Tan Son Nhat T3 Terminal at risk of having no access road

The land has not been handed over yet, causing the road connecting Tran Quoc Hoan and Hoang Hoa Tham streets to be behind schedule, and there is a risk that it will not be open to traffic in time when T3 terminal is completed.


According to the goal of the Ho Chi Minh City transport sector, before the completion of Terminal T3, the routes connecting the airport will also be upgraded and expanded synchronously. However, up to now, the project of the road connecting Tran Quoc Hoan - Cong Hoa and Hoang Hoa Tham streets is being constructed slowly due to land clearance problems.

The underpass connecting Tran Quoc Hoan - Phan Thuc Duyen road will open to traffic in August 2024.

On the afternoon of November 28, Mr. Bui Hoa An, Deputy Director of the Ho Chi Minh City Department of Transport, said that the T3 terminal project at Tan Son Nhat airport is being focused on construction and is expected to be completed by April 30, 2025.

Meanwhile, the Tran Quoc Hoan - Cong Hoa road project has completed 88% of the work volume. If Tan Binh district and related units hand over the land belonging to 68 households by December 28, the project will be completed by February 28, 2025.

For the Hoang Hoa Tham Street expansion project, the progress has only reached 55% of the workload. The land is also the main reason for the project's delay. In this project, up to 40% is defense land, so the procedures are prolonged.

Mr. An said that the Department of Transport will try to work with the authorities to clear the land soon. Once there is enough land, the two projects will be accelerated to complete before April 30, 2025.

If the land is not handed over in full, there is a risk that the road connecting T3 station will not be completed synchronously.

The Tran Quoc Hoan - Cong Hoa connecting road project is over 4km long, with a cross-section width of 25m to 48m, including overpasses and underpasses at important intersections. The project has a total investment of over VND4,800 billion. When completed, it will not only help improve traffic around the airport but also create an alternative route for Truong Son road - the only gateway to Tan Son Nhat airport at present.

Meanwhile, the project to expand Hoang Hoa Tham Street, from the gate of the military barracks (adjacent to the airport) to Cong Hoa Street, is nearly 800m long, the road surface is 8-10m wide and will be expanded to 22m.

The project was approved in October 2016 with a total investment of VND255 billion. After many years of not being implemented, in July 2022, the project was approved by the Ho Chi Minh City People's Council to adjust the total investment to nearly VND291 billion.

This project is expected to be the second gateway to Tan Son Nhat airport, especially when terminal T3 is put into operation. With the addition of a spacious road, directly connecting terminal T3 with major traffic routes such as Truong Chinh and Cong Hoa streets, passengers will move more conveniently, reducing congestion at the airport area.

However, in the current situation, if the land is not handed over on time, it is likely that these two projects will not be completed before terminal T3 is put into operation.

For the construction of the underpass at the intersection of Truong Chinh - Tan Ky Tan Quy (package number 14 of the project to build the road connecting Tran Quoc Hoan - Cong Hoa), the entire scope of this underpass is completely within the clearance boundary of the project to upgrade and expand Truong Chinh Street (section from Cong Hoa Street to Au Co Street), Tan Binh District - Tan Phu District, currently implementing procedures to adjust the investment policy.

According to the HCM City Department of Transport, the implementation of this underpass needs to be coordinated with the compensation and site clearance work of the project to upgrade and expand Truong Chinh Street (from Cong Hoa Street to Au Co Street).

At the same time, the Traffic Department is implementing procedures, design documents, construction drawings and related procedures for this underpass construction package to ensure simultaneous implementation with the project to upgrade and expand Truong Chinh Street scheduled for 2026.
