58 community cultural houses combined with storm and flood shelters, nearly 5,000 solid houses newly built in the past 3 years, are not only a solid support for the community when the rainy and flood season comes but also a place to organize common community activities, preserve and promote traditional cultural values, and improve the quality of life for each person. In the midst of difficulties and challenges, "Party-spirited, people-loving" houses have been built thanks to the province's humane policies, the joint efforts of all levels, sectors, businesses, philanthropists and the whole community.
Nearly 3 years after the flood, Cam Due commune (Cam Xuyen) - a low-lying area downstream of Ke Go lake, which was heavily affected by the fierce flood in October 2020, has "changed its appearance". New rural roads are full of flowers, green fields are full of prosperity; cultural houses, solid and spacious houses... are embellishing the once desolate and barren land; erasing the sad memories of the days submerged in flood water...
The unprecedented flood that occurred at the end of October 2020 submerged hundreds of houses, causing heavy economic damage; many families were left homeless.
Ms. Tran Thi Anh Tuyet - Deputy Secretary of the Party Committee, Chairwoman of the Fatherland Front Committee of Cam Due commune recalled: "The unprecedented great flood that occurred at the end of October 2020 submerged hundreds of houses, causing extremely heavy economic damage; many families fell into the situation of "sleeping on the ground".
Immediately after the flood, Resolution 01-NQ/TU was promptly implemented, the commune was supported to build 12 solid houses for people affected by natural disasters and 3 community cultural houses combined with storm and flood shelters with a total cost of more than 7.4 billion VND. At the same time, people also quickly accessed support policies to restore production and life. Overcoming the disaster, people are more excited and confident in the leadership of Party committees and authorities at all levels, joining hands to strive to complete the goal of building a commune that meets advanced NTM standards by the end of 2023".

Sharing the happiness of being supported to build a house according to Decision 22-QD/TU, Mr. Hoang Kim Cuong (born in 1935) and his wife, Mrs. Phan Thi Thanh (born in 1950) in Phan Chau Trinh village, were moved: “I will always remember the day the new house was inaugurated, not only the villagers but also the leaders of the province and district also came to share the joy with the family. Since having a solid house, my wife and I have felt secure, stabilized our lives and actively responded to the movements to build new rural areas and cultural life in the village”.
Mr. Cuong and Ms. Thanh shared their happiness when living in the house built with support funds under Decision 22-QD/TU.
Cam Due is one of more than 100 communes and wards that received timely support from the community to recover after the flood. Ms. Phan Thi Thanh's family is also one of nearly 5,000 lucky households that received support from resources to build a new, spacious house after difficult days. This is the result of implementing Resolution No. 01-NQ/TU dated November 18, 2020 of the Provincial Party Committee on focusing on leadership and direction to overcome the consequences of natural disasters in 2020; a number of orientations, goals and solutions for prevention and response to minimize damage caused by natural disasters (referred to as Resolution 01).
It is known that, in order to implement the goal of Resolution 01, the Provincial Party Committee issued Decision No. 22-QD/TU dated November 20, 2020 on the establishment of a Steering Committee to support the construction of community cultural houses combined with storm and flood shelters and solid housing for people with meritorious services, poor households, and households affected by natural disasters in Ha Tinh province (referred to as Decision 22). The policy was issued promptly, and all levels and sectors urgently took action. In addition to financial support and mobilizing local resources to help people, from the practical implementation of Decision 22, the government, departments, sectors, and localities also actively supported in removing obstacles related to regulations and procedures on land, creating maximum conditions for people to settle in new houses.

Mr. Nguyen Ba Ha - Vice Chairman of Thach Ha District People's Committee said: "The Steering Committee for the construction of community cultural houses combined with flood shelters, housing for poor households, and policy households in Thach Ha District has proactively reviewed and counted all subjects having difficulties with land, divided them into groups, assigned specialized units and departments to guide people in carrying out procedures and documents, advised on solutions for each person, created maximum conditions to complete legal procedures on land in the shortest time, ensuring that people can build houses according to the plan of the Steering Committee of 22 provinces. Up to now, the whole district has had 271 households built houses according to Decision 22.
These days, as the storm season is approaching, in the flood-prone areas, we can feel the joy multiplying in the spacious and warm community cultural houses combined with storm and flood shelters. The works with an average investment cost of 2 billion VND/house, 2-storey design, built from 2021 to present have been effective during the storm and rainy seasons, becoming a solid support for people during natural disasters, especially in areas such as Huong Khe, Cam Xuyen, Duc Tho, Thach Ha, Vu Quang... Moreover, the "boost" from Resolution 01 also helps people in rural areas to meet, participate in sports and cultural activities in spacious and synchronous cultural houses. Thanks to that, the spiritual life of rural residents is increasingly rich and the cohesion of the community is also stronger.

