According to a report from the Ministry of Construction, synthesizing reports from 60/63 localities by the end of 2022, the whole country has completed 307 social housing projects in urban areas with about 157,100 units, reaching only 41.7% of the plan. Of which, social housing for industrial park workers has completed 126 projects, with about 62,700 apartments; social housing for low-income urban people has completed 181 projects, with about 94,390 apartments. Of which, Ho Chi Minh City has completed and put into use 23 social housing projects with 18,085 units in the period of 2015 - 2020, reaching 75% of the plan.
Currently, the country is implementing 418 projects with about 432,400 apartments. Of which, 127 projects are being implemented for workers, with about 160,900 apartments; social housing for urban low-income people is 291 projects, with about 271,500 apartments. Of these, Ho Chi Minh City alone plans to invest in the construction of 25 social housing projects in the 2021-2025 period, with a total of 30,610 apartments.

The Ho Chi Minh City Real Estate Association (HoREA) noted that the result of 307 projects with 157,000 social housing apartments completed and put into use is the cumulative number from 2011 to present, so it does not clearly show the results of social housing development by year, especially in recent years. However, according to the summary report of 2020, 2021, 2022 of the Ministry of Construction, it also showed that the development of social housing nationwide continued to decline sharply, when in 3 years only 19 social housing projects were completed, put into use with 4,671 apartments. Of which, in 2020 only 8 projects with 1,677 apartments were completed, in 2021 only 5 projects with 1,694 apartments were completed and in 2022 only 6 projects with 1,300 apartments were completed.
"In general, the results of social housing development have not met the set plan, and have not met the huge housing needs of officials, civil servants, public employees, armed forces officers, workers, laborers, low-income urban people and immigrants," HoREA commented.
Also according to HoREA, the Prime Minister recently issued Decision No. 338 approving the investment project to build at least 1 million social housing units in the period of 2021 - 2030. It sets the target of developing 428,000 social housing units in the period of 2021 - 2025 and 572,000 social housing units in the period of 2026 - 2030, but the results achieved are still very modest.
At the conference to deploy the project to invest in building at least 1 million social housing apartments, the Ministry of Construction said that from 2021 to May 18, 2023, the whole country has only completed 41 social housing projects in urban areas, with about 19,516 apartments, reaching only 4.55% of the plan for the 2021 - 2025 period and is implementing 294 projects with about 288,499 apartments.
According to Mr. Le Hoang Chau, to achieve the goal of developing 428,000 social housing apartments by 2025, the most important issue now is to focus efforts on building and perfecting the social housing policy of the draft Housing Law (amended) to remove obstacles and difficulties in mechanisms and policies, create land funds, and create preferential credit sources for social housing. At the same time, amend the law to support buyers and renters of social housing and mobilize more socialized resources from the private sector to participate in investing in social housing development, creating conditions for large real estate corporations and enterprises to fulfill their commitment to invest in developing about 1.5 million social housing units by 2030.
