NTO - The 4th Congress of Ethnic Minorities in Ninh Thuan Province

On November 21 and 22, the Provincial People's Committee organized the 4th Congress of Ethnic Minorities in Ninh Thuan Province - 2024. Attending the congress, on the Central side, there was comrade Nong Thi Ha, Deputy Minister, Vice Chairman of the Ethnic Committee.

On the provincial side, there were comrades: Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Van Binh, member of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; Tran Minh Luc, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee; comrades in the Provincial Party Committee Standing Committee and 250 delegates representing nearly 177,000 ethnic minorities in the province.

In the period of 2019-2024, Party committees and authorities from the province to the grassroots have focused on leading, directing, and mobilizing the participation of the entire political system and resources to effectively carry out ethnic work and ethnic policies. The province has promoted investment in building and upgrading socio-economic infrastructure in ethnic minority areas; synchronously and effectively implemented policies to support people in economic development; cared for housing, health care, education, vocational training, job creation, etc. Ethnic minorities have promoted the tradition of solidarity, actively participated in campaigns and patriotic emulation movements, developed production, built new rural areas, and are increasingly aware of overcoming difficulties to improve income and living standards, reduce poverty, and enrich themselves legitimately. The socio-economy in ethnic minority areas is increasingly developing; rapid and sustainable poverty reduction has achieved high efficiency; the material and spiritual life of people is constantly improving; The rural appearance of ethnic minority and mountainous areas continues to have many innovations, civilizations and progress. Ethnic cultures are preserved and promoted. The grassroots political system in ethnic minority and mountainous areas is strengthened to better meet the requirements and tasks. The great national unity bloc is firmly consolidated; the people's trust in the leadership of the Party and State is increasingly enhanced.

The Congress adopted the Resolution Letter with important tasks and targets to strive for in the period of 2024-2029: Ethnic minorities in the province continue to promote the patriotic emulation movement, creative labor, associated with continuing to implement Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, building a peaceful, unified, independent, democratic and prosperous Vietnam, contributing with the whole province and the whole country to successfully implement the goals and ideals of the Party. Well implement the Party's guidelines and policies, the State's policies and laws; be proactive and creative in production and business; arouse the will to overcome difficulties and rise up, nurture the desire to get rich legitimately; unite and join hands with the whole province to strive to build our province to be increasingly developed and prosperous. Actively participate in building, consolidating and improving the quality of activities of Party organizations, government, Fatherland Front, socio-political organizations. Participate in building the national defense posture, people's security posture, associated with a solid people's heart posture. Strive for the average income of ethnic minorities to be equal to half of the average of the whole province; reduce poor households to below 10%. Basically, there are no more extremely difficult communes and villages; 70% of communes in ethnic minority and mountainous areas meet new rural standards...

Speaking at the congress, the Deputy Minister and Vice Chairman of the Ethnic Committee highly appreciated the achievements in the leadership and direction of ethnic work in the province in recent times.

He suggested that the provincial Party Committees and authorities continue to strongly affirm the achievements and positive contributions, and at the same time constantly foster the trust of ethnic minorities in the leadership of the Party Committees, the administration of the government and the attention of the entire political system, creating motivation for people to make efforts, be proactive, determined, strive, actively compete in labor, production, improve political awareness, qualifications in all aspects, contribute to socio-economic development, new rural construction, ensure national defense and security in ethnic minority areas in particular and the province in general. In addition, continue to assess and identify more clearly the potential and advantages of the locality; identify specific tasks and solutions to promote ethnic work; implement ethnic policies associated with the goals and solutions in the resolutions of the Party Congresses at all levels for the 2025-2030 term to focus on effective implementation.

Speaking at the congress, the Standing Deputy Secretary of the Provincial Party Committee acknowledged and commended the efforts and achievements that the Party Committee, government and ethnic minorities in the province have achieved in the past time. He pointed out the difficulties and limitations; emphasized a number of important tasks that need to be carried out in the coming period: Continue to thoroughly grasp and fully understand the Party's guidelines and the State's policies on ethnic affairs; identify this as an important political task with long-term strategic significance in implementing development goals. Prioritize the allocation of resources to invest in and synchronously develop infrastructure, especially in transportation, energy, information and communication, trade services, healthcare, education, clean water, culture, sports, etc. to create conditions to promote socio-economic development, narrowing the gap between regions.

Directing the review, adjustment, supplementation and promulgation of the system of legal documents of the province on mechanisms and policies for ethnic minorities and mountainous areas. Taking care of building a team of ethnic minority cadres. Implementing well the democratic regulations at the grassroots level; further promoting the role of village chiefs, clan chiefs, and prestigious people to lead and mobilize people to well implement the Party's guidelines and policies, the State's policies and laws, actively participating in campaigns and emulation movements to contribute to socio-economic development, ensuring local defense and security.

At the congress, Comrade Nong Thi Ha - Deputy Minister, Vice Chairman of the Ethnic Committee awarded certificates of merit from the Minister, Chairman of the Ethnic Committee to 1 collective and 5 individuals with outstanding achievements in implementing ethnic work and ethnic policies of the Party and State; awarded the "For the cause of ethnic development" Medal to 5 individuals with outstanding achievements contributing to the cause of developing Vietnamese ethnic groups.
