Comrade Vo Hong Hai - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee shared with Ha Tinh Newspaper about related contents.
PV: Reviewing, evaluating and classifying party organizations and party members is an important content in Party building work. Could you please share the significance of implementing this content and some new points in the review in 2023?
Comrade Vo Hong Hai: The year-end review is an opportunity for the Party organization and each Party member to “self-reflect and self-correct” in order to improve the leadership capacity and fighting strength of the Party organization as well as the quality of Party members. At the same time, through the review, we can proactively detect early and from afar and fight against signs of degradation, “self-evolution”, “self-transformation”, corruption, negativity and overcome limitations and shortcomings in the leadership and direction of Party committees, and in the implementation of Party members’ tasks; encourage collectives and individuals with outstanding achievements.
Unlike previous years, in 2023, implementing Regulation No. 124-QD/TW, dated October 4, 2023 of the Politburo on annual quality review, assessment and classification of collectives and individuals in the political system; Instruction No. 25-HD/BTCTW, dated November 10, 2023 of the Central Organizing Committee on a number of contents on annual quality review, assessment and classification of collectives and individuals in the political system; the work of reviewing and classifying party organizations and party members has many new points.
Accordingly, the subjects that do not conduct self-criticism, in addition to party members who are exempted from Party work and activities, are also included in the regulations that party members who are suspended from Party activities and newly admitted party members who have not been admitted for 6 months are also not subject to self-criticism.
The new regulation also clearly states that the content of the party member review will focus on clarifying the results achieved, shortcomings, weaknesses, limitations and causes, solutions as well as time to overcome them; clearly stipulates the content of the review for each individual not holding a leadership or management position and individuals holding a leadership or management position. In addition, it is added that the place of review of the Party Committee and Party organization at which level will conduct self-criticism and criticism at that level. It does not include the regulation combining the review of the collective, individual members of the Party Executive Committee, Party Delegation with the collective leadership and management of mass organizations, agencies and units. The new regulation also supplements the responsibilities and authority in the review of the Party Committee, Party organization, collective leadership and management and the head, individual Party members; changes the framework of criteria for evaluating and classifying collectives and individuals...
The new regulation clearly stipulates that in cases where a collective or individual has shortcomings or violations that occurred in the previous year or period, but is only disciplined by a competent authority at the time of assessment and classification, or a collective or individual is decided to be disciplined by a competent authority during the assessment and classification year, the competent superior party organization shall consider the form of discipline, content, motive, nature, level, consequences, cause of violation, and specific circumstances to re-assess and re-classify at the time of the shortcomings or violations...

PV: In strict compliance with the regulations of the Central and the province, how are the Party Committees at all levels in the entire Ha Tinh Party Committee currently conducting the work of reviewing, evaluating and classifying Party organizations and Party members, comrade?
Comrade Vo Hong Hai: Pursuant to Regulation No. 124-QD/TW and Instruction No. 25-HD/BTCTW, dated November 21, 2023, the Provincial Party Committee issued Instruction No. 01-HD/TU on a number of contents on annual review, assessment and classification of quality for collectives and individuals in the political system in the province to specify a number of contents in addition to the contents prescribed by the Central Government, accordingly:
Instruction No. 01-HD/TU specifies more clearly the subjects, contents; review methods; evaluation criteria framework; classification criteria; responsibilities and authority in evaluation and classification... Adhering to the regulations and instructions of the Central and the province, by the end of December 21, in the province, 17/17 party organizations under the Provincial Party Committee had completed the review of party organizations, party members and collectives and individuals of leaders and managers.
The Provincial Party Committee established a working delegation to attend and direct the review of 6 district-level Party Committees and attend and direct the review of 1 provincial Party Committee; 4 collectives and individuals leading and managing in departments and branches with review suggestions from the Provincial Party Committee.
The Provincial Party Committee Standing Committee assigns Party Committee members and officials of advisory and assisting agencies of the Provincial Party Committee to attend, direct and supervise the review of collective leadership and management of Party delegations, Party executive committees, collectives and individuals leading and managing provincial departments, branches, sectors, and organizations, and Standing Committees of district, city, and town Party Committees and affiliated Party Committees. In addition, at the district level, the District Party Committee Standing Committee directs and assigns members of the Standing Committee and members of the District Party Committee to attend, direct, guide, urge, inspect and supervise the assessment of Party organizations and Party members at the grassroots level.
In addition to comprehensively reviewing the contents of leadership, direction, and task implementation, Party committees also seriously review the responsibilities of organizations and individuals in implementing socio-economic development tasks, Party building work, exemplary roles, ethics, lifestyle, and implementation of assigned contents according to authority...
Through preliminary assessment, the review was carried out by party organizations in strict compliance with the regulations and instructions of the Central and the province; ensuring democracy and objectivity; through the review, it focused on clarifying the limitations and shortcomings of the collective in association with individual responsibilities, especially the responsibilities of the leaders; clarifying individual responsibilities in not thoroughly overcoming or repeating the limitations and shortcomings pointed out in previous reviews. The results of the assessment and classification of cadres, civil servants, public employees and workers were linked to the assessment and classification of the quality of party members; linking the assessment and classification of the quality of individuals with the collective and the results of implementing political and professional tasks in the locality and unit.
However, through monitoring, there is still a situation where some collective and individual review reports are general; the responsibility of the collective and individuals for the shortcomings and limitations pointed out is not clearly defined; they focus on reviewing the implementation of political tasks, but do not go into depth in reviewing the leadership and direction of ideological, political, ethical, lifestyle work, inspection, supervision, and disciplinary enforcement in the Party...
With its role and functions, the Provincial Party Committee's Organizing Committee will coordinate with relevant agencies to monitor, guide, urge, strengthen inspection and supervision of the review, assessment and classification of party organizations, party members and collectives and individual leaders and managers to ensure democracy, objectivity, and compliance with procedures and regulations.

Comrade Vo Hong Hai: It is expected that the Provincial Party Committee will spend at least 2 days on the conference to review the collective and each individual member.
The review focuses on clarifying the achievements, shortcomings, limitations and causes in the leadership and direction of implementing political tasks in 2023, solutions and time to overcome shortcomings and limitations, and identify orientations and tasks for 2024.
The conference to review the collective and individual members of the Provincial Party Committee is of great significance in reviewing the results of leadership and direction in implementing the political tasks of the entire Provincial Party Committee during the year; in particular, by analyzing and clarifying the limitations and shortcomings, it will be an important basis and a lesson for each comrade to promptly adjust and overcome in the coming time. This is of great significance in the process of leading and directing the implementation of tasks in all aspects of Party building, socio-economic development, ensuring national defense and security for the breakthrough stage in implementing the goals and targets set out in the Resolution of the 19th Provincial Party Congress.
