Through many historical changes, Vinh Linh people have been nurtured with valuable qualities imbued with the typical cultural identity of the Central region, with the story of Vinh Hoang and a rich and unique treasure trove of folk culture, festivals, historical and revolutionary relics. During the resistance war against the US, to save the country, Vinh Linh was an outpost of the Socialist North, twice awarded the title of hero. In the construction and innovation process today, Vinh Linh continues to make miracles, once again awarded the noble title - Hero of Labor in the renovation period and the First Class Independence Medal. The rich history, culture and tradition of Vinh Linh land are a strong driving force encouraging the Party Committee and the People to strive to build Vinh Linh district into the center of socio-economic development in the North of the province.

In recent years, Vinh Linh's socio-economic development has been constantly developing, the main targets of the socio-economic development plan have been basically completed. The growth of production value has been quite good, the average in the period of 2011-2020 was 14%/year; since 2020, due to the impact of COVID-19, the growth has slowed down, but at a fairly good level and recovered with an average growth rate of 8.75%, reaching 15.1% in 2023. In particular, the new rural construction program has achieved high results, up to now, 15/15 communes of the district have met the new rural standards, of which 20% of the communes (3 communes) have met the advanced new rural standards. 3/3 towns of Vinh Linh have met the civilized urban standards.
The target of total production value (at 2010 constant prices) increasing on average in the period 2021-2030 is 16.5%/year, of which the period 2021-2025 is 16%/year and the period 2026-2030 is 17%/year. The average income per capita of the district by 2030 will increase 1.65 times compared to 2020. The rate of trained workers will reach about 75%; creating new jobs annually for 1,800-2,000 people.
The average poverty rate of the whole district by 2025 will be below 2% and by 2030 will be below 1%. Every year, 95% or more of villages, hamlets, and 95% of agencies and units will be recognized as cultural. 100% of communes and towns will meet national health standards; 100% of people will participate in health insurance. Maintain 100% of communes and towns to meet universal education standards at all levels. By 2025, the percentage of the population using clean water will reach 100%...
Maintain order, social safety and national security, build a national defense posture and people's security. Combine socio-economic development with strengthening national defense and security, build an increasingly solid district defense zone.
Based on those goals, the development orientation of sectors and fields is as follows: Regarding the development of the urban system by 2030, investing in upgrading infrastructure and quality of urban areas. By 2030, focusing on investing and completing the synchronous infrastructure of Tay Bac Ho Xa Industrial Park, industrial clusters: Cua Tung, Dong Vinh Linh, Tay Vinh Linh A, Tay Vinh Linh B... Establishing mixed-use areas in Ben Quan town, Tay Bac Vinh Son commune, the intersection of Van Ninh - Cam Lo expressway with provincial road 573B...
Developing cultural, historical, ecological, resort and community tourism; restoring and promoting some traditional craft villages in association with professional tourism activities, environmental protection and sustainable development; developing waterway and road tourism routes. Planning the development of ecological tourism service areas, physical education and sports...
In the agricultural sector, develop specialized, concentrated production areas on a large scale in the direction of high technology and high productivity. Develop concentrated livestock farming areas, livestock with high commodity value, limit environmental pollution. Develop sustainable forestry associated with biodiversity conservation, ecological environment; concentrated aquaculture areas... orient farming towards high technology.
Focus on investing in developing social and technical infrastructure systems. Prioritize investment in facilities, teaching equipment, upgrading and building schools and classrooms according to national standards. Encourage the development of private healthcare models; upgrade Vinh Linh General Hospital to a grade 1 hospital; complete the healthcare system to ensure continuity and consistency. Synchronously build facilities and equipment for the cultural, physical education and sports network to meet standards according to regulations...
To successfully implement the goals of the Resolution of the District Party Congress for the 2020 - 2025 term, creating a premise for growth and development in the coming period, Vinh Linh needs to study and implement the following solutions:
Firstly, promote the implementation of the National Target Program on New Rural Development, striving to achieve the criteria of a new rural district by the end of 2024. Promote the application of science and technology in agricultural production, build a value chain linking production and consumption of agricultural products. Continue to effectively carry out the task of sustainable poverty reduction, exploit land funds along the coast, create connections between rural areas with towns and industrial clusters to create momentum for urban development and service industry development.
Second, exploiting the potential and strengths of Vinh Linh on the basis of regional connectivity on National Highway 1, the coastal road connecting the East-West Economic Corridor, and the highway passing through the district; promoting the value of historical relics and scenic spots of the district.
Third, promote the human factor - the driving force and goal in the development process. Compared to other localities in the province, Vinh Linh has a relatively long period of building socialism, the intellectual level, community awareness and new cultural life are constantly improved. Focus on comprehensive education, build an advanced culture, imbued with national identity, implement social security policies well, especially create jobs for workers.
Pay attention to building a contingent of cadres and party members with strong political will and pure ethics, creating conditions for cadres to promote their capacity and enthusiasm for building their homeland. Focus on Party building, building a strong political system; synchronously and drastically innovating administrative reform and applying information technology, digital transformation, building an effective and efficient government apparatus, serving the people better and better.
