Source of construction materials for the North-South expressway in Ha Tinh has been basically resolved.

With the efforts of all levels, sectors and localities, the difficulty in the source of construction materials for the national key project section through Ha Tinh has been basically resolved.

North-South Expressway, Bai Vot - Ham Nghi section, through Thanh Binh Thinh commune, Duc Tho district

Bai Vot – Ham Nghi is one of the three component projects of the North – South expressway in the 2021 – 2025 period, passing through Ha Tinh. This expressway section is 35.28km long, passing through 4 localities: Duc Tho, Can Loc, Thach Ha and Ha Tinh city.

The project is invested by Thang Long Project Management Board (Ministry of Transport), with 1 construction package undertaken by a joint venture of Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex) and Corporation 319 (Ministry of National Defense).

In addition to the source of construction materials from commercial mines in the area, based on the proposal of the investor and contractor, the Provincial People's Committee has approved the confirmation of 5 mineral mines to serve the construction of the North-South Expressway.

Among the 5 mineral mines, there are 4 landfill mines including: Thuong Loc mine (area 10.7ha, reserve 1,650,000 ^m3 ) in Thuong Loc commune, Can Loc district; Luu Vinh Son 2 mine (area 18ha, reserve 1,447,376 ^m3 ), Luu Vinh Son 3 mine (area 7.1ha, reserve 749,250 ^m3 ) in Luu Vinh Son commune, Thach Ha district; Duc Lang 2 mine (area 8.7ha, reserve 870,000 ^m3 ) in Duc Lang commune, Duc Tho district and 1 sand mine (area 16.9ha, reserve 925,491 ^m3 ) in Quang Vinh commune, Duc Tho district.

Although Ha Tinh has been proactive in ensuring the source of construction materials for the North-South expressway construction, such as zoning and providing a list of mineral mine areas (soil, rock, sand), due to some difficulties and problems that have arisen, the source of construction materials, especially fill soil and construction sand, has not been "cleared", leading to the progress of the construction package of the Bai Vot - Ham Nghi section in the past time being more or less not as expected.

Recently, the source of construction materials for the North-South expressway through Ha Tinh still has some difficulties.

“Recently, the unit’s construction teams have been focusing on handling weak ground, bridges, culverts, underpasses, and drainage systems on the expressway before Ha Tinh enters the rainy season. However, the construction has been affected because the source of fill soil and construction sand cannot meet the demand at the construction site,” said Mr. Tran Dinh Ngan, Construction Site Commander of Company 319, Ministry of National Defense.

In addition to the Bai Vot - Ham Nghi section, difficulties in construction material sources also occurred in the two construction packages of the Ham Nghi - Vung Ang section (54.2km long).

“It must be affirmed that Ha Tinh is very interested and closely coordinates with investors and construction units in removing obstacles in construction material sources, but due to some objective reasons, the exploitation of mineral mines is still difficult,” Mr. Nguyen Khac Trung - Executive Director of Ham Nghi - Vung Ang project (Thang Long Project Management Board - Ministry of Transport) assessed.

According to research, in the 3 expressway component projects in the 2021-2025 period through Ha Tinh, difficulties in construction material sources occurred in the 2 sections of Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, while the construction of the Vung Ang - Bung section was quite favorable.

It is known that not only in Ha Tinh, difficulties in construction material sources also occur in all bidding packages of the North-South expressway project in provinces and cities across the country.

Faced with this reality, implementing the direction of the Government, the Prime Minister and the Ministry of Transport in removing difficulties related to construction material sources, Ha Tinh has directed departments, branches and localities to actively coordinate with central ministries, branches, investors and construction units to remove "bottlenecks" in filling soil and construction sand, ensuring the progress of key national projects.

The landfill in Luu Vinh Son commune (Thach Ha) has begun to be exploited to serve the construction of the expressway project.

The Provincial Party Committee, Provincial People's Committee, and Steering Committee for the implementation of the North-South Eastern Expressway Project for the 2021-2025 period through the province have held meetings and inspected the actual site to promptly grasp the specific difficulties and problems of each mining area, and at the same time deploy measures to remove them.

With the participation of the entire political system, the "bottleneck" in the source of construction materials for the construction of the North-South expressway project through Ha Tinh has been gradually resolved.

Construction material sources are one of the important factors ensuring the construction progress of the North-South Expressway.

Specifically, after the Provincial People's Committee confirmed 11 mineral mine areas, at the 14th Session of the 18th Provincial People's Council held in mid-July 2023, delegates voted to approve the policy of changing the purpose of forest use to exploiting land minerals as filling materials for 6 land mine areas, serving the North-South expressway project.

During the process of the contractor implementing exploitation procedures, departments, branches and local authorities in Ha Tinh continued to exchange, coordinate and support, especially in compensation and site clearance, reforestation, construction of transportation routes, etc.

Chairman of the Provincial People's Committee Vo Trong Hai requested departments, branches and localities to coordinate with investors and contractors to remove difficulties and obstacles, ensuring the supply of construction materials for highway construction.

On September 9, Chairman of the Provincial People's Committee Vo Trong Hai led a working delegation to inspect the progress and handle problems related to compensation, support, resettlement, exploitation and supply of construction materials for the North-South expressway project.

During the inspection, the problems related to site clearance and construction materials were basically resolved. As of September 13, the contractors had completed the procedures and started exploiting some mineral mines for construction materials for the project.

“With the 5 mineral mines proposed by the contractor, all have begun exploitation. This is very important because the construction unit wants to take advantage of favorable weather to complete the items before the rainy season begins,” said Mr. Nguyen Dang Cuong - project manager of Bai Vot - Ham Nghi (Thang Long Project Management Board).

Difficulties in material sources for construction of the North-South expressway through Ha Tinh have been basically resolved.

In order to thoroughly handle difficulties in construction material sources, the Provincial People's Committee issued Decision No. 1991/QD-UBND on the establishment of a working group to advise on negotiations and agreements on land use rights transfer prices, land use rights leases, and assets on land in mining areas that have been confirmed by the province to exploit minerals for common construction materials to serve the North-South expressway project, headed by Deputy Director of the Department of Natural Resources and Environment Nguyen Ngoc Hoach.

The team does not replace the tasks of the Project Management Board and the investor, but only advises, connects, supports and guides the investor in handling difficulties and problems in the process of negotiating and agreeing on the price of land use rights transfer, land use rights lease, and assets on land, promptly and in accordance with regulations; coordinates with local Party committees and authorities from district to grassroots levels and the project management board to propagate and mobilize land users and assets on land to cooperate in implementation.
