On March 5, the Government issued Resolution No. 28/NQ-CP on the regular Government meeting in February 2024.

In the Resolution, the Government requested ministries, agencies and localities to continue to promote a sense of responsibility, high determination, great efforts, drastic actions, carefully review tasks in March and the first quarter of 2024 to focus on directing and organizing effective implementation; firmly and consistently prioritize the goal of promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, social security and people's lives in the spirit of Conclusion No. 64-KL/TW dated October 18, 2023 of the 8th Central Conference of the 13th tenure.

In particular, ministries, agencies and localities, based on their assigned functions, tasks and powers, effectively implement the 2024 Work Program of the Politburo, the Secretariat, the Work Program of the Government and the Prime Minister; coordinate with relevant agencies to organize the drafting of detailed regulations and instructions for the implementation of laws and resolutions passed by the 15th National Assembly at the 6th Session and the 5th Extraordinary Session for promulgation under their authority or submission to competent authorities for promulgation; carefully prepare contents to serve the 7th Session of the 15th National Assembly, ensuring quality and progress, especially on institutional issues, mechanisms, policies, new, pilot and specific regulations.

At the same time, proactively and actively coordinate effectively with relevant ministries, agencies and localities in the process of resolving work. For documents, projects and proposals submitted to the Government and the Prime Minister that still have different opinions among ministries and agencies on the main contents of the project, especially projects and draft legal documents, the Minister and Head of the presiding agency must promote personal responsibility, proactively work directly with the Minister and Head of the agency that has different opinions to discuss and reach agreement before submitting to the Government and the Prime Minister in accordance with the provisions of the Government's Working Regulations to save time and thoroughly handle issues that still have different opinions.

The Government requires ministries, agencies and localities to step up research, forecasting and consulting work to serve socio-economic management in order to promptly have appropriate, effective and proactive policy responses, adapt to new situations and trends and adjust policies of other countries; absolutely not be subjective, negligent or lose vigilance. According to authority or report to propose competent authorities to immediately amend and supplement regulations that are not suitable to reality to both ensure efficiency and compliance in handling work and encourage cadres and civil servants to be proactive, creative, dare to think, dare to do, dare to take responsibility for the common good. Monitor and closely follow the implementation of issued mechanisms and policies, the implementation of tasks assigned by the Government, Prime Minister and competent authorities to urge, remove obstacles, ensure quality and progress of work. Promptly direct functional forces to review, grasp the situation, detect negative and unusual signs in the performance of duties, especially in areas prone to violations and corruption, to strictly handle violations in accordance with the provisions of the law, without exception, without forbidden areas.

Promote the implementation of strategic breakthroughs in institutions, human resources, infrastructure and strongly promote economic restructuring associated with growth model innovation based on science, technology and innovation. Speed ​​up the implementation of strategic and important national transport projects, airports, seaports, highways, inter-regional and inter-provincial projects. Effectively implement solutions to remove difficulties, promote the real estate market, securities, corporate bonds, and labor export market. Proactively develop plans to ensure sufficient electricity supply for production and business. Strictly manage and effectively use land and resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change.

Along with that, effectively implement social security work, ensuring comprehensiveness, multi-layeredness, modernity, inclusiveness, and sustainability. Monitor and grasp the labor situation to promptly support businesses to overcome labor shortages, not to break the labor supply; focus on developing and training high-quality human resources in new, outstanding fields, industries, and professions (such as semiconductor chips, hydrogen, carbon credits, etc.), meeting the human resource needs for production and business of businesses.

Continue to effectively implement Project 06 under the direction of the Prime Minister in Directive No. 04/CT-TTg dated February 11, 2024 and administrative procedure reform; focus on restructuring processes, cutting down and simplifying administrative procedures on the basis of electronic interconnection, reusing data to provide online public services that are interconnected throughout the process under the direction of the Prime Minister, creating a substantial change in the provision of public services, reducing hassle, time and costs for people and businesses. Increase the sharing of specialized databases under the scope of management in real time for the Government, the Prime Minister, central and local agencies to exploit and analyze to serve the direction, operation and decision-making support.

At the same time, ministries, agencies and localities develop plans to enhance the application of digital technology for digital transformation, build databases, develop national digital platforms, develop digital economy, digital governance within the scope and fields of ministries, branches and localities; organize specialized conferences on digital economic development in the first quarter of 2024. Complete the organizational apparatus, improve the capacity of state management and law enforcement on digital transformation from the central to local levels according to Decision No. 1690/QD-TTg dated December 26, 2023 of the Prime Minister. Actively participate with the Ministry of Information and Communications in piloting the use of virtual assistants to support officials and civil servants, detect conflicts in legal documents, provide legal support to people, and support judges. Proactively develop and issue regulatory documents and carry out specific assigned tasks to implement the new salary regime from July 1, 2024 in accordance with the conclusions of the Central Executive Committee and the Resolution of the National Assembly, ensuring quality, efficiency and compliance with prescribed schedule.

Ministries, agencies and localities thoroughly grasp and direct representatives of state capital owners at enterprises to effectively implement Directive No. 07/CT-TTg dated February 22, 2024 of the Prime Minister on innovation in governance, improving production and business efficiency and strongly promoting investment in the development of corporations, general companies and state-owned enterprises. Continue to provide official information and guidance to information and communication agencies; focus on handling issues of public concern, not allowing a communication crisis to occur. Develop plans and allocate budgets to order press agencies to carry out policy communication in accordance with Directive No. 07/CT-TTg dated March 21, 2023 of the Prime Minister on strengthening policy communication work.

Provinces and centrally-run cities in coastal areas proactively and actively coordinate closely with the Ministries of Agriculture and Rural Development, Public Security, and Information and Communications to promote propaganda on handling illegal fishing violations in foreign waters to raise public awareness in combating illegal, unreported, and unregulated (IUU) fishing.

Ministries, agencies and localities focus on implementing commitments and cooperation agreements signed in high-level foreign affairs activities, promptly reporting to the Government and Prime Minister on results and progress of implementation and proposing solutions to ensure practical and effective implementation.

The Government also requested the Ministry of Finance to preside over and coordinate with agencies and localities to implement a reasonable, focused and key expansionary fiscal policy; implement solutions to improve the efficiency of state budget collection, expand the revenue base, ensure correct, sufficient and timely collection and prevent tax losses. Review and consider issuing, according to authority, or submit to competent authorities to issue policies on tax, fee, land use fee exemption, reduction and extension, etc. to continue to remove difficulties for production and business, create jobs and contribute to economic growth. Increase savings in state budget expenditures, especially regular expenditures, review and cut down on spending tasks that are not really necessary.

The State Bank of Vietnam shall preside over and coordinate with agencies and localities to proactively, flexibly, promptly and effectively manage monetary policy, in a synchronous, close and harmonious combination with fiscal policy and other macroeconomic policies; reasonably manage exchange rates and interest rates in accordance with the market situation, macroeconomic developments and monetary policy objectives. Continue to encourage credit institutions to reduce costs to reduce lending interest rates; review lending conditions, simplify lending processes and procedures to be more convenient, transparent, flexible, feasible and reasonable; restructure loans to remove difficulties for businesses and people, and increase access to credit capital.

The Ministry of Transport shall preside over and coordinate with agencies and localities to focus on immediately implementing solutions to organize traffic reasonably, scientifically, effectively and best control traffic activities to ensure traffic safety on expressways of different scales, ensuring the lives, health and property of the people. Coordinate with ministries, agencies and localities to review and invest in completing service roads and connecting intersections to maximize the effectiveness of expressways already put into operation.
