ANTD.VN - The Ministry of Construction has just issued a notice of the results of the inspection of State management in the field of housing management and real estate business in Phu Tho, discovering many violations in 9 projects, including the ecological urban area Vuon Vua, La Phu, the new urban area of Southwest Viet Tri City, Nam Dong Lac Ngan, and Viet Czech.
Vuon Vua Ecological Zone sells real estate that does not meet conditions
At two projects: the Vuon Vua eco-tourism and resort in Dong Trung commune, Thanh Thuy district and the La Phu high-end eco-tourism area, the inspection team of the Ministry of Construction discovered that the approval and decision on investment policy had changed many times, and the planning had been adjusted too much, leading to prolonged implementation progress, reducing the efficiency of land exploitation and socio-economic development.
In addition, the Vuon Vua eco-tourism and resort area (82.89ha in size) invested by Thang Long Phu Tho Investment Joint Stock Company conducted real estate business without fully ensuring the conditions under Article 55 of the Law on Real Estate Business.
From the violations of the Vuon Vua project, the Ministry of Construction believes that the inspection and supervision of real estate business activities in Phu Tho province needs to be more frequent to promptly prevent violations by investors, causing damage to home buyers.

Regarding the La Phu floating beach high-end eco-tourism project, invested by Ao Vua Joint Stock Company, with a construction scale of 65.3 hectares, of which 51.2 hectares are managed by Phu Tho province and 14.1 hectares are managed by Hanoi City, the Ministry of Construction concluded that the project was licensed in 2007 but construction only started in 2011.
After being licensed, the People's Committee of Phu Tho province has adjusted the project planning many times. By June 2020, the project was granted a construction license by the province, but up to now, the investor has not had any products for sale, lease, or hire-purchase, reducing the project's investment efficiency.
Palm Manor project is being sold by brokers, but the investor denies it.
At the new urban area project in the Southwest of Viet Tri City (scale of 58.5 hectares), invested by Global Petroleum Investment Joint Stock Company. This project has the commercial name Palm Manor, is being implemented on the allocated land area of 7.3 hectares and is clearing the remaining land of phase 1 (about 28.38 hectares).

According to the conclusion of the inspection team of the Ministry of Construction, the approved land area of the new urban area of Southwest Viet Tri City is more than 2 hectares different from the actual land area of the project. The name of the project investor approved by the People's Committee of Phu Tho province in Decision 523 in 2013 is Toan Cau Petroleum Investment Joint Stock Company, but later in Decisions No. 117 and 3151 of the People's Committee of Phu Tho province, the name of the project investor is Toan Cau Real Estate Investment Joint Stock Company.
The Palm Manor project was launched by Global Real Estate Investment Joint Stock Company at the end of July 2024, and is being sold in the third phase by a number of brokerage units. However, in the report sent to the inspection team of the Ministry of Construction, the investor affirmed that it has not yet conducted any real estate business transactions, including real estate formed in the future.
Transferring land to people to build houses in violation of regulations
Also during this inspection, the Ministry of Construction discovered many violations at other projects in Phu Tho province, such as: the housing and urban area project south of Lac Ngan field, Tan Dan ward, Viet Tri city did not carry out investment approval procedures according to the Housing Law, and arbitrarily transferred land to people to build houses in violation of regulations.
The Viet Czech New Urban Area Project, invested by Viet Czech Real Estate Investment and Trading Company Limited, has not reported on the business of villas and individual houses, and has not provided documents proving that there is a guarantee for future housing for the sold units. Documents on the completion of land financial obligations have not been provided.
According to the conclusion of the inspection team of the Ministry of Construction, in the 9 real estate projects recently inspected in Phu Tho, 2 projects, the Viet Czech new urban area and the Tien Cat urban housing area, did not carry out the procedures for recognizing investors according to the Housing Law.
To handle violations in 9 projects, the Ministry of Construction requested the People's Committee of Phu Tho province to inspect and review some contents in 9 projects such as compliance with laws on land, planning, and investment. Inspect the preparation and approval of planning, land use plans, construction planning, and approval of investment policies for some projects.
