Present at the construction project of Highway 857, section of Highway 30 - Highway 845, approved by the People's Committee of Dong Thap province with a total investment of 2,180 billion VND, reporters of Giao thong Newspaper noticed that the construction site was somewhat deserted.

Mr. Huynh Khanh Thanh, the consulting and supervising unit, said that the project has a total length of about 45km. Of which, the section passing through Cao Lanh district is about 14km long, Thanh Binh is about 21km long and Thap Muoi is about 10km long.

The construction site is divided into 10 construction packages and marked in order from 13 to 22. Up to now, the project progress has reached about 50%, behind schedule compared to the proposed construction plan.

"Of the 10 packages, currently, packages 17, 20 and 22 are still constructing bridge-related works. Packages 14, 16, 18, 19 and 21 are under construction at a slow pace. As for packages 13 and 15, the contractor has temporarily suspended construction since Tet," Mr. Thanh added.

Many contractors have stopped construction since after Tet.

Mr. Nguyen Minh Hieu, Deputy Construction Manager, Tuan Hien Company Limited, said that package No. 13 that the company was assigned has 5.5km of road and two bridges.

To date, the progress has reached about 60%. Currently, the two bridges constructed by the contractor have basically been completed. Meanwhile, there is no sand so the road section cannot be constructed.

"Since after Tet until now, the company has stopped construction, removed machinery and equipment from the construction site and temporarily suspended the employment contracts of 20 workers," said Mr. Hieu.

Waiting for sand every day

Mr. Hieu added that the road section being constructed by the contractor needs 317,000m3 of sand. With the amount previously allocated, the company has completed 2km of construction. Currently, the contractor needs another 70,000m3 of sand to construct the remaining section of the road.

"Because there is not enough sand, there is still about 500m of road, the contractor has not dug the road mold. When the sand arrives at the construction site, the company will gather equipment, machinery and workers to continue the construction of the package under the company's responsibility," Mr. Hieu informed.

Mr. Bui Quoc Viet, Deputy Project Manager, Truong Son Construction Corporation (contractor for package 20) said that the package implemented by the contractor has a total length of 4km, with three bridges and construction progress reaching 40%.

The total sand demand of the company for construction is 251,000m3 of sand. Since the project started, the contractor has received 65,000m3 of sand. The company is still waiting for the remaining amount to be allocated to complete the project according to regulations.

"Currently, at the construction site, the company has arranged 17 workers and 10 machines and equipment to make piers and loading floors for the bridges. As for the road, the contractor has completed digging the road mold and is waiting for the sand to arrive to start construction immediately," said Mr. Viet.

Mr. Viet added that the construction project of Highway 857, section of Highway 30 - Highway 845, does not need to be loaded, so when there is sand, the contractor will speed up the implementation and can complete it according to the proposed plan.

"Up to now, the project is 6 months behind schedule. Currently, the contractor is counting the days waiting for the sand to arrive at the construction site. Therefore, if the sand does not arrive at the construction site by September 30, the construction will be even more difficult," said Mr. Viet.

Sand will arrive next September, the project could be completed by the end of 2024.

Mr. Huynh Khanh Thanh, the consulting and supervising unit, said that the project started in July 2022 and is expected to be completed in 18 months. The project requires 2.6 million m3, but so far, only 980,000 m3 of sand has been provided, reaching about 30%.

"The project has been extended for the first time and the contract will expire at the end of this year. However, the current difficulty is that there is still no sand, so the contractors cannot organize the construction according to the proposed plan," said Mr. Thanh.

Mr. Thanh added that from the beginning of the year, Dong Thap province planned to bring sand to the construction site in September or October.

"The contract will expire in three months. Therefore, if sand arrives at the construction site next September, the new contractor can guarantee that the project will be completed and put into use by the end of this year," Mr. Thanh added.

The project to build route DT857, section of National Highway 30 - DT845, is a level IV plain road, about 45km long, with a 9m wide roadbed, 7m wide asphalt road surface, 27 new bridges and 58 culverts will be built on the route. The project implementation period is 2021 - 2025.
