In a recent document sent to the Tax Departments of provinces and centrally-run cities, the General Department of Taxation stated that there are still tax officials who violate the law, are prosecuted, and are temporarily detained in relation to tax management of business households and individuals in some localities such as the Tax Department of Hoa Binh province, the Tax Department of Tay Ninh province, the Tax Department of Ca Mau province, etc.
These violations have caused outrage in public opinion; seriously affecting the image and reputation of the entire tax sector.
The General Department of Taxation pointed out a number of subjective reasons.
That is, the leaders of the Tax Department and tax officials were assigned to direct and be in charge of the management of households and individuals doing business, but they lacked inspection and supervision, and did not properly implement the regulations and management processes of the industry: They did not hold tax advisory council meetings, drafted meeting minutes with content that was not true to reality (did not hold meetings), then sent them to the chairman of the tax advisory council to sign and stamp the meeting minutes.
Officials do not conduct revenue surveys according to procedures and instruct business households to declare revenue that is not true to reality. In particular, there are still officials who embezzle and embezzle tax money from business households in their management areas.
Some tax authorities have loosened their responsibility to inspect and supervise tax administration.
Therefore, the General Department of Taxation requests the Directors of Tax Departments and Tax Branches to immediately organize the review, inspection, and re-evaluation of all tax management for business households and individuals in the management area to promptly detect and prevent violations.
In cases of civil servants who violate or show signs of violating, they must be strictly handled. Review and clarify the responsibilities of relevant groups and individuals; strictly handle the responsibilities of leaders and deputy leaders who allow negative incidents to occur in units under their responsibility and management.
Along with that, it is necessary to rectify the working style, attitude, behavior, and communication of tax officials with business households and individuals, resolutely combat and immediately handle acts of harassment and annoyance in the performance of official duties.
