9 residential areas without cultural houses

The whole Hai Duong province lacks 27 cultural houses in villages and residential areas. Of which, Hai Duong city lacks the most cultural houses with 9 residential areas without cultural houses. Thanh Binh ward lacks 3 cultural houses in residential areas 6, 9, 11. Tan Binh, Ai Quoc, Tu Minh, Hai Tan, Cam Thuong, Viet Hoa wards each have 1 area lacking a cultural house.

Due to the lack of cultural houses, some villages and residential areas in Hai Duong city still have to hold activities at the village communal house or make use of other spaces. Organizing party cell congresses at people's houses, great solidarity festivals on the sidewalks, and holding activities at cultural houses in other residential areas have existed for a long time. In Tien Tien commune, the villages of Cap Nhat 1, Cap Nhat 3, and Cap Thuong 2 have to reuse old kindergarten headquarters.

The Culture and Social Committee of the Hai Duong Provincial People's Council proposed that the Hai Duong City People's Committee handle 40 surplus village and residential area cultural houses to arrange more entertainment and community activity venues.

Among the 10 new urban and residential area projects in Hai Duong City, there are 3 projects that have not yet built cultural and sports facilities, including the Phu Quy Golden Land urban area project, the urban area in the West of Tu Minh ward, along National Highway 5...

In June 2024, the Culture and Social Committee of the Hai Duong Provincial People's Council supervised the current status of grassroots cultural institutions in the province and conducted a direct survey in Hai Duong City on this content.

According to the People's Committee of Hai Duong City, the main reason for the lack of cultural institutions is the lack of land for these institutions, especially in residential areas in inner-city wards. At the same time, the land fund for cultural and sports facilities in some urban and residential area projects is still small and does not meet the criteria. Compensation and site clearance for investment in the construction of cultural and sports facilities still faces many difficulties.

40 surplus cultural houses, many places are abandoned

Abandonment and ineffective exploitation are common situations of many surplus cultural houses after mergers in Hai Duong City.

While many residential areas lack cultural houses, Hai Duong City has 40 village cultural houses and residential areas are redundant due to administrative unit arrangement in 2019. Some places have changed their purpose of use, while many places in the city center are exploited ineffectively or left abandoned and degraded.

The old cultural house of residential area No. 3, now area 7 of Nguyen Trai ward, is located in lane 110 Nguyen Trai street. This cultural house is about 110 square meters wide and has been abandoned since the residential area was merged in 2019. The walls are covered with moss, and the small yard outside is used by some people as a place to park vehicles and materials.

Not far away, two other residential cultural houses in Nguyen Trai ward are also locked and abandoned. The old residential cultural house No. 10 is used by residents for cultural activities or for those who have work to do so.

In Le Thanh Nghi ward, some redundant residential cultural houses are entangled in planning and have disputes, so it is difficult to handle the redundant headquarters after the merger. Therefore, the redundant residential cultural houses are similar to those in Nguyen Trai ward.

After being redundant due to merger, the cultural house of Hoang Xa 2 village, Quyet Thang commune (Hai Duong city) was expanded in area and invested in facilities to serve people's cultural and sports activities.

After the merger in 2019, most of the surplus residential cultural houses in Hai Duong city were proposed to be auctioned to raise funds to invest in cultural institutions and works serving the people.

Currently, some wards are selecting appraisal units for auction. However, this is difficult due to complicated procedures. In particular, selecting an appraisal unit and organizing the auction of assets is also difficult because the value of these cultural houses is not too large, so many units are not interested. Due to prolonged problems, many cultural houses are abandoned.

According to the reporter's investigation, the area of ​​cultural houses in Hai Duong City is mostly quite small, only equivalent to the residential land of a household. Many people want to keep and renovate them as a common living space.

After monitoring, the Culture and Social Committee of the Hai Duong Provincial People's Council has proposed that the Hai Duong City People's Committee find solutions to overcome the shortage of cultural houses; advise on handling 40 surplus cultural houses in villages and residential areas to arrange more places for entertainment and community activities.
