Major challenges to ensure safety and protect workers

This is the opinion shared by a representative of the International Labor Organization at the seminar "Reviewing 10 years of developing occupational safety and health in Vietnam" on August 28.

The seminar was held to evaluate the implementation of the 10-year review of Directive No. 29-CT/TW dated September 18, 2013 of the Central Party Secretariat on promoting occupational safety and hygiene (OSH) in the period of industrialization, modernization and international integration; and at the same time evaluate the implementation of Convention No. 155 on OSH, working environment and Convention 187 on the mechanism to strengthen OSH of the International Labor Organization ILO.

The seminar "Looking back at 10 years of developing occupational safety and health in Vietnam" took place on August 28 in Hanoi.

Speaking at the seminar, Deputy Minister of Labor, Invalids and Social Affairs Le Van Thanh emphasized that Vietnam's legal regulations on occupational safety and health are basically compatible and consistent with the contents of ILO conventions 155 and 187 and Free Trade Agreements.

To carry out the task of summarizing 10 years of implementing Directive 29-Chairman assigned by the Secretariat, the Executive Committee has carried out many tasks, made outlines, inspected and surveyed 2 Ministries, 2 localities, 4 Corporations; synthesized reports from 17 Party Committees, Party delegations, Party executive committees; 63 provincial and municipal Party Committees.

The leaders of the Ministry of Labor, Invalids and Social Affairs believe that the contributions of central committees, ministries, branches, socio-political organizations, representatives of localities, professional associations, international organizations, businesses, experts... will create a panoramic picture of Vietnam's occupational safety and hygiene work over the past 10 years.

Also sharing at the discussion, ILO Vietnam Director Ingrid Christensen assessed that over the past 10 years, Vietnam has achieved many impressive achievements, including the promulgation of the 2015 Law on Occupational Safety and Health. In addition, Vietnam has carried out many activities to raise awareness for many different audiences.

Besides the achieved results, according to the Director of ILO Vietnam, Vietnam is currently facing 4 major challenges.

Firstly, currently the number of workers working in the informal sector is quite large, besides that many workers are gradually shifting to new forms such as technology workers, workers working from home or workers using artificial intelligence...

The second challenge mentioned by the ILO Vietnam Director is the rapid aging of Vietnam's population. This is a problem that must be solved to ensure the safety and health of older workers, while paying attention to the younger group of workers is also an issue that needs attention.

Third, the inspection issue, according to ILO's assessment, is a difficult problem not only for Vietnam but also for many other countries.

The fourth challenge is the issue of data. Currently, Vietnamese workers work in both the formal and informal sectors. Data related to occupational accidents in the informal sector need to be fully and clearly reported, from which solutions can be proposed to address issues related to occupational safety in this sector.

The ILO Vietnam Director also noted that Vietnam needs to pay attention to the impact of climate change on the health and safety of workers because this is one of the decisive factors in thoroughly resolving risks related to labor safety.
