Also attending were leaders of central departments, ministries and branches; representatives of socio-political organizations; international organizations in Vietnam; religious organizations and a large number of officials and people.
Vietnam implemented organ transplants 20 years later than other countries in the Southeast Asian region, but in 2022 and 2023, Vietnam will transplant more than 1,000 cases each year, including kidney, liver, heart, lung transplants, etc., becoming the country with the highest number of organ transplants per year in Southeast Asia. However, it is still unable to meet the needs of patients for organ transplants. More than 94% of transplanted organs are from living donors, and the source of organ donations after death/brain death is very limited. Currently, only more than 86,000 people have registered to donate organs after death, accounting for 0.086% of the population. Meanwhile, in developed countries, 50-90% of organ donations come from donors after death/brain death.

Before 2023, Vietnam only had 5 hospitals performing brain death resuscitation for organ donation, but now it has been implemented in 9 hospitals, of which brain death resuscitation for organ donation has been performed at provincial hospitals.
The Ministry of Health has directed the construction of a nationwide network of 68 donation hospitals. The rate of brain-dead organ donors in 2023 increased by 15% compared to 2022. In the first 4 months of 2024, the number of brain-dead organ donors doubled compared to 2023.
With the desire to have more people register to donate organs, the Government directed the Ministry of Health, the Central Committee of the Vietnam Red Cross Society, and the Vietnam Association for Organ and Tissue Donation to organize the Launching Ceremony of "Registering to donate organs to save lives".
Noting that a brain-dead person donating organs can save the lives of 8-10 others, Minister of Health Dao Hong Lan requested ministries, sectors, political organizations, and socio-political organizations to closely coordinate with the Ministry of Health to strengthen propaganda and mobilize people to register to donate organs and tissues and spread good values and exemplary examples.
Speaking at the event, Prime Minister Pham Minh Chinh emphasized that organ and tissue donation is one of the most precious gifts that one person can give to another. In Vietnam, thousands of people have had successful organ transplants and their lives have been saved thanks to the sharing and kindness of noble hearts. The launching ceremony of the registration for organ and tissue donation to save lives is an important event with profound humanitarian significance, demonstrating the fine cultural traditions of our nation.

According to the Prime Minister, solidarity, mutual love, respect for friendship, willingness to share and help others are precious traditions of our nation, built, preserved, cultivated and promoted by generations of Vietnamese people for thousands of years - these are the factors that make up the beauty of the Vietnamese people, make up the strength of the Vietnamese nation. During his lifetime, beloved President Ho Chi Minh affirmed: "Our nation is a nation rich in sympathy and charity".
The Prime Minister said that this precious tradition of our nation has been increasingly promoted and spread with many noble actions, good people, good deeds, from the most ordinary things in daily life, especially in natural disasters, epidemics, difficulties and hardships. In particular, this precious tradition has been demonstrated by the noble act of donating organs to save people with the spirit of "giving is forever" of thousands of people across the country in recent years.
The Prime Minister affirmed that over the past 30 years, the field of organ transplantation has achieved remarkable progress thanks to three main factors: the Party and State's policies, guidelines and encouragement; the efforts of doctors and medical staff, especially the great sacrifices of organ donors, their families and the support of the people.
Our Party and State pay special attention to medical work, especially new areas using modern technology such as organ donation and transplantation, with many mechanisms, policies and laws in this work. Since the first successful organ transplant 30 years ago, Vietnam today has mastered the technique of transplanting all types of organs, and has continuously performed many multi-organ transplants in recent times.
“This is a bright spot, a source of pride, a testament to the remarkable progress, demonstrating the level, deep expertise, and rich experience of organ transplant specialists, of the Vietnamese organ transplant profession in particular, and of the Vietnamese medical sector in general,” the Prime Minister emphasized.

Recalling the speech at the National Cultural Conference in November 2021 by General Secretary Nguyen Phu Trong: "Human happiness is not only about having a lot of money, a lot of property, delicious food, beautiful clothes, but also about the richness of the soul, living in love and compassion, justice and fairness", the Prime Minister pointed out that the important achievements in organ transplants in recent times are clear evidence of love and compassion.
Proposing to take May 19 every year - President Ho Chi Minh's birthday - as the Day of Gratitude for Organ and Tissue Donors, Prime Minister Pham Minh Chinh expressed his gratitude to the golden hearts and noble deeds of people and families with great sacrifice who voluntarily donated organs and tissues - a priceless part of their bodies and their loved ones to "Light up faith - Continue hope", opening up opportunities for life for many others.
The Prime Minister acknowledged, commended and congratulated the leaders of the Ministry of Health, Vietnamese physicians, especially professors, doctors, cadres and medical staff in the field of organ transplantation who have demonstrated a high sense of responsibility, constantly researching, improving their qualifications, always being devoted and wholeheartedly devoted to the cause of "treating and saving people", lighting up the hope of revival for many patients and their families who are waiting day and night.
The Prime Minister also frankly pointed out the concerns and worries due to the number of organ transplants still not meeting the demand; the source of organ donations after death/brain death is still very limited; the mobilization of resources and mechanisms and policies related to organ transplants are still limited and inadequate; the team of experts, doctors, and medical staff in the field of organ transplants is not large; the conditions of facilities and equipment are not really adequate to meet the requirements...
Promoting the fine tradition of "mutual love" of our nation, with the desire that awareness and spirit of organ donation to save lives continue to spread more strongly and widely in society, the Prime Minister calls on all adult Vietnamese people, regardless of gender, ethnicity, religion, or region, to voluntarily register to donate organs in the spirit of "Opening the heart of compassion - Spreading love - Lighting up faith - Continuing hope - Sowing seeds of life" because "giving is forever", one person can save many people.
Everyone should increase their awareness of self-care and health improvement, exercise regularly to prevent diseases, have good health to study well, work well, and contribute more to the homeland and country. Health is the most valuable asset of each person and of the whole society.
The Prime Minister requested that ministries, agencies and localities coordinate more closely, synchronously and effectively in communication work, spreading noble meanings, mobilizing people to register for organ and tissue donation; develop plans and have specific targets to increase the number of people registering for organ and tissue donation appropriately. At the same time, strengthen the application of information technology; improve and perfect the method of registering for organ and tissue donation so that all eligible people can register conveniently, easily and quickly; review and perfect mechanisms and policies and have appropriate, timely and effective solutions to promote activities in the field of organ transplantation and organ donation.

The Prime Minister noted that all commercialization and buying and selling of human tissues and organs should be avoided, as organ donation is completely voluntary and not for commercial purposes. Therefore, it is necessary to thoroughly understand and properly implement regulations on organ transplantation and donation; and not allow exploitation, profiteering, or violations of regulations to occur.
The Prime Minister hopes and believes that, with the participation of all levels, sectors and localities, deep awareness, compassion and sharing of the whole society, organ transplantation and the organ and tissue donation system in Vietnam will develop more and more. More and more people are registering to donate organs and tissues, bringing confidence and hope to patients, enhancing the love of blood relatives, the tradition of "children of Lac Hong", "many red silks cover the mirror" of the nation; joining hands to build a humane society, rich in love and compassion, leaving no one behind.

At the launching ceremony, Prime Minister Pham Minh Chinh and leaders of central departments, ministries, agencies, organizations, and a large number of delegates and people from all walks of life registered to donate organs and tissues, demonstrating a noble gesture with the spirit of "giving is forever"; bringing the total number of people registering to donate organs and tissues on this occasion to 3,812.
