On April 27, the Standing Committee of the Quang Ninh Provincial Party Committee decided to discipline Mr. Pham Van Thanh, Deputy Head of the Provincial Party Committee's Organization Board, and Mr. Nguyen Van Binh, Member of the Party Executive Committee of Dong Trieu Town, Deputy Head of the Dong Trieu Town Party Committee's Mass Mobilization Board, by expelling them from the Party in connection with violations at Viet A Technology Joint Stock Company, which occurred at the Dong Trieu Town Medical Center.

In the context of the widespread outbreak in Dong Trieu town at the end of January and the beginning of February 2021 - the Lunar New Year is approaching, people are confused and worried because there is no Covid-19 vaccine; implementing the direction of the Central Government and Quang Ninh province, Dong Trieu town has determined to quickly isolate, surround, localize, and suppress the epidemic, not allowing the epidemic to spread throughout the province, maintaining socio-economic stability, protecting people's health and lives.
Mr. Pham Van Thanh, during his tenure as Secretary of the Town Party Committee, Chairman of the People's Committee of Dong Trieu Town, and Mr. Nguyen Van Binh, during his tenure as Vice Chairman of the People's Committee of Dong Trieu Town, in the process of directing and implementing the work of preventing and fighting the Covid-19 epidemic, although not for personal gain, were irresponsible, gave instructions against regulations, causing serious consequences, were prosecuted by the Investigation Police Agency of Quang Ninh Provincial Police, causing bad public opinion, anger among cadres, party members and people, damaging their own reputation, affecting the reputation of the party organization, agency and unit where they have been living and working.
Previously, on April 20, 2023, the Investigation Police Agency of Quang Ninh Provincial Police issued a decision to prosecute Mr. Pham Van Thanh and Mr. Nguyen Van Binh for the crime of "Lack of responsibility causing serious consequences" as prescribed in Article 360 of the Penal Code.
The above decisions have been approved by the People's Procuracy of Quang Ninh province.
Mr. Pham Van Thanh is 45 years old this year, worked at the Board of Investment and Construction Management of Key Projects, the Board of Management of Quang Ninh Economic Zone, the Office of the Quang Ninh Provincial Party Committee, Secretary of the Town Party Committee, Chairman of the People's Committee of Dong Trieu Town and was elected Vice Chairman of the People's Committee of Quang Ninh Province in 2021.
At the end of August 2022, Mr. Thanh was warned by the Executive Committee of the Quang Ninh Provincial Party Committee for violations and shortcomings and was responsible as the head for violations in Covid-19 prevention and control, bidding, and purchasing Covid-19 test kits in Dong Trieu town when he was the head of this locality.
In September 2022, Mr. Thanh was disciplined with a warning by Permanent Deputy Prime Minister Pham Binh Minh.
On November 25, 2022, the Executive Committee of the Quang Ninh Provincial Party Committee allowed him to stop participating in the Executive Committee of the Provincial Party Committee, term XV, 2020 - 2025, according to his personal wishes.
On December 1, 2022, Mr. Thanh was transferred and assigned as Deputy Head of the Provincial Party Committee's Organization Committee.
Also related to the violations that occurred in Dong Trieu town when purchasing test kits from Viet A, on June 14, 2022, Quang Ninh Provincial Police prosecuted the following defendants: Nguyen Xuan Tien (Director of Dong Trieu Town Medical Center), Nguyen Thanh Dinh (Deputy Director of the Medical Center), Nguyen Thi Thanh Hao (Head of the Town's Finance and Planning Department) and Dao Thi Kim Dung (Head of the Health Department).
These people were investigated for the crime of "Abusing positions and powers while performing official duties", with the accusation of signing bidding documents and accepting incorrect quantities of test kits and extraction kits actually used to pay Viet A Company, causing losses to the State budget.
