According to the report of the Provincial People's Committee, out of the total 18 targets assigned by the Provincial People's Council Resolution, it is expected that by the end of 2023, 15 targets will be achieved and exceeded the plan, 3 targets will be difficult. Regarding the economy, it is expected that 7/9 targets will be achieved as planned: The proportion of marine economy's contribution to GRDP is 41.85%; economic structure: Agriculture, forestry and fishery 28.5%, industry-construction 39.8%, services 31.7%; total social investment capital is about 22,710 billion VND, reaching 102.3% of the plan, up 15.3% over the same period; GRDP per capita is estimated at 87.7 million VND; Total state budget revenue in the area is estimated at 3,658 billion VND, reaching 100% of the plan... There are 2/9 targets that are still difficult and do not meet the plan: GRDP growth rate of 9.40% (plan to increase by 10-11%); the proportion of digital economy contributing to GRDP of 9.56% (plan 12%). Regarding society, it is expected that 5/6 targets will reach and exceed the plan: The rate of multidimensional poor households according to the new standard will decrease by 1.72%; the rate of general schools meeting national standards will be 59.4%; the number of workers receiving vocational training will reach 10,994 people; the rate of trained workers will reach 66.82%; the rate of communes meeting national criteria on health will reach 96.9%. There is 1/6 target that does not meet the plan, that is the rate of communes meeting new rural standards will reach 68.1% (in 2023, only 1/2 of communes will reach the plan). Regarding the environment, 3/3 targets have been achieved: The rate of households using clean water in urban areas and hygienic water in rural areas reached 99.7%; the rate of industrial parks and clusters with centralized wastewater treatment systems meeting environmental standards reached 100% and the forest coverage rate was 47.25%.
In some areas in 2023, agriculture, forestry and fishery maintained stable growth; restructuring the agricultural sector towards high-tech application achieved positive results, effectively and sustainably transforming crop structure; the output of exploitation and shrimp seed production continued to promote advantages and increase quite well. The industry-construction sector grew by 15.8%; the added value of the industry reached 5,830 billion VND. The breakthrough in renewable energy continued to be effective, contributing greatly to growth, increasing by 16.14%. The added value of the construction sector reached 2,961 billion VND, up 17.25%. The service sectors continued to maintain growth, reaching 8,671 billion VND, up 8.5%, the number of tourists to the province increased sharply (2.9 million arrivals), up 20.8%, exceeding the plan by 7.4%. Digital transformation has had positive changes, the rate of online application reception reached 83.66%, exceeding the plan by 13.66%, creating a breakthrough in digital government; the disbursement of public investment capital was directed drastically, by November 20, the disbursement rate reached 70.6%; disbursement of capital for national target programs reached 78% of the plan, among the top in the country.
In the social field, focus on comprehensive direction, improve the quality of teaching and learning in the 2023-2024 school year; medical examination and treatment, care, protection of people's health, preventive medicine, and control of epidemics are strengthened; social security policies are fully, promptly, and properly implemented. Administrative reform work is directed drastically, provincial administrative indicators have improved remarkably. Results of key tasks, 26/30 tasks have been completed, reaching 92.9%; 144/187 regular tasks have been completed, mainly reaching 83.7% of the assigned tasks in 2023. National defense, security, social order and safety are ensured; organizing drills in the provincial defense area, Ninh Son and Bac Ai districts and defense of communes and wards to ensure safety, achieving good results.

Speaking at the conclusion of the meeting, Mr. Tran Quoc Nam, Chairman of the Provincial People's Committee, acknowledged the efforts of departments, branches and localities in implementing the socio-economic development tasks in 2023. The Chairman of the Provincial People's Committee noted that in the remaining time at the end of 2023, departments and localities need to review the remaining tasks to be determined to complete them. Strengthen budget collection, especially land use fee collection. Focus on disbursing public investment capital in 2023 to reach at least 95%. Continue to implement breakthrough and drastic solutions to maintain and improve the PAR INDEX, PAPI, SIPAS, PCI in the coming time. The Chairman of the Provincial People's Committee emphasized that 2024 is an important year to create the premise for completing the goals and tasks of the Resolution of the 14th Provincial Party Congress, the 5-year Socio-Economic Development Plan 2021-2025, to strive to achieve the growth target of 11-12%, sectors and localities need to pay attention to the groups of sectors that can strive for the highest growth rate. The Agriculture, Forestry and Fishery sector strives to achieve an added value of 4-5%; the Industry and Construction sector strives to achieve an industry-wide growth of 19-20%; Services reach 9-10%; effectively implement the policy of developing tourism into a spearhead economic sector; strive to attract 3.2 million tourists. In development investment, effectively implement the Provincial Planning; accelerate the disbursement of public investment capital, recovery program capital and 3 National Target Programs, especially the progress of key projects. Pay attention to the work of announcing planning, promoting investment and accelerating the implementation of the Power Planning Plan VIII. Sectors and localities proactively register breakthrough contents in 2024; focus on site clearance, promptly remove difficulties for enterprises, promote investment capital for economic sector projects; strengthen investment promotion in the province, especially in industrial zones and clusters. Review existing problems through inspection and audit to thoroughly handle and continue to inspect and handle slow-progressing project enterprises and the responsibility of cadres in organizing and implementing tasks.
