Form at least 10 networks of excellent training, research and talent
At the workshop, Mr. Tran Nam Tu, Deputy Director of the Department of Science, Technology and Environment (Ministry of Education and Training), presented a draft proposal on the approval of the Project on developing a system of excellent training centers and talents in technology 4.0 by 2030.
The draft project aims to form at least 10 excellent training, research and talent networks in priority areas of Industry 4.0 by 2030. Each excellent training, research and talent network is led by a strong university, with at least 5 universities and a number of domestic and foreign enterprises participating. Each excellent training, research and talent network organizes at least 1 adaptive training program, retraining, upgrading, and in-depth training for human resources according to business orders.
According to the draft project, the number of cooperation between enterprises and higher education institutions in training, scientific research and application of scientific research results will increase by at least 10% annually. Each network of excellent training, research and talent strives to attract 100-300 good scientists and experts, Vietnamese overseas and foreigners, to participate in teaching and scientific research in higher education institutions in Vietnam.
The Deputy Director of the Department of Science, Technology and Environment said that the contents of the project were researched and developed on the principle of inheriting the goals, tasks and solutions of the approved strategies, programs and projects to concretize them into specific activities. In which, higher education institutions play a central role, enterprises cooperate, support and invest by the state in a number of priority technology areas 4.0.
Lecturers with doctoral degrees account for over 32%
According to information shared at the workshop, the country has 244 higher education institutions. Of which, 172 are public higher education institutions (26 are affiliated with localities) and 67 are non-public institutions (5 are foreign-invested). Notably, the number of lecturers nationwide is 78,190. Of which, lecturers with doctoral degrees account for over 32%.
Statistics from the Ministry of Education and Training also show that the scale of doctoral training nationwide has tended to continue to decrease in recent years. For example, in the 2022-2023 academic year, out of 7 training sectors, the whole country only has more than 8,600 doctoral students. Compared to the 2020-2021 academic year, the scale of doctoral students in the 2022-2023 academic year decreased by more than 4,000 (in the 2020-2021 academic year, there were more than 12,600 doctoral students).
Regarding learners, Deputy Minister of Education and Training Nguyen Van Phuc said that this project should study both scholarship and credit policies for students. In particular, the credit policy needs to be sufficient for learners to pay tuition and live. According to Deputy Minister Phuc, it is impossible to train high technology with low tuition fees because "it is impossible to train at low cost with high quality".
But for doctoral training, Deputy Minister of Education and Training Nguyen Van Phuc proposed a different policy. The Deputy Minister said that the Ministry of Science and Technology is currently in charge of amending the Law on Science and Technology. Commenting on this draft law, Deputy Minister Phuc said that there should be a support policy for doctoral students when they participate in research topics. "It becomes a reasonable cost accepted by the Ministry of Finance and other ministries, attractive enough for doctoral students to participate in topics. We pay doctoral students properly, just like in foreign countries when we go to school, research topics or large projects always have components for doctoral students to participate in," the Deputy Minister analyzed.
With that approach, Deputy Minister Phuc believes that only then will we have quality graduate students participating in full-time research. "It's not like now, where graduate students study and work at the same time, which is not of good quality, they have to pay tuition and don't get a salary," the Deputy Minister emphasized.
Speaking more about the solution, the Deputy Minister said that the Ministry of Education and Training needs to continue researching the team of doctoral students. "Some foreign universities also have doctoral students participating in teaching and research activities of the school. We can consider them as part of the school's permanent staff. Only then can a strong team of doctoral students be formed, but currently, recruiting doctoral students is difficult and quality will be difficult without full-time research," the Deputy Minister of Education and Training suggested.
