In Vietnam, human rights and civil rights were first recognized in the 1946 Constitution of the Democratic Republic of Vietnam immediately after gaining independence in 1945. After that, human rights and civil rights continued to be affirmed and expanded in the 1959, 1980, 1992 and 2013 Constitutions. Along with that, our Party and State have implemented many policies to ensure human rights, basic rights and obligations of citizens, and participated in most international treaties on human rights. The viewpoint of the Party and State of the Socialist Republic of Vietnam always identifies people as the goal and driving force of the cause of national construction, affirms that people are the center of socio-economic policies, promotes and protects human rights as an important factor for sustainable development, ensuring the success of the cause of industrialization and modernization of the country. These views are expressed in many Party documents such as: Platform for national construction in the transitional period to socialism in 1991 (supplemented and developed in 2011); Directive No. 12-CT dated July 12, 1992 of the Secretariat of the 7th Party Central Committee; Directive No. 44-CT/TW dated July 20, 2010 of the Secretariat of the 10th Party Central Committee on human rights work in the new situation. At the 13th Party Congress, on the basis of creatively applying and developing Marxism-Leninism and Ho Chi Minh thought, the issue of human rights associated with national rights was consistently approached, affirming that socialism is the best regime to ensure human rights for the Vietnamese people.

Although our Party and State always pay special attention and set goals, human rights issues are still often exploited and sabotaged by reactionary organizations, groups and associations to create negative public opinion. By monitoring and fighting on many media such as newspapers, radio, social networks, etc., we can see some methods used by reactionary organizations, groups and associations to entice our people to believe that they are right and follow them, causing social unrest. These tricks are often manifested in the following forms:
First , concept swapping . This is the act of replacing one concept with another, causing people to misunderstand things and phenomena of objective reality in order to achieve a certain purpose. The swapped concepts aim to deny the achievements of the revolution; exaggerate the shortcomings and existence of Vietnam, blacken reality, sow doubt among the people and cadres, and attribute the cause to the wrong policies, weak leadership and management of the Party and State. Incite internal divisions, spread arguments that within the Party, in the Central Committee, and the Politburo there are factions; fabricate and distort history; slander and defame a number of senior leaders of the Party and State, including Uncle Ho. These arguments are often launched and spread at specific times such as major national holidays, before and during Party congresses... to attack the psychology of a segment of the people, especially those who are easily agitated and have low levels of awareness, thereby sowing confusion and doubt in the hearts of the people, influencing our team to "self-evolve" and "self-transform".
Second , distorting the goals, policies and guidelines of the Party and State . The 13th National Party Congress has set out the orientation for national development in the period of 2021 - 2030: "Developing comprehensive human beings and building an advanced Vietnamese culture imbued with national identity so that culture truly becomes an endogenous strength, a driving force for national development and national defense. Increasing investment in cultural development. Building, developing, creating the most favorable social environment and conditions to arouse the tradition of patriotism, national pride, belief, and aspiration to develop a prosperous and happy country; the talents, intelligence and qualities of the Vietnamese people are the center, the most important goal and driving force for the country's development". Therefore, our Party and State have more and more policies and guidelines to pay attention to the people, ensure human rights and comprehensive and equitable human development. However, hostile and reactionary forces always seek ways to distort the goals, guidelines and policies of the Party and State, aiming to sabotage our people's cause of building and defending the Fatherland.
Third , taking advantage of people's ignorance to incite ethnic minority issues and distorting and slandering the Party and State of Vietnam for violating democracy and human rights in the field of religion . Regarding this issue, reactionary organizations, groups and associations deliberately claim that Vietnam has two religious policies: (1) A policy of formal guarantees and a "policy" of not protecting and ensuring the rights of ethnic minorities in reality through the "request-grant mechanism"; (2) Establishing "state-run religions". At the same time, they distort, slander and criticize documents, policies and laws on religion and take advantage of cases and the State's handling of complicated subjects and cases related to religion. Reactionary forces distort that: many Vietnamese legal documents on ethnic groups are not consistent with international conventions on human rights, including the right to freedom of belief and religion. They also take advantage of the religious beliefs of a part of the people who follow the religion to distort and exploit their existing rights to make them non-existent in order to demand freedom to create public opinion, such as a post on Youtube with the title "We have the freedom to wear brown clothes, practice self-cultivation, and shave our heads". Or they also take advantage of the freedom of speech and freedom of belief to entice ethnic minorities to fight for the establishment of the "Mong Kingdom" and the "Dega State".
In addition to the above methods, reactionary and subversive organizations, groups and associations also use many other sophisticated methods such as inserting incorrect content into articles and news articles discussing a certain issue on social networks to guide public opinion.
To combat the distorted and destructive views and arguments of hostile forces on human rights, in addition to correctly identifying the information provided, we need to have measures to prevent the spread of information, completely remove information and provide true information to the people.
First of all, we must always promote the spirit of political study, maintain our stance and ideology. Propaganda and education to raise awareness among cadres, party members and people, especially the young generation, about the task of protecting the Party's ideological foundation, fighting and refuting wrong and hostile views. Continuing to make the entire Party, the entire people and the entire army increasingly more fully and deeply aware of the basic contents and great values of Marxism-Leninism and Ho Chi Minh Thought is a task of primary importance in the work of protecting the Party's ideological foundation. To implement this solution, first of all, organizations in the political system need to further promote propaganda and education for cadres, party members and people of all walks of life about the Party's ideology, the Party's and State's policies and guidelines in disease prevention and control.
In addition, it is necessary to accurately identify and disseminate to all cadres, party members, and people about the subjects, groups of subjects, tricks, methods, and distorted arguments that they use to sabotage the Party, the State, and our current regime. Strengthen management and control of social networking sites and proactively use technical measures to effectively prevent access to "toxic" websites. Proactively coordinate with service providers to promptly prevent bad and toxic news on social networking sites.
Along with that, always be vigilant against information from unofficial sources, especially information shared on social networks. Absolutely do not share information from unofficial, unverified sources. If you know that the information is incorrect through social networking sites, you can report that article or video on the homepage. Disseminate to all cadres, party members and all people also need to implement 5K to prevent (do not believe immediately, do not rush to "like", do not add, do not provoke, do not rush to share). Immediately correct incorrect information with accurate sources, clearly state the arguments, incorrect information has been posted.
It can be seen that the struggle and refutation of distorted and incorrect arguments about human rights is a long and continuous process of our Party and State, whose main resources are Party members and people. Over time, along with the development of society, many sophisticated forms of distortion by hostile forces about human rights have developed, targeting our government. Hostile forces do not give up any opportunity when possible to sabotage the policies and guidelines of our Party and State. Therefore, in order to protect the human rights that our people, Party and State have fought for, preserved, protected and developed, each Party member needs to further promote patriotism, heighten vigilance and always maintain faith in the Party and the guidelines and policies set forth by the Party.
