Nurture resources to care for workers

Every year, Trade Unions at all levels always devote a large amount of resources to support union members and workers through giving gifts, visiting them when they are sick, building union shelters, etc.

That funding is obtained from resources coming from the Trade Union fee. Therefore, in the Trade Union Law (amended), the Trade Union fee continues to be maintained to ensure resources to take care of the lives of the Trade Union members and employees.

Every year, on holidays, New Year, or when someone in the enterprise has an accident or illness, the Union officials are always the first to visit and encourage the Union members and employees. In particular, during the "Tet Sum Vay" in the past 5 years, more than 30 million Union members and employees have been taken care of with a total amount of nearly 28,000 billion VND. In addition to the task of ensuring rights, taking care of the lives of Union members and employees is a regular and continuous task of the Union at all levels. In addition to the above activities, the Union also has activities such as rewarding and encouraging children of officials, workers and employees with achievements; organizing holidays for women; giving gifts to children on the occasion of Mid-Autumn Festival, International Children's Day 1-6... The funding for these activities is mainly taken from the Union fees contributed by the Union members themselves every year.

Regarding the use of trade union funds, currently 75% of trade union funds are left at the grassroots trade union to take care of union members' lives. In order to further promote the role of trade unions in taking care of the lives and protecting the rights of workers, at the 8th session of the 15th National Assembly , the Trade Union Law (amended) was discussed, and the opinions of delegates were sought, moving towards official approval. In particular, the issue of trade union fees was of interest to many delegates. The majority of National Assembly delegates agreed to continue maintaining the 2% trade union fund as appropriate to the actual situation.

Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor emphasized that the amendment of the Trade Union Law must ensure the thorough understanding and institutionalization of the Party's innovative viewpoints and guidelines related to the country's construction and development; in accordance with the 2013 Constitution, ensuring the unity and synchronization of the current legal system, ensuring the absolute and comprehensive leadership of the Party over the Trade Union organization. The amendment of the Trade Union Law must ensure that the Vietnam Trade Union, a large socio -political organization of the working class and laborers, grows stronger, operates effectively, and attracts a large number of laborers to participate.

Along with that, the amendment of the Trade Union Law needs to inherit and maintain the contents that have affirmed their reasonableness, stability and effectiveness in the recent implementation process. The amendment of the Law must refer to and selectively absorb international experience; ensure conformity with the political regime, the requirements of developing a socialist-oriented market economy and international integration under the leadership of the Communist Party of Vietnam. Specifically, Resolution 02 dated June 12, 2021 of the Politburo "On innovation of organization and operation of Vietnam Trade Union in the new situation" clearly states the need to build a strong enough financial resource to perform well the functions and tasks of the Trade Union organization, emphasizing: "Maintain existing resources; collect Trade Union funds and encourage the socialization of resources for the Trade Union to perform well the assigned tasks". Caring for, along with protecting the legitimate rights and interests of union members and employees are the two pillars of Trade Union activities. But caring is not just about encouraging the spirit and sharing with words, but also requires financial resources. Therefore, the Union fee has long been almost the only resource for the Union to fulfill its responsibility of caring for workers.

Therefore, when the Trade Union at all levels has strong enough resources from the stable and guaranteed collection of Trade Union fees, the work of caring for the material and spiritual life of union members and employees as well as building harmonious, stable and progressive labor relations in each enterprise will certainly be carried out better and more effectively. This is the fundamental financial resource for the Trade Union to grow stronger and stronger in attracting a large number of employees to join the organization, while creating trust, support and strong emotional ties for employees to stay with their organization.

From the Union's financial resources, models of caring for union members and workers continue to be developed and improved, bearing the strong mark of the Union organization such as "Tet Sum Vay", "Worker's Month", "Union Shelter"... spreading strongly and deeply to the grassroots. Typically, the Workers' Month was implemented together with the Action Month on Occupational Safety and Health, organizing visits, encouraging and giving gifts to more than 3.8 million workers, workers in difficult circumstances, workers who had work accidents, occupational diseases, and serious illnesses, with a total amount of thousands of billions of VND. Ensuring the source of Union fees means ensuring resources for the Union to reach out to workers in a practical way.
