With the goal of serving the people and businesses, Mr. An assessed that the Government has focused on providing many solutions to remove difficulties, sometimes even using administrative orders to immediately remove obstacles, showing that the Government's management is very close and drastic.

In addition, the Government has boldly decentralized power to ministries, branches, and localities and promoted administrative reform. These are two highlights that have helped resolve many bottlenecks in recent times.

Along with the Government's determination in management, there is the companionship of the National Assembly. Delegate Trinh Xuan An said that the activities of the National Assembly seem to have a new wind in terms of processes, procedures and methods of operation.

"The National Assembly clearly demonstrates its role of accompanying, creating, and sharing responsibility with the Government in handling difficult and complicated issues, to overcome difficulties together," said Mr. An.

A new point he emphasized was that the National Assembly is proactive in law-making. Law-making is not done in the traditional way but with priority and selection to address bottlenecks and create policies for development.

Supervision work has also been innovated in that it is both practical and accompaniment. In the past half term, according to Mr. An, the National Assembly has chosen very topical supervision topics, even conducting supervision on content that is being implemented, for example, supervising the mobilization of resources to fight the Covid-19 pandemic.

Or like right at the time of the outbreak, the National Assembly questioned the Minister of Health to listen and immediately resolve difficulties in the fight against the epidemic.

In deciding on important national issues, by organizing four extraordinary sessions, the National Assembly quickly made many important decisions, creating a legal basis for the Government to implement.

"Looking back over the past half term, we have basically escaped the fierce storm and are dealing with its circulation, but we are on the right track. The Government's management and the National Assembly's support have helped us handle many unprecedented situations," Mr. An emphasized.

Believing that we cannot be satisfied and content with what has been achieved, the delegate noted that the health of the economy is still weak, businesses have not really escaped difficulties and still need institutional support to accelerate development.

Sharing concerns about the many administrative procedures, Mr. An emphasized that what businesses need is not money injection, but an open, transparent, and uncomplicated institutional system.

On the morning of January 1 - on the first day of the new year 2023, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of 12 component projects of the North - South Expressway phase 2 with a total length of 729km, passing through 15 provinces and cities.

In an "unprecedented" context, with the National Assembly and the Government granting special mechanisms and policies, the transport sector was able to start construction on all 12 North-South Expressway projects, phase 2, at the same time. From the time the National Assembly approved the investment policy until the project started, it took only 1 year, shortening half the time compared to normal procedures.

To date, the country has had 1,729 km of expressways and is continuing to actively implement the construction of the North-South expressway projects in the East; the belt roads of the Hanoi Capital Region, Ho Chi Minh City and expressways connecting the Northwest; the Central Highlands and the Southwest, striving to have 3,000 km of expressways by the end of 2025 and 5,000 km by 2030.

Regarding aviation, Long Thanh International Airport is a large-scale project, the largest ever, and is ready to start construction after all obstacles have been cleared, bidding has been conducted and a contractor has been selected.

Prime Minister Pham Minh Chinh repeatedly emphasized that "there must be no delay or delay in progress" to demonstrate the Government's determination to implement the "super project" of Long Thanh International Airport.

The Prime Minister also requested the establishment of a Government Working Group to urge, inspect and coordinate work, assigning Deputy Prime Minister Tran Hong Ha as Head of the Group with the participation of leaders of relevant ministries.

After the inspection trip and many consecutive meetings, the head of the Government continued to issue a telegram directing the acceleration of Long Thanh airport's progress, requiring clear identification of the specific causes and responsibilities of each unit and individual if delays occur.

And the Prime Minister's ultimatum "must start construction of Long Thanh airport in August" was realized when on August 31, the largest contract worth 35,000 billion VND to build the Long Thanh airport passenger terminal officially started construction, under the witness of Prime Minister Pham Minh Chinh.

Along with the groundbreaking of Long Thanh Terminal, on August 31, Tan Son Nhat Airport's T3 Terminal, with its passenger terminal, multi-storey car park combined with non-aviation services and the overpass system in front, was also inaugurated.

The project has a total investment of nearly 10,990 billion VND, construction in 20 months, exploitation from the second quarter of 2025.

A new point in the implementation of a series of key transport projects is that many projects are assigned to local investment or management agencies, creating initiative, flexibility and promoting project progress faster than before.

In management, Dr. Tran Du Lich believes that the Government and the Prime Minister have chosen the right direction when choosing the viewpoint of strong decentralization and delegation of power, concretizing individual responsibility. This policy helps everything to be implemented much faster and smoother.

He cited the Ho Chi Minh City Ring Road 3 project or Hanoi Ring Road 4 as examples, with decentralization to localities creating initiative, dynamism, and creativity for localities to implement everything more effectively.

"A 5-year term, but more than half of the time, we have to focus all resources on epidemic prevention and economic recovery. Therefore, to evaluate the results after the past journey, we need to approach it objectively," said Dr. Tran Du Lich.

Compared to previous terms, he said that the results achieved in the last half term clearly left us unsatisfied. However, in the context of the whole world being heavily impacted by the pandemic, at the same time, Dr. Tran Du Lich emphasized that Vietnam still had many bright spots.

The bright spot that the economic expert mentioned is the flexibility and timeliness in policy response.

He appreciated the fact that the Government and the National Assembly regularly hold meetings with ministries, sectors and experts to listen and find ways to maintain macroeconomic stability, control inflation, and resolve difficulties in the real estate market, corporate bonds, etc.

In particular, the expert shared his impression of the Government and Prime Minister's efforts in promoting the disbursement of public investment capital and starting many large key projects at the same time.

Meanwhile, National Assembly delegate Ta Van Ha (Vice Chairman of the Committee on Culture and Education) also recognized that many bright spots achieved in the difficult first half of the term are a very remarkable result.

Appreciating the proactive, flexible and decisive management of the Government as well as the close support of the National Assembly, Mr. Ha said that many bottlenecks that seemed to take a long time to resolve were quickly resolved during this term.

Typical examples include decisions on supporting socio-economic recovery and development; investment policies for key projects and works; allocation and adjustment of public investment capital; removal of difficulties and obstacles for the real estate market, etc.

"All of these important bottlenecks were urgently considered and decided by the National Assembly so that the Government could soon implement them," said delegate Ta Van Ha.

In particular, he also appreciated the National Assembly and the Government's efforts to step up inspection and supervision of sensitive and important issues, such as the management of the real estate market, social housing, or the implementation of a series of key national transport projects.

However, the delegate assessed that the fear of responsibility and fear of making mistakes are still barriers that hinder development.

To untie institutional bottlenecks and eliminate the fear of making mistakes, delegate Ta Van Ha proposed promoting decentralization in the direction that any arising issues under the authority of each level will decide on the method of resolution and implementation, avoiding the previous situation where whenever difficulties were encountered, localities would send them to ministries, branches, and the Central Government.

"If officials are afraid of making mistakes because the system is not perfect, the system must be perfected. If it is due to people, that person must be replaced, in accordance with the spirit that whoever does not do it must stand aside," said Mr. Ha.

According to him, the country cannot have breakthroughs if officials do not dare to think, dare to do, dare to innovate, dare to take responsibility, for the common good.

Sharing the same view, delegate Trinh Xuan An said that it is necessary to untie the knot related to the sense of responsibility of officials. Because with the current situation of officials being afraid of making mistakes, Mr. An worries that it will be a burden and hold back the country's development.

"It is necessary to build a transparent, specific policy system with clear responsibilities for implementation and a mechanism to handle those who do not dare to do it," Mr. An emphasized the role of both the Government and the National Assembly in carrying out this task.
