Customers "turn their backs", lottery ticket sellers "have more and more difficulties"

After the incident in which Thua Thien Hue Provincial Lottery Company (abbreviated as Hue Lottery Company - PV) refused to pay the special prize of 2 billion VND because the winning lottery ticket was torn, causing a stir in public opinion, the lives of street lottery ticket vendors in Hue City have been affected.

Holding a thick stack of lottery tickets in her hand, Ms. Le Thi Mai (residing in Thuy Thanh commune, Huong Tra town, Thua Thien Hue) walked heavily along Nguyen Truong To street (Hue city) looking for customers.

Every time she passed a crowded coffee shop, Mrs. Mai would stop inside and show a stack of paper lottery tickets to invite people to buy some tickets for her.

“Hey, can you buy me some lottery tickets? I’ve been walking around all morning and no one has opened a shop yet,” Mrs. Mai invited a man who was drinking coffee, but he shook his head and refused.

According to Ms. Mai, since the incident where Hue Lottery Company refused to pay the special prize of 2 billion VND because the lottery ticket had a torn corner, many customers have "turned their backs" and stopped buying paper lottery tickets.

“Many customers say they no longer buy paper lottery tickets because they are afraid that if they tear them, they will not be paid. Normally, selling lottery tickets on the street is difficult, but now it is even more difficult,” said Ms. Mai.

According to Ms. Mai, she earns 1,000 VND for each lottery ticket sold. Normally, she sells 60-70 tickets per day. However, in recent days, the number of customers buying paper lottery tickets has decreased significantly, making her income unstable.

Paper lottery ticket buyers are “afraid”

Ms. Tran Thi Bong (a lottery ticket vendor in Hue City) also said: "People say they will not buy lottery tickets issued by Hue, but buy lottery tickets issued by other provinces, because they are afraid that if they tear or wet them, the company will not pay the winnings."

Meanwhile, Mr. Huu Long (residing in Hue City) said he felt embarrassed when buying paper lottery tickets after the lottery company refused to pay the prize because the winning ticket was torn.

According to Mr. Long, Hue is a land of constant rain, so accidentally getting your lottery ticket wet is normal.

“Not to mention that we men often go out drinking beer or drinking coffee and when we meet lottery sellers, we buy a few tickets for them and put them in our pockets. When we get home, we put our clothes in the washing machine and get the lottery tickets wet, which is normal.

The fact that the lottery company makes it difficult to pay out prizes to winners also makes me feel hesitant to buy paper lottery tickets," said Mr. Long.

Court requests comparison of torn winning lottery ticket

The People's Court of Huong Thuy Town (Thua Thien Hue Province) has just requested Ms. N. to provide additional information related to the lawsuit between her and Hue Lottery Company. Accordingly, after receiving the petition to sue Hue Lottery Company, the court requested Ms. N. to bring the original torn lottery ticket to Hue for comparison, in order to strengthen the case file for consideration of the lawsuit.

Ms. N. also said that she brought the original lottery ticket to Hue for comparison and authorized a lawyer to carry out the lawsuit procedures.
