This afternoon, July 17, Deputy Prime Minister Tran Hong Ha chaired a national online conference to collect opinions from ministries, branches and localities on the draft decision of the Prime Minister on mechanisms and policies to solve employment and vocational training for people whose land has been recovered. The Draft Decision of the Prime Minister on the mechanism and policy for job creation and vocational training for people whose land is recovered has 9 articles, stipulating the mechanism and policy for job creation and vocational training for people whose land is recovered as stipulated in Clause 1 and Clause 3, Article 109 of the 2024 Land Law. The beneficiaries of the support policy are people whose agricultural land is recovered and people whose business land is recovered.
The conference focused on discussing four support policies for people whose land was recovered, including vocational training support; support for domestic employment; support for working abroad under contract; and support for loans to work abroad under contract.
For vocational training support, people whose land is recovered will be supported with vocational training tuition fees for a course at elementary, intermediate and college levels. Regarding employment support, they will receive free job consultation and referral at the employment service center; loans, and job creation support.
Support for working abroad under contract, people whose land is recovered are supported with one-time expenses for working abroad and included in the compensation, support and resettlement plan.
Policy to support loans for working abroad under contract, people whose land is recovered will be able to borrow up to 100% of the cost according to the contract signed between the worker and the service enterprise; the preferential interest rate is equal to the loan interest rate for poor households in each period as prescribed by the Prime Minister.
Based on the opinions of ministries, branches and localities, Deputy Prime Minister Tran Hong Ha said that in 2015, the Prime Minister issued Decision No. 63 on vocational training policy and job creation for workers whose land was recovered.
However, after the 2024 Land Law comes into effect, a new vocational training and employment policy needs to be issued. This draft has overcome the shortcomings and shortcomings of Decision No. 63, which specifically stipulates the forms of support and subjects of adjustment to support and convert livelihoods for people whose main source of income is from agricultural land and business land that has been recovered.
The Deputy Prime Minister requested the drafting agency to absorb comments, edit, and complete the submission to the Prime Minister for promulgation.
