The proposal was made by Minister of Science and Technology Huynh Thanh Dat, Chairman of the Science and Technology Advisory Council on Safety of Hydropower Systems on the Da River Hydropower Cascade at a meeting on June 22. The proposal is based on the results of on-site inspections by specialized agencies of dams and reservoirs of the Hoa Binh, Son La, Lai Chau, Huoi Quang and Ban Chat hydropower projects from May 29 to June 2.

The Council believes that it is necessary to continue monitoring seepage, cracking, and concrete temperature in the dam body, and promptly propose effective solutions. Develop a detailed plan for dam safety inspection; develop a detailed plan for surveying and evaluating the current status of construction quality.
The operating agency needs to pay attention to maintaining mechanical equipment and control systems to promptly replace equipment that does not meet technical requirements.
The scientist also noted the monitoring of flood transmission time from Son La dam to Hoa Binh dam and monitoring of flood transmission time from Lai Chau hydropower plant to Son La, Ban Chat to Huoi Quang, Huoi Quang to Son La. This monitoring is aimed at drawing out the flood transmission law, supplementing the annual flood control procedures and operations of the National Steering Committee for Natural Disaster Prevention and Control.
Research and apply scientific and technological advances in dam inspection and monitoring; hydrometeorological monitoring, flood process calculation... to operate hydroelectric projects effectively and safely for the project and downstream areas.
Specifically with project Regarding the Hoa Binh Hydropower Plant, Minister Huynh Thanh Dat said that the Council members proposed to add equipment to monitor rainfall for the left and right shoulders of the dam; monitor sedimentation downstream of the dam. With the Hoa Binh Hydropower Plant Expansion Project, it is necessary to ensure "absolute safety for the Northern Delta, the existing Hoa Binh Hydropower Plant...', the Minister said.
For Son La hydropower project, it is recommended to study and handle seepage in the left shoulder area of the dam; monitor the "rise" phenomenon and relative differences in the units of the spillway area; and further check the sedimentation volume.
Lai Chau Hydropower Project, it is recommended to continue to analyze and assess the dam safety at the safety center; further check the sedimentation volume; perform monitoring work according to regulations. In particular, note the seepage values at the left and right shoulder corridors of the dam, and the seepage value at the 190 m elevation corridor.
Ban Chat Hydropower Project , propose to study and evaluate the cause of abnormal displacement of the water intake block; add monitoring markers for the left bank area at the 445m elevation corridor. Experts also note to increase monitoring of horizontal displacement on dam slopes with potential risk of landslides and propose timely design solutions.
For the Huoi Quang Hydropower Project, it is recommended to continue reviewing all unreliable monitoring equipment to remove it from the monitoring program; carry out information transmission to connect with the Construction Safety Control Center on the Da River Hydropower cascade and conduct dam safety analysis and assessment...
The Council also requested the leaders of the five localities of Hoa Binh, Son La, Dien Bien and Lai Chau to direct the management of water protection corridors in the area, not to affect the technical characteristics of the reservoirs and hinder the flow to the reservoirs and the water quality of the reservoirs.

The Scientific and Technological Advisory Council on Safety of Hydropower Systems on the Da River Hydropower Ladder was established, consisting of leading experts in the fields of geology, geotechnics, construction, irrigation, hydropower... to annually inspect and evaluate the impacts that cause unsafety to the works... The Council is responsible for assisting the Minister of Science and Technology in deciding on monitoring tasks, scientific and technological research related to improving the effectiveness of flood control, power generation and ensuring the safety of hydropower works on the Da River Hydropower Ladder.
Minister Huynh Thanh Dat said that the council's proposals will be finalized and reported to the Government.