Mr. Nguyen Tien Sy - Chairman of the Fatherland Front Committee of Dien My commune (Huong Khe) said: “Benefiting from the province's humane policies and the joint efforts of the community, Dien My commune has built a community cultural house combined with a storm and flood shelter in Trung Tien village - a low-lying area that is often flooded. The heavy rain at the end of 2021 no longer affected people's lives as much as previous rains. In addition, the project also helps the village consolidate important criteria on infrastructure; landscape, environment, culture, contributing to the successful construction of a model new-style rural residential area by the end of 2022".
According to Mr. Nguyen Tri Lac - Director of the Department of Labor, Invalids and Social Affairs, the top criteria when implementing the program according to Decision 22 is that the works must ensure quality, solidity and safety, therefore, in addition to the budget of 70 million VND/house from the initial support source of the program, all levels, sectors and organizations have mobilized families, clans, villages to support funding, working days, and construction materials to help people have spacious, solid houses with long-term use value. From that joint effort, up to now, the whole province has supported the construction of 58 community cultural houses combined with storm and flood shelters, nearly 5,000 houses for people with meritorious services, poor households, households in difficult circumstances and households affected by natural disasters, with a total budget of more than 397 billion VND. This is an achievement crystallized from the correct social security policy, dedicated and effective ways of working and the spirit of great national solidarity; contribute to sustainable poverty reduction in the locality.
The province's humane policy from Resolution 01 has created a ripple effect and resonance to all localities and the whole community, mobilizing large resources from the whole society to build cultural houses and housing for the poor. The new life in the fishing village of Tien Phong, Quang Vinh commune (Duc Tho) is one of the touching stories in the journey of caring for the living conditions of the poor in Ha Tinh.
The dream of settling down of the people of Tien Phong fishing village has come true.
We walked with Mr. Nguyen Quang Viet - Chairman of Quang Vinh Commune People's Committee on the brand new, spacious and clean concrete road of Tien Phong village, looking at the rows of adjacent houses with bright red tiled roofs in the sunlight of the resettlement area for the fishing village people. "At the end of 2022, 24 households of Tien Phong fishing village who used to live on the river officially moved into new houses in the resettlement area. Their lives have changed a lot now! Not only having a house and land, people are also fully taken care of from medical examination and treatment, education, support for career conversion, finding jobs on land in parallel with the traditional fishing profession" - Mr. Viet excitedly shared.
The resettlement area of Tien Phong village is a "historic" project, realizing the dream and aspiration of "coming ashore" for generations of fishermen, as well as the concerns of district and provincial leaders over the past years. With the appeal and connection of the province, the sympathy and sharing of benefactors, after 1 year of construction, by the end of 2022, the resettlement area project with 24 adjacent apartments and traffic works, lighting lines with a total value of more than 9 billion VND... was completed and put into use in the happiness of the people.
At the end of 2022, 24 households of the Tien Phong fishing village, who used to live on the river, officially moved into new houses in the resettlement area.
Nguyen Truong Sinh's family and the villagers were happy to be able to settle down on shore.
Mr. Nguyen Truong Sinh (born in 1982, a fishing villager) happily expressed: “Since I was born, I have been able to live in a spacious and sturdy house like this. My family has a stable place to live and eat; we have land to grow vegetables and raise chickens - something we never dared to think of before. My daughter no longer has to row a boat to shore every day and ask her friends for a ride to school. The lives of fishing villagers have truly taken a big turn.”
Spreading the spirit of Resolution 01, not only relying on the province's resources, localities are concerned and implementing many solutions and methods to mobilize resources, focusing on improving housing conditions for people. As a difficult locality, with a high rate of poor households, the number of houses of people needing repair and new construction is large with more than 630 households, the mobilization of social resources to care for people's lives and build solid houses has been given special attention by the Party Committee and the government of Ky Anh district since the beginning of the term. In addition to the province's support, up to now, the locality has mobilized 41.5 billion VND to build 471 solid houses for people with meritorious services, poor households, near-poor households, households affected by natural disasters and 4 community cultural houses combined with storm and flood shelters in the area.
With creative methods, Ky Anh district effectively mobilizes resources to build houses for poor households.
Mr. Ho Huy Thanh - Secretary of Ky Anh District Party Committee said: “To mobilize support sources, the district always has close connections with businesses and philanthropists; organizes appropriate resource mobilization programs. Thanks to that, not only local people but also children living far from home, sponsors inside and outside the province actively support funding. During the implementation process, the district has developed specific and detailed plans; issued criteria for each group of supported subjects to ensure fairness and transparency; established a working group to review, verify and promptly remove arising problems”.
The spirit of mutual love and support has been widely spread to every residential area, every hamlet and every person, creating a strong resonance in the community, from the province to the hamlet, from the lowlands to the highlands. Ms. Duong Thi Hue (born in 1986, Dong Tien hamlet, Ky Dong commune, Ky Anh district) shared: "Fortunately, with support from all levels and sectors of 70 million VND, and with the help of the village and organizations in terms of money and working days, my family has had enough conditions to build a spacious house like this. I will never forget the love and support of the community and the villagers."
From a scientific and creative approach, Ha Tinh continues to effectively mobilize resources to care for housing for the poor.
The good news is that Ha Tinh's responsible, effective and scientific approach has been building trust from sponsors. Thanks to that, programs to build solid houses for the poor are continuing to receive active support from many units and organizations. Typical programs include: building 1,000 houses for the poor and people with housing difficulties in Ha Tinh, sponsored by the Ministry of Public Security with an amount of 50 billion VND; The program to build 750 houses for poor households, near-poor households, and households in difficult circumstances in the province with degraded houses at risk of collapse from the Provincial Relief Fund is also being actively implemented by the Provincial Relief Mobilization Committee and localities... During a working trip to the locality in early August, Comrade Truong Thi Mai - Standing member of the Secretariat, Head of the Central Organization Committee acknowledged and highly appreciated Ha Tinh province in its efforts to implement social security work, especially the implementation of housing construction, helping many disadvantaged households to stabilize their lives and escape poverty.
