Regarding appointment standards and conditions: Being a person working at a press agency or publishing house; a person performing professional duties in journalism and publishing at a press and publishing direction agency, a press and publishing management agency, journalists' associations at all levels, and a press and publishing management agency; a lecturer specializing in journalism and publishing at a public university.

Conditions and standards for leaders of the governing body assigned to be the head of a press agency: Have good health to complete assigned tasks; have a university degree or higher; meet clauses 2 and 3, article 5 of Regulation 101-QD/TW.
Have a certificate of training in state management of journalism.
Regarding age: special cases of not over 70 years old only apply to heads of press agencies of religious organizations; scientific magazines, specialized magazines, in which the main specialty is consistent with the purpose of the magazine, are given a scientific score of 0.75% or more.
Term of office: The head of a press agency shall not hold office for more than 2 consecutive terms (10 consecutive years) at a press agency. The next term shall only be held at least 5 years after the end of the second term.
The time limit for the head of a press agency to assign tasks to the deputy head of the press agency shall not exceed 18 months. The leader of the governing body (not the head of the governing body) shall be assigned the task of being in charge of the press agency for no more than 12 months.
The competent authority shall issue a document assigning tasks to the head of the press agency after receiving written agreement from the Central Propaganda Department and the Ministry of Information and Communications.
This instruction takes effect from the date of signing. During the implementation process, if any problems arise, relevant agencies shall send a written document to the Central Propaganda Department for research, consideration and adjustment.
