According to information from the Ministry of Justice, the time limit for issuing a Temporary Resident Card is 3 working days. In cases where the application contains complex information, such as criminal records or other professional work, the issuance time may be extended up to 9 working days.
The pilot program for issuing LLTP Certificates on the VNeID application will take place from October 1, 2024 to June 30, 2025. Thus, in addition to the method of requesting LLTP Certificates directly, via postal services and online on the Administrative Procedure Information System of the province/city, citizens can carry out the procedure for requesting certificates on the VNeID application.

According to Procedure 570/TTLLTPQG-QLHG in 2024, the pilot implementation of issuing LLTP Certificates on the national identification application VNeID includes 10 steps as follows:
Step 1: Fill out the application and pay the fee for providing criminal record information on the VNeID application.
Step 2: Submit application.
Step 3: Receive documents.
Step 4: Push data to the Ministry of Justice's shared criminal record management software system.
Step 5: Receive documents from the Administrative Procedure Information System to the criminal record management software.
Step 6: Look up and verify information.
Step 7: The police agency conducts information lookup and verification.
Step 8: Receive and update search and verification results.
Step 9: Create an electronic criminal record.
Step 10: Return results to people.
People can look up the status of their records and the results of their electronic LLTP forms via the VNeID application, the provincial administrative procedure settlement information system and the National Public Service Portal.
In case the issued Criminal Record Certificate contains incorrect or illegal content, the Department of Justice will issue a decision to supplement, correct, revoke or cancel the issued Criminal Record Certificate. The issued Certificate containing incorrect content will be clearly stated as having been supplemented, corrected, revoked or canceled.
