Vietnam is a multi-ethnic, multi-cultural country with 54 ethnic groups; all ethnic groups are equal to each other, regardless of majority or minority, high or low level of development; the legitimate rights of ethnic groups are recognized in the Constitution and laws. However, with the ambition to sabotage the country, hostile forces always exploit the multi-ethnic characteristics of our country, looking for every way to divide the great national unity bloc.
Propaganda to divide national unity and incite "secession" and "autonomy" is a common activity, part of a long-term, persistent plot of hostile and reactionary forces to exploit the national issue to sabotage the Vietnamese revolution.
Hostile and reactionary forces often take advantage of complex issues arising in ethnic minority areas, especially the historical factors of ethnic groups, differences in customs, practices, cultural traditions, differences in economic and social development levels; limited political awareness of a part of ethnic minorities... to propagate narrow-minded nationalism, cause conflicts, divide the great national unity bloc, incite secession, autonomy, demand the establishment of a "separate state", organize a "separate religion" for each ethnic group...
The hidden purpose behind these propaganda activities is to influence the awareness, thoughts, and feelings of ethnic minorities, to direct them to participate in anti-government activities, to gather forces, to create a social basis for the formation of opposition forces, and to establish reactionary political organizations among ethnic minorities.
Major General Hau Van Ly, Deputy Director of the Department of Internal Security, Ministry of Public Security, said that recently, propaganda activities to divide national unity, incite "secession" and "autonomy" have been promoted by hostile and reactionary forces among ethnic minorities, regularly and continuously on a large scale, with high frequency, mainly focusing on a number of key areas.
Northwest and vicinity
Propaganda activities to divide national unity, incite "secession" and "autonomy" in the Northwest and neighboring areas are closely linked to plots and activities to establish a "Mong State".
During the first 9 months of this year, the "Mong State" activists currently living abroad have used hundreds of Facebook, YouTube, and Twitter social media accounts to regularly post news and images distorting the political security, order, and social safety situation in the country, accusing Vietnam of violating human rights.
Notably, Vu Thi Do (the leader of the "Ba Co Do" organization outside) regularly organizes Zoom meetings to propagate, attract, and strengthen the belief in the "organization" for domestic members.
In the country, the number of subjects who participated in the activities of establishing the "Mong State" that have been exposed and handled continue to lie low and listen. Although no complicated activities have been discovered, they still secretly research and monitor the propaganda activities of establishing the "Mong State" on cyberspace, waiting for the opportunity to reactivate.
Central Highlands and vicinity
In the Central Highlands and its vicinity, this activity is associated with a plot to establish a “Dega State”. In the first 9 months of this year, exiled FULRO reactionary organizations have stepped up propaganda through 4 radio stations, 26 fanpages, 8 YouTube channels and used hundreds of Facebook accounts to post and share over 4,715 news, articles, images and video clips to propagate and incite secession and autonomy, deepen conflicts between ethnic minorities and the Kinh people, and incite ethnic minorities to oppose the implementation of the Party and State’s policies and guidelines and to aspire for a “Dega State”.
In addition, from June 2023 to present, FULRO reactionary organizations have gathered forces to call on ethnic minorities abroad to organize 5 protests to call on politicians of some countries and international organizations to intervene, protesting the Vietnamese government's suppression of "Dega people" and "Montagnard people", releasing those who were arrested after the June 11 terrorist attack, not extraditing terrorist leaders abroad who were prosecuted, tried and issued wanted notices by Vietnam; demanding the return of the Central Highlands to "Dega people", distorting the trial and sentences of reactionary subjects who opposed ethnic minorities who were handled in the past; at the same time, organizing massive propaganda about these protests to expand their prestige, creating "illusions" and "misunderstandings" among domestic people about the strength of FULRO organizations in exile.
Cham ethnic area
Meanwhile, propaganda activities to divide national unity, incite "secession" and "autonomy" in the Cham ethnic region are associated with the label of restoring the "Kingdom of Champa".
Recently, the leaders and key members of the Cham exiles have continued to take advantage of complex and sensitive issues such as: the conflict between a group demanding to change the name from "Bani Islam" to "Bani Religion" or "Bani Religion" with the majority of Cham people supporting the retention of the name "Bani Islam"; the government's survey and implementation of the project to build Ka Pet reservoir in My Thanh commune, Ham Thuan Nam district, Binh Thuan province... to step up propaganda, influence the Cham ethnic group in the country, divide the national solidarity bloc, demand secession to establish a "separate religion", incite anti-government and hostile thoughts among the Cham people.
In addition, some subjects abroad publicly sent a "Request Letter" to the Provincial Party Committee, People's Committee, Department of Information and Communications of Binh Thuan and Ninh Thuan provinces, requesting permission to transport the book "Royal Champa Documents" to Vietnam to distribute to Cham intellectuals and religious dignitaries in order to evoke nostalgia for the "Kingdom of Champa", gather forces, put pressure on the State to recognize and enforce "indigenous ethnic rights", and move towards demanding the right to "autonomy" and "self-determination" for the Cham people.

Southwest region
Since the beginning of the year, the reactionary organization called the Khmer Kampuchea-Krom Federation (KKF) has sent representatives to participate in 5 international conferences and forums; organized 9 protests, 2 parades, 1 ceremony to respond to "International Refugee Day"... to provide false information, distort the human rights situation of the Khmer ethnic group in the Southwest, accuse the Vietnamese government of discriminating and oppressing the "Khmer Krom" people, and try to create a so-called "humanitarian disaster" in the Khmer region in the Southwest.
Constantly spreading hateful thoughts and undermining the policy of national unity, KFF also called on the United Nations High Commissioner for Refugees (UNHCR), countries and international organizations to intervene in Vietnam's internal affairs with fabricated, slanderous and untrue information. At the same time, KFF also propagated distortions, posted many false documents and images about the southwestern region, and published a "map of the Khmer Krom state"...
In addition, KKF, extremist KKK groups and associations, through peripheral newspapers and radio stations (VOKK, KKCTV, Khmer21, Reahou TV, KKIP TV...) organized 102 interviews, 111 discussions, distributed 16 videos, 6 announcements, 3 statements, 1 petition, 9 press releases with content propagating, distorting, and slandering Vietnam.
These activities not only cause division and disunity among ethnic minorities, between ethnic minorities and the government, but also cause confusion and hesitation among a part of ethnic minorities, creating conditions for new "evil cults" and religions to develop in the area, disrupting political and social life, and destabilizing local security and order.
The ultimate goal of their plots and actions is to destabilize the country's political, economic and social life; seek to divide the great national unity bloc; defame Vietnam's image before the international community, create an excuse for external forces to interfere in the country's internal affairs; sabotage the good relationship between Vietnam and other countries; and lower the prestige of the Party, State and political system of our country.
