In April 2024, Ms. Do Thi Gam and Ms. Dao Thi Nam, both residing in Hong Ky area, Ninh Duong ward (Mong Cai), had a dispute over agricultural land and sent a petition to the People's Committee of Ninh Duong ward and the People's Committee of Mong Cai city. After receiving the petitions of the two households, the People's Committee of Mong Cai city directed the People's Committee of Ninh Duong ward to coordinate with the relevant agencies to review and consider the specific content of the case. After many times of guidance and organizing dialogues, by June 2024, the case between the two families was reconciled.

Ms. Do Thi Gam happily said: After submitting a petition to the local government, the agricultural land dispute between our two families was quickly resolved in a reasonable and amicable manner. The rights of both families were guaranteed, and neither family felt disadvantaged. The village and neighborhood relationships were preserved and not damaged.

Mr. Nguyen Van Phan, Chairman of Ninh Duong Ward People's Committee, said: In recent years, Ninh Duong Ward is one of the localities assessed to have many difficulties and complications related to land management and construction, so the situation of petitions and complaints from the people is also complicated. However, with the effective implementation of regulations, enhancing the role and responsibility of the heads of Party committees, Party organizations, and authorities in receiving citizens, resolving complaints, denunciations, reflections, and recommendations of citizens, the situation of petitions and complaints has decreased sharply over the years. In 2024, Ninh Duong Ward received 10 petitions and complaints from citizens, related to 10 cases, a decrease of 11 petitions compared to 2023. Up to now, 9/10 cases have been completely resolved. In particular, the settlement of land backlogs regarding the issuance and exchange of land use right certificates for 1,322 land use right recognition records in the area is being actively implemented with the completion of 989/1,322 records, contributing to creating people's trust in local Party committees and authorities.

As one of the four localities of Mong Cai City implementing the Land and Forest Allocation Project, Hai Son Commune has actively coordinated with the consulting unit to complete the establishment of 86 dossiers and plans to grant forest land use right certificates to 53 households and 6 dossiers for 6 plots of land handed over to the community of Than Phun Xa village for management. Up to now, 30 sets of dossiers have been certified, the rest are in the process of printing the land use right certificate covers to give to the people. Mr. Hoang Duc Tien, Than Phun Xa village, shared: We have been growing forests stably for decades but have not been allocated land or forests, making us people worried. We have made many petitions to the local government. With the attention of the city and the enthusiastic guidance of the commune officials, my family has now been granted forest land use right certificates for 2 plots, with a total area of ​​114,957.0m2. I feel very happy and from now on will feel secure in producing and developing the family economy.

Mong Cai City is focusing on directing the functional sector to coordinate with Tra Co Ward People's Committee to thoroughly resolve people's petitions on granting land use right certificates exceeding the residential land limit. This content is receiving high consensus from the people. Ms. Khong Thi Rang, Group 15, Trang Vi area, excitedly said: My family and more than 370 other families were allocated land since 1992 and were recognized for land use rights, granted land use right certificates for the period 2003-2007. Households built houses with an area of ​​200-240m2 in each lot. However, when implementing the policy of changing from red book to pink book, only 120m2 could be transferred, the remaining area had to be calculated at a higher price because it exceeded the residential land limit according to the regulations of the Provincial People's Committee. To resolve the people's petitions, Mong Cai City, the Ward People's Committee and relevant departments have focused on providing guidance and removing difficulties so that people can be granted land use right certificates exceeding the residential land limit. This has created great trust among us, the people, in the leadership of the local Party Committee and government.

Tra Co Ward organizes dialogue with people regarding petition on granting land use right certificates exceeding the limit

Mr. Tran Truong Doanh, Chairman of Tra Co Ward People's Committee, said: In the recent past, a series of petitions from local people have been resolved, including petitions on the beautification of Sa Vi Cape tourist site, flooding on Lac Long Quan Street, encroachment on roads and sidewalks causing urban disorder. In particular, the ward has focused on resolving petitions from local people related to 379 applications for land use exceeding the residential land limit. Up to now, more than 50% of the applications have been resolved. In 2024, the ward received and processed 11 petitions from local people, and 9/11 petitions have been resolved. During the resolution process, no petitions or complaints have arisen, which have been highly appreciated and agreed upon by the people.

Enhance responsibility in receiving people and having direct dialogue with people

Identifying the task of receiving citizens, dialogue and handling people's recommendations and reflections as necessary, regular and continuous work, thereby promoting people's mastery and strengthening people's trust in the Party and government, Mong Cai has seriously implemented the provisions of the law, regulations of the Central Government, the Provincial Party Committee and the City Party Committee on the work of receiving citizens, having direct dialogue with people and handling people's comments and reflections and recommendations.

Comrade Hoang Ba Nam, Secretary of Mong Cai City Party Committee, said: According to Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo "on the responsibility of the head of the Party Committee in receiving citizens, having direct dialogue with the people and handling the people's reflections and recommendations", each month the head of the Party Committee will receive citizens once, but Mong Cai always maintains receiving citizens at the City Citizen Reception Office twice a month on the 1st and 15th of each month. Party Committees of communes and wards receive citizens twice a month on the first Thursday and the third Thursday of each month to promptly resolve petitions and recommendations of the people... ensuring effectiveness, timeliness, for the benefit of the people, in accordance with the provisions of law, not allowing mass, complicated, prolonged complaints, thereby contributing to maintaining political security and social order and safety in the area.

Mong Cai City organizes online citizen reception with communes and wards

In particular, Mong Cai City is the first locality to pilot the online citizen reception model with the Central Citizen Reception Committee, to create favorable conditions for people to reflect and make recommendations to the Central Citizen Reception Committee, as a basis for replication to localities nationwide.

In 2024 alone, the Secretary of the Mong Cai City Party Committee chaired and conducted 19 regular citizen receptions at the city's Citizen Reception Office and received separately at the agency's headquarters with a total of 110 people/112 cases; received 105 petitions, with 105 cases, a decrease of 85 cases compared to the same period; directed the handling, guidance, and transfer of petitions to competent agencies, units, and individuals to basically resolve 79 cases, and archived 26 petitions according to regulations. The City Citizen Reception Council conducted 160 citizen receptions with 10 cases, a decrease of 156 visits and 156 cases compared to 2023. The Chairman and Vice Chairman of the City People's Committee received 24 sessions with 154 people, 143 cases; received 246 applications, down 94 applications compared to the same period and completed processing 246/246 applications.
