On the morning of January 20, General Secretary To Lam awarded the Gold Star Order to former General Secretary Nong Duc Manh and former Prime Minister Nguyen Tan Dung for "having made many great and especially outstanding contributions to the revolutionary cause of the Party and nation".
At the meeting of leaders and former leaders of the Party, State, and Vietnam Fatherland Front of the Politburo and the Secretariat, General Secretary To Lam also awarded the Ho Chi Minh Medal to a number of former senior leaders.
They are former National Assembly Chairmen Nguyen Sinh Hung and Nguyen Thi Kim Ngan; former Standing members of the Secretariat Le Hong Anh and Tran Quoc Vuong; former Vice Chairwoman of the National Assembly Tong Thi Phong; former Secretary of the Ho Chi Minh City Party Committee Nguyen Thien Nhan; former Minister of National Defense - General Ngo Xuan Lich, for their great and especially outstanding contributions to the revolutionary cause of the Party and the nation.
On this occasion, the Party and State posthumously awarded the Ho Chi Minh Order to former President, General Tran Dai Quang. General Secretary To Lam presented the Ho Chi Minh Order to the representative of the former President's family.
Speaking at the meeting, General Secretary To Lam said that in 2024 there will be many personnel changes in the Party's senior leadership, but the Party Central Committee, the Politburo, the Secretariat and agencies in the political system will continue to promote the spirit of solidarity and unity to effectively implement work programs.
According to the General Secretary, through these changes, the Party has become more united, more cohesive, and more coordinated. The new historical moment "poses an urgent need to strongly innovate leadership methods and improve the Party's leadership and governing capacity to continue to lead the nation forward strongly."
To successfully achieve the goal of becoming a developing country with high average income by 2030 and a developed country with high income by 2045, the General Secretary emphasized that from 2025, the entire system must make maximum efforts, create breakthroughs in attracting investment, promoting production, business and services; strive to achieve a growth rate of at least 8% or higher; create a solid foundation to achieve double-digit growth from 2026.
"In historical times, the country needs strong will and determination, and needs historic decisions," said the General Secretary.
The General Secretary affirmed that the Party's current mission is to lead and bring the country into an era of development and prosperity; ensuring that all people have a prosperous and happy life. From now until 2030 is the most important period to establish a new world order, this is also the period, strategic opportunity, the sprint stage for Vietnam to achieve the 100-year strategic goal under the Party's leadership, creating a solid foundation to achieve the 100-year goal of the country's founding. "If we miss the opportunity, we will be guilty towards the country and the people. That is the order of the times," he emphasized.
According to the General Secretary, the achievements of 40 years of renovation are enormous and of historical significance, but we need to seriously review them to clearly see the limitations and challenges, not only from the outside, from objective factors, but also from internal problems, "barriers" from institutions and culture.
Therefore, the whole system needs to continue to innovate leadership methods, improve leadership and governance capacity; strongly, drastically and comprehensively innovate in economic management; develop culture and society and build Vietnamese people with adequate qualities and capacity; firmly protect independence, sovereignty, unity and territorial integrity; ensure political security and social order and safety; promote foreign affairs and international integration.
In 2025, the General Secretary requested all levels to focus on preparing for the 14th Congress, especially personnel work - a key factor determining the success of the Congress; and summarize Resolution 18 on reorganizing the apparatus, building a streamlined and effective political system.
