According to a summary of reports from localities, the Ministry of Construction said that although some key localities have a huge demand for social housing, investment in social housing is still limited compared to the Project's target by 2025.

Specifically, Hanoi has only 3 projects, 1,700 apartments meeting 9%; Ho Chi Minh City has 7 projects, 4,996 apartments meeting 19%; Da Nang has 05 projects, 2,750 apartments meeting 43%;...

In particular, some localities have no social housing projects starting construction from 2021 to present, such as Vinh Phuc, Ninh Binh, Nam Dinh, Long An, Quang Ngai,...

According to the Ministry of Construction, 1,249 land plots with a scale of 8,390 hectares have been planned nationwide for social housing. Compared to the 2020 report (3,359 hectares), the land area for social housing development has increased by 5,031 hectares.

Some localities are interested in planning land funds for social housing development such as: Dong Nai 1,063 hectares, Ho Chi Minh City 608 hectares, Long An 577 hectares, Hai Phong 471 hectares, Hanoi 412 hectares.

However, there are still some localities that have not planned to arrange social housing land funds such as Ninh Binh, Lai Chau, Nghe An, Ninh Thuan, and Dong Thap.

Regarding the results of implementing social housing projects in the period from 2021 to the end of 2023, there have been 71 completed projects with a scale of 37,868 units; 127 projects with a scale of 107,896 units have started construction. At the same time, 301 projects with a scale of 265,486 units.

The Ministry of Construction also said that in recent times, many localities have promoted the construction of social housing such as Bac Ninh province with 15 projects, 6,000 apartments; Bac Giang with 05 projects, 12,475 apartments; Hai Phong with 07 projects, 11,678 apartments; Binh Duong with 07 projects, 6,557 apartments; Dong Nai with 08 projects, 9,074 apartments; Binh Duong with 07 projects, 6,557 apartments; Thanh Hoa with 09 projects, 4,948 apartments...

At the Conference on implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" in 2024 held on the morning of February 22, Mr. Nguyen Thanh Nghi, Minister of Construction pointed out 3 obstacles that need to be resolved to develop social housing.

Firstly, many localities have slower implementation results compared to the registered plan in the Project, in which, there are some localities that have not yet started any new social housing projects.

Second, the disbursement of the preferential credit package of 120,000 billion VND is still slow compared to the wishes and practical needs of enterprises investing in social housing and housing for workers.

Third, there are still difficulties and problems for businesses investing in social housing and housing for workers in accessing land, investment and construction procedures, credit, preferential policies, etc.

Therefore, Minister of Construction Nguyen Thanh Nghi said that by 2024, efforts should be made to complete about 130,000 apartments.

The Minister of Construction identified this as a very high requirement and goal, requiring ministries, branches and localities to closely follow and more seriously and drastically implement the tasks set out in the Project, especially reviewing planning, land allocation, reforming administrative procedures... for social housing projects.

“ In addition, it is necessary to review the implementation of the 120,000 billion preferential credit package to find solutions to remove obstacles and promote access and disbursement of this credit package ,” said Mr. Nguyen Thanh Nghi.
