On December 14, the Ministry of Education and Training (MOET) held a conference to review 10 years of implementing Resolution No. 29-NQ/TW, dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration" (Resolution 29).

Speaking at the end of the Conference, Minister Nguyen Kim Son assessed: Education and training in the past 10 years have had great innovations and positive changes.

To achieve such innovations, Resolution 29 of the Party Central Committee is of special importance.

“This is a scientific Resolution, demonstrating the far-sighted vision and strong decisions of the Party Central Committee. Up to this point, many important contents are still strategic decisions.

We affirm the value of Resolution 29 in paving the way for educational innovation, demonstrating a vision for the country's sustainable and long-term development" - Minister Nguyen Kim Son affirmed.

According to Minister Nguyen Kim Son, it can be said that at the beginning of the reform, education started from a low base, faced many difficulties, difficult conditions, high expectations, high desires, many wishes... the process to achieve those things, in that context, was very difficult.

Therefore, the results achieved over the past 10 years show the outstanding efforts of ministries, departments, branches and localities. In particular, we especially appreciate the role of 63 provinces/cities in implementing the Resolution.

Through the process of evaluating provinces/cities, wherever the local Party Committee and government pay special attention, innovation achieves very high results. This is not consistent with the circumstances of that place being rich or poor.

“There are some places where conditions are difficult but innovation has been achieved a lot. Thus, between difficulty and innovation seems to be only a relative constraint.

"Where there is awareness, strong direction and strong determination, innovation will take place more strongly" - Minister Nguyen Kim Son commented.

Minister Nguyen Kim Son said that Resolution 29 is in the context that many contents in the Resolution are still being done, still being implemented, still not completed, and even the work that has just been completed, it will take many years before we can fully see the value and impact of those results.

“Because education is human, it cannot be evaluated overnight. However, we can still see specific results and evaluate the trend of movement.

Summarizing Resolution 29 to affirm important issues, in which the Party Committee of the Ministry of Education and Training will also recommend to the Politburo to include in the conclusion one of the very emphasized contents: the requirement to persevere in the direction of innovation, there is still much work to be done;

"Only with perseverance can past actions be effective in the coming time. We will propose that perseverance, consistency, and unity in the direction of innovation have a particularly important meaning" - Minister Nguyen Kim Son emphasized.

According to Minister Nguyen Kim Son, while affirming the correct meaning and vision of Resolution 29, it is also necessary to analyze in the new context and new challenges. Education is facing many challenges that at the time of the Resolution's issuance, there were no conditions to analyze and mention much.

In which, the new challenge in human development in the era of strong market economy development, in the era of digital technology, digital space, artificial intelligence and new emerging factors, people are really facing new challenges to develop and have a happy life.

“New challenges in human resource development when new capacity and skill requirements appear a lot. The number of occupations is changing rapidly, the boundaries are very blurred, there are many interdisciplinary and integrated occupations and the requirement for the development of many high-tech industries to meet the development requirements of the country.

Thus, this is also a new challenge - a challenge that was not mentioned much at the time of the issuance of Resolution 29" - Minister Nguyen Kim Son shared.

According to the Minister of Education and Training, when the economy develops, the country becomes more prosperous, and living standards improve, but the gap between rich and poor grows, the risk of inequality in education may increase. This is also a big challenge.

“That is the challenge of the new school model, new education model, new education method, new education space in the digital age.

The issues we have to deal with are the value system, both real and virtual values. We often talk about the disease of achievement, but there will be big problems ahead, the problem of virtual values, facing non-traditional problems" - according to Minister Nguyen Kim Son.

Finally, Minister Nguyen Kim Son shared that the three main issues that will be mentioned in the conclusion on continuing to implement Resolution 29 in the coming time are: Awareness, institutions and resources.

Regarding awareness, Minister Nguyen Kim Son said: Resolution 29 itself is a change in perspective on education, but awareness at all levels and in all sectors in education is still a big problem.

Besides full and thorough awareness, more importantly, we need appropriate action and we need to act thoroughly.

Regarding the institutional issue, according to Minister Nguyen Kim Son, it will be necessary to continue reviewing documents and laws, building a new Law on Teachers and reviewing legal documents to pave the way for socialization in education, autonomy in education and pave the way for other innovations.

For the resource issue including education finance, investment in education and human resources.

The Minister said: We are increasingly aware of the decisive role of teachers in this innovation process and we will certainly have to do more to develop the teaching staff to complete the goals of educational innovation in the near future.
