On the morning of September 20, Mr. Phan Quoc Thanh, Head of the Department of Education and Training of Huong Khe district (Ha Tinh), said that the heavy rains over the past two days have caused water from the upper reaches of the Ngan Sau River to flow strongly, affecting traffic and posing a risk of flooding in some areas.

To ensure the safety of students, 24/55 schools from kindergarten to junior high school in this district have proactively allowed students to stay home from school and teachers to stay home.
