On December 24, Tien Phong Newspaper in collaboration with Ho Chi Minh City University of Transport organized a seminar on "Traffic Behavior Culture".
The discussion was organized due to many cases of fights and assaults on others after traffic collisions leading to casualties, causing much outrage.

Small conflict, big consequences
In his opening speech, Journalist Ly Thanh Tam - Head of Tien Phong Newspaper's Representative Office in Ho Chi Minh City and Head of the seminar's organizing committee - said that the number of people and vehicles participating in traffic is increasing rapidly, especially in large cities such as Ho Chi Minh City and Hanoi. However, the road area and traffic facilities cannot keep up, leading to frequent traffic jams.
Collisions between people and vehicles are also difficult to avoid, and are even increasing. More worryingly, aggressive behavior in traffic is becoming more serious, causing frustration. Just small conflicts can easily lead to conflicts between the parties, leading to arguments or fights on the spot, causing traffic jams and ruining the urban landscape.
Identifying the causes of conflicts, finding solutions to limit them and building a traffic culture has become very urgent in the context of the current traffic explosion. This is also the reason why Tien Phong newspaper cooperated with other units to organize a discussion with the topic: Behavioral culture when participating in traffic.
At the seminar, students from Ho Chi Minh City University of Transport and experts participated in a lively discussion.
Consciousness is the core element
Exchange at the seminar, Associate Professor Dr. Nguyen Anh Tuan - Vice Principal of Ho Chi Minh City University of Transport , said that in reality, there are many people who carry weapons and are ready to assault others.
Mr. Tuan shared that every time he receives a call from the student affairs office, especially late at night, he is worried about accidents or risks affecting the health and safety of students, especially when participating in traffic.
Currently, Ho Chi Minh City University of Transport has not recorded any cases of student violence or fighting in traffic. However, students wearing school uniforms are often at a disadvantage in the event of a collision. He is concerned about them, especially new students, but through sharing the reality, students have maintained a polite attitude when participating in traffic. Awareness and composure can help avoid unwanted situations.
Mr. Tuan emphasized that the first casualties of fights after traffic collisions are those directly involved in the incident. If damage to health or life occurs, nothing can compensate.
Most of the students are being raised by their parents, with just enough money to cover their monthly expenses. If a collision occurs, they will be dealt with with specific penalties, which will affect their own and their family's finances.
Traffic collisions, if not cleared quickly, will cause traffic jams, affecting everyone, forcing the authorities to intervene, and affecting the entire community. The awareness and culture of each person, each student will contribute to avoiding consequences.

Many cases arise from personal psychology, such as taking personal frustrations out on others when participating in traffic, lacking behavioral skills or wanting to express oneself... leading to uncivilized behavior.
Therefore, traffic participants need to control their emotions, reduce their ego, and put themselves in the shoes of others in collision situations. If you witness a collision, act civilly and skillfully to reconcile, or contact the authorities when necessary. After a collision, ensure safety, avoid standing close or arguing to reduce the risk of conflict, avoid wasting time, and cause negative impacts on property and life.
A culture of apology is the best reconciliation
Lieutenant Colonel Le Van Hai - Deputy Head of Traffic Police Department, Ho Chi Minh City Police (PC08) Realizing that Ho Chi Minh City has a very high traffic volume, traffic awareness must be raised above all.
In cases of collisions causing serious consequences, the Traffic Police Department will first receive information and impose penalties depending on the severity of the violation. If the violation shows signs of criminality, the unit will consolidate the file and transfer it to the authorities for handling and investigation of responsibility.
When a collision occurs without serious consequences and both parties reconcile peacefully, the violator must be self-aware and not repeat the offense. If self-reconciliation is not possible, evidence must be recorded when necessary and the collision must not be left without the consent of the parties involved after the collision.
If violations affect people, they should contact the authorities to resolve the issue, keep themselves safe, and not act inappropriately or behave uncivilly because of provocation.
"Violence does not solve the problem but only makes it worse. To build a civilized society and reduce conflicts in society, traffic awareness needs to be raised and, thanks to apologies, we must frankly admit our mistakes if we are wrong. Don't let a moment of anger ruin your whole life" - Lieutenant Colonel Le Van Hai said.
Sharing here, Lawyer Truong Van Tuan - Trang Sai Gon Law Office, Ho Chi Minh City Bar Association said that the consequences of anger are always greater than the cause of the accident. A vehicle is just a means of transport, if considered as property and excessively protected, it will cause many unnecessary consequences.
Traffic collisions are unintentional mistakes, you must stay calm to resolve them, don't take advantage of them. You should be aware of traffic culture to behave better.
"The culture of apology is very important. Apologizing does not mean admitting your mistake and having to pay compensation. Right and wrong in a traffic collision will be determined by law," said Lawyer Tuan.
From a legal perspective, Lawyer Tuan said the law has clearly defined sanctions for violations due to lack of restraint on the road. These include "intentionally causing injury", "disturbing public order", and "destroying or intentionally damaging other people's property".
Depending on the nature, level, and consequences of the violation, administrative sanctions or criminal prosecution will be applied and the penalty framework has been clearly defined. In some cases, when a minor traffic collision occurs, it leads to "murder". This behavior has the highest penalty framework, life imprisonment or death penalty.
Encourage the use of public transport
Also at the seminar, Mr. Do Ngoc Hai - Head of Road Traffic Infrastructure Management and Exploitation Department, Ho Chi Minh City Department of Transport said that Ho Chi Minh City is a megacity with a population of about 10 million people, the number of vehicles increases annually and increases by 7% in 2024.
In the condition of very low traffic area, Ho Chi Minh City has many investment plans to build projects such as Metro, underpass, intersection expansion, lighting system, traffic signs, road markings in front of school gates, median strips between lanes... to increase traffic area and limit collisions.
The Head of the Department of Road Traffic Infrastructure Management and Exploitation, Ho Chi Minh City Department of Transport also recommends that people use public transport to relieve the current problem of road overload and minimize traffic collisions.
In his opinion, Lieutenant Colonel, Dr. Le Hoang Viet Lam encourages people to use public transport instead of personal vehicles.
"Currently, Metro has been put into operation in Ho Chi Minh City, this is a smart choice for people, especially for students with many advantages such as cheap fares, comfortable and fast travel, many experiences of watching the street, safety when minimizing traffic collisions" - Lieutenant Colonel, Dr. Le Hoang Viet Lam suggested.
Expand and raise awareness
According to Lieutenant Colonel Le Van Hai, PCO8's propaganda work on traffic culture has many contents. In particular, it focuses on assessing incidents, analyzing trends, causes, subjects and means of collision. In addition, it coordinates with media agencies, newspapers, and advises the Ho Chi Minh City government to reduce traffic violations, limit serious accidents affecting property and life.
At the same time, expand awareness through schools, businesses, and administrative agencies through propaganda forms such as broadcasting messages through newspapers, radio, television, and creating short videos on social networks to spread widely.
Organize education and training in conjunction with schools to guide children and youth in avoiding traffic conflicts.
