supervise so that the resolutions are effectively implemented, ensuring regulations.
