On October 10, 2024, General Secretary To Lam, on behalf of the Party Central Committee, signed Decision No. 190-QD/TW promulgating the Party Election Regulations (hereinafter referred to as Regulation 190) to replace the Party Election Regulations under Decision No. 244-QD/TW dated June 9, 2014 of the Party Central Committee (hereinafter referred to as Regulation 244).
Hai Duong Newspaper reporter interviewed comrade Nguyen Hong Son, Standing Committee member, Head of the Provincial Party Committee's Organization Board, about important new points in the Party's Election Regulations.
- Dear comrade, what are the important new points in Regulation 190 on Party elections?
- Regulation 190 consists of 7 chapters and 36 articles, 2 articles less than the old regulation. The content of some chapters has been revised and supplemented more fully and specifically. There are some new points on the tasks of the Party Committee convening the congress, the organizations that manage and assist the congress in the election work; regulations on candidacy, nomination, election, election list, and ballot.
- Could you please specifically analyze the new points related to the election work at the congress?
- Chapter II of Regulation 190 includes 5 articles regulating the tasks of the Party Committee convening the congress, the organizations operating and assisting the congress in the election work, with some contents amended and supplemented.
Specifically, the Party Committee convening the congress is given the following additional task: “Prepare the number, list and personnel of the Presidium, Congress Chairman, Secretariat, Congress Secretary, and the Delegate Qualification Examination Committee to submit to the Congress for consideration and approval”. The amended and supplemented regulations include Clause 1 as follows: “Prepare the personnel plan for delegates attending the congress at a higher level; the personnel plan for the Party Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman of the Inspection Committee, Deputy Chairman of the Inspection Committee and the conditions for organizing the first meeting of the Executive Committee to elect the Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman of the Inspection Committee at the same level according to regulations”.
The Presidium and the Congress Chairman are given the additional task of "Ensuring the leadership of the immediate superior Party Committee and directing the correct implementation of the personnel plan for the Standing Committee of the Party Committee, Secretary, and Deputy Secretary of the Party Committee approved by the competent authority until the new Standing Committee, Secretary, and Deputy Secretary of the Party Committee are elected".
The Congress Delegate Qualifications Review Committee is also given some additional tasks such as: Reviewing the report of the Party Committee that convened the Congress on the implementation of principles, procedures, situation and results of the election of delegates; issues related to the qualifications of delegates. Reviewing and concluding petitions, complaints and denunciations about the qualifications of delegates resolved by Party Committees at all levels; reporting to the Presidium for submission to the Congress for consideration and decision on cases where the qualifications of delegates are not recognized, cases where there are applications to withdraw from the list of delegates and the conversion of alternate delegates into official delegates who have been summoned. Reporting to the Congress the results of the verification of the qualifications of delegates for the Congress to consider and vote for recognition.
The new regulations add provisions on the ballot counting committee. The head of the ballot counting committee directs the activities of the ballot counting committee, assigns tasks to members, and is responsible to the presidium and the congress chairman for the activities of the ballot counting committee.

Chapter III of Regulation 190 has 8 articles, from article 9 to article 16, regulating this content.
The new regulation stipulates: "Standing Committee members run for election as chairman of the inspection committee of their own Party Committee (except for the cases specified in Article 11 of this Regulation)". While the old regulation only stipulates "Party Committee members run for election to the inspection committee of their own Party Committee".
The new election regulations add two more types of documents to the “candidate file” including: “Conclusion of political standards by the competent Party Committee as prescribed” and “Copies of diplomas and certificates on professional qualifications, expertise, and political theory (certified by the agency, unit managing cadres or by the competent authority)”.
Regulation 190 clarifies the provisions on the balance and the electoral list. The congress (conference) discusses and votes on the list. Specifically: “Candidates and nominees who are not nominated by the Party Committee convening the congress must ensure the standards and conditions according to regulations and must be approved by more than 30% of the total number of delegates (party members) attending the congress (conference) to be included in the list for the congress (conference) to consider and decide”.
General regulations on the balance for the case of electing from 1 to 6 people, the maximum balance on the electoral list is 1 person. Regulation 244 stipulates: “In case of electing 1 person, the electoral list is 2 people; in case of electing 2 people, the electoral list is 3 people; in case of electing 3 people or more, the maximum balance on the electoral list is not more than 1/3 of the number of people to be elected”.
The list of candidates in Regulation 190 stipulates: "From the grassroots Party Congress and above, before conducting the official vote, the congress presidium shall provide a list of candidates (ordered as the election list) for delegates to study in advance." The previous Regulation 244 only stipulated the list of candidates from district-level congresses and equivalent and above.
