Combining multiple solutions both cognitive and technical
The Department of Information Security (Ministry of Information and Communications) has just compiled outstanding information about online fraud in Vietnam's cyberspace in the 7 days from May 20 to May 26, along with recommendations from experts on how to prevent fraud tricks that people need to pay attention to.
The grassroots radio system and other forms of grassroots information activities nationwide have also been used by the Information and Communications sector to regularly disseminate to the public about the methods cybercriminals use to commit online fraud, recommending ways for people to avoid them; at the same time, guiding people on some measures to take note of to avoid falling into the traps of those who use common forms of fraud.
In parallel, every week the Cyberspace Portal operated by the National Cyberspace Security Monitoring Center - NCSC under the Information Security Department receives about 300 user feedbacks about fraud cases in Vietnam's cyberspace. Thus, it is estimated that every day, the NCSC's technical system receives more than 42 feedbacks from Vietnamese Internet users about online fraud cases. These feedbacks are all checked and analyzed by NCSC experts, and from there, warnings are issued to the community about fraudulent and fake websites that users need to be vigilant about.
Establishing a focal point to receive reports of online fraud cases to support people and promoting propaganda and raising people's awareness of preventing online fraud are two of many groups of solutions that have been and are being proactively deployed by the Ministry of Information and Communications to gradually prevent and handle increasingly sophisticated and complicated fraud in Vietnam's cyberspace.
At a recent National Assembly forum, recognizing online fraud as a consequence of digital transformation and taking place on a large scale, not only in Vietnam but also globally, Minister Nguyen Manh Hung also pointed out a number of key solutions that have been and are being proactively implemented by the Ministry of Information and Communications to gradually solve this problem.
In fact, in recent years, in the context of online fraud still occurring strongly, but many users have not been fully and promptly updated on fraud forms, the Ministry of Information and Communications clearly identifies its viewpoint: In addition to technical solutions, implementing solutions to propagate and raise awareness for people is especially important, helping people have the knowledge and skills to protect themselves in cyberspace.
Specifically, regarding awareness raising, in addition to building a series of 'Weekly News' content and organizing media channels so that more and more people can identify and know how to avoid online scams, recently, the Ministry of Information and Communications has also issued many handbooks to guide people to protect themselves online and prevent online scams.
In addition, every year, the Ministry of Information and Communications presides over a large-scale propaganda campaign, coordinating with many agencies, organizations, businesses and media agencies to equip people with knowledge and skills to prevent online fraud.
In recent years, the Ministry of Information and Communications has focused on implementing many technical measures in the fight against online fraud, such as: Deploying identification of phone numbers that interact with people a lot; directing network operators to handle junk SIMs and unregistered phone subscribers; deploying a national anti-online fraud database; building a national warning system to prevent malicious domain names; deploying the 'Network Trust' ecosystem; providing many free technical tools to support people in checking fraudulent websites and information leaks...
Protecting nearly 11 million people from fraudulent and illegal websites
According to VietNamNet reporters, many information security experts, representatives of technology enterprises and a large number of Vietnamese Internet users have highly appreciated the efforts of the Ministry of Information and Communications in the 'war' against online fraudsters in recent times.
A notable result is that the Ministry of Information and Communications has built a National Anti-Online Fraud Database, which is directly connected to the Coc Coc browser and Zalo and SafeGate platforms to automatically protect people from online fraud websites. According to statistics, to date, this database has collected and warned of more than 124,600 fake website addresses related to online fraud.
Through the operation of the national malicious domain name warning and prevention system, the Ministry of Information and Communications, directly the Department of Information Security, has monitored, warned and coordinated with network operators to prevent fake and fraudulent domain names as soon as they are detected. By the end of April 2024, the Department's technical system had blocked more than 11,500 websites/blogs that violated the law, including nearly 3,100 online fraud websites. Thereby, it has helped protect more than 10.7 million people from online fraud attacks and violations of the law in cyberspace.
Along with that, the implementation of the 'Network Trust' ecosystem at tinnhiemmang.vn has also achieved initial positive results. In addition to publishing a list of unsafe websites that violate the law related to online scams for many people to know, the Ministry of Information and Communications has also assigned a network trust label to over 5,000 legitimate websites. This green label creates trust for people when accessing websites, and also helps them be alert and careful when accessing sites without a green label.
The most outstanding result that the Ministry of Information and Communications and other agencies and units have achieved is that they have organized extensive propaganda, spreading to tens of millions of Vietnamese Internet users about how to identify and prevent fraud in cyberspace. For example, the campaign "Action Month for Propaganda on Identification and Prevention of Online Fraud" organized in the middle of last year alone, spread to 20.85 million users with 2.1 billion views.
To solve a social problem like online fraud, the Ministry of Information and Communications is well aware that there is still a lot of work to be done in the coming time and the 'war' against online fraud requires the active participation and close coordination of authorities, online service providers as well as users themselves.
According to statistics, there are about 26 forms of cyber fraud that are taking place regularly in Vietnam, targeting students, low-income workers, parents, the elderly, etc. Fraud cases often occur very quickly, the money will be quickly transferred, lost and completely unrecoverable. |
