On the morning of April 19, the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in Nghe An province in the period of 2023 - 2025 (Steering Committee 1838) held a provincial conference in person and online to summarize 1 year of program implementation.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee chaired the meeting.
Attending the meeting were Deputy Heads of the Steering Committee: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An Province and members of the Provincial Steering Committee. The conference was connected online to 21 districts, cities, towns and communes with 463 connecting points, 15,173 delegates attended.
8,440 POOR HOUSEHOLDS AND HOUSEHOLDS WITH HOUSING DIFFICULTIES HAVE RECEIVED SUPPORT TO RENOVATE AND REPAIR THEIR HOMES
Program 1838 is a major policy of the Provincial Party Committee Standing Committee that has received the consensus and high appreciation of the People; has been implemented seriously, systematically, scientifically, and resolutely; and has promoted the internal strength of cadres, party members, armed forces, enterprises, businessmen, and the community.
After the Provincial Party Standing Committee issued Directive No. 21-CT/TU on February 10, 2023, localities have actively participated, considering this an important and regular political task. Agencies, departments, branches and organizations in the province's political system have actively called for and mobilized resources to support the implementation of the Program, most notably the Public Security sector.
Accordingly, up to now, 149 organizations and individuals (including 21 districts, cities and towns) have registered to mobilize and support the Program through the Standing Office of the Provincial Steering Committee for 12,100 houses, equivalent to 614,775 billion VND.
After many reviews and updates, as of March 30, 2024, there are 16,369 households in the province in need of support for building and repairing houses in the period of 2023 - 2025; of which, 16,111 households have been approved, with the number of households requesting support for building prefabricated houses being 3,580 households; the number of households requesting support for new construction being 8,006 households and the number of households requesting support for repair being 4,525 households.
By the end of March 2024, through the implementation of Program 1838 and national target programs (sustainable poverty reduction; socio-economic development in ethnic minority areas), Nghe An has built 8,440 houses, with a total resource of more than 606 billion VND, equal to 153% of the 2023 plan, reaching 52.3% of the entire period 2023 - 2025; in which, the resources from Program 1838 alone in many forms with a total converted cost of more than 596 billion VND.
Specifically, 6,023 houses (3,580 prefabricated houses, 2,086 newly built houses, 357 repaired houses) have been completed with support from Program 1838.
Along with that, 2,417 houses (1,711 newly built houses, 706 repaired houses) were implemented from the support sources of national target programs (Central budget and provincial budget with a total support fund of 44 million VND per newly built house, 22 million VND per repaired house), combined with additional support sources of Program 1838 (6 million VND per newly built house, 3 million VND per repaired house, with a total fund of 12 billion VND) to ensure the general level of support of 50 million VND per new house; 25 million VND per house for repair.
At the meeting, the steering committees of some districts, cities, towns and communes, villages and hamlets directly reported the implementation results in their localities to the Provincial Steering Committee, and at the same time made recommendations and proposals on some difficulties and problems that need to be resolved.
At the main provincial bridge, members of the steering committee gave their opinions on the difficulties of the facilities, as well as proposed some contents to ensure implementation according to the plan in the coming time.

DETERMINED TO FINISH BEFORE THE 20TH PROVINCIAL PARTY CONGRESS
Concluding the conference, Nghe An Provincial Party Secretary Thai Thanh Quy - Head of the Provincial Steering Committee highly agreed with the opinions at the conference, continuing to affirm that this is one of the largest, most humane and largest-scale programs ever launched and implemented by the province.
The Provincial Party Secretary assessed that the program implementation was carried out systematically, synchronously, and consistently from top to bottom. Notably, the province established 1 provincial steering committee, 21 district steering committees, and 460 commune steering committees headed by the Party Secretary; at the same time, 3,798 hamlet, block, and village working groups were established, with a total of 34,355 members.
After 1 year of implementation, the result is 8,440 houses for poor and disadvantaged households have been supported to be newly built or repaired; equivalent to 10 years ago combined, showing that this is one of the province's social security programs that is bringing high efficiency, with very convincing numbers.
On that basis, the Head of the Provincial Steering Committee drew three major lessons. These are: choosing the right policy, in line with the people's wishes; arousing the people's hearts and strength; being determined to direct, mobilize, and make the most of resources.
On behalf of the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Steering Committee on the program to support the construction and repair of houses for the poor and people with housing difficulties, Secretary of the Provincial Party Committee Thai Thanh Quy highly appreciated and acknowledged the steering committee, members of the steering committee at all levels; working groups in villages, hamlets, and blocks.
The head of Nghe An Provincial Party Committee expressed his gratitude and acknowledged the generosity from the business community, other organizations and individuals; from “brothers, relatives, and neighborhoods” of poor households and households with housing difficulties; and from youth unions and associations that have turned to the poor to contribute to the successful implementation of the program over the past year. The evidence is that the resources from the support of brothers, relatives, villages, and residential communities are equivalent to nearly 200 billion VND.
Through review, in the period of 2023 - 2025, in the whole province, there are still more than 7,600 households needing support to build new houses and repair houses. The Provincial Steering Committee is determined to complete all of them before the 20th Provincial Party Congress, term 2025 - 2030; at the same time, the issue of repairing some houses that have been affected by natural disasters is also being raised.
Meanwhile, in 2024 and 2025, there are many major political tasks that need to be focused on such as: arranging administrative boundaries, preparing for Party Congresses at all levels, so the Secretary of Nghe An Provincial Party Committee emphasized the need for high concentration to complete the set program goals.
Specifically, through assessing the situation, the number of remaining households needing support, existing resources and potential for further mobilization are divided into 3 groups.
The first group is localities implementing the National Target Program on Sustainable Poverty Reduction, including: Que Phong, Quy Chau, Ky Son, Tuong Duong, with a total of 4,480 houses needing to be built.
Through the balance of the Standing Office of the Provincial Steering Committee, these localities basically have enough resources provided by the Central Government according to the plan to implement the national target program.
For localities in this group, Provincial Party Secretary Thai Thanh Quy emphasized the need for close direction. Relevant sectors and localities should focus on coordinating to resolve difficulties such as land and procedural processes, boldly propose solutions to speed up implementation progress, effectively use resources supported by the Central Government; resolutely not to return the support while people are in need of support. At the same time, the province will provide additional support to ensure the common ground of supporting new construction of 50 million VND/house; repairing 25 million VND/house.
The second group includes the following localities: Vinh City, Cua Lo Town, Thai Hoa Town, Hoang Mai Town and the districts: Hung Nguyen, Nam Dan, Do Luong, Nghi Loc, Yen Thanh, Thanh Chuong, Anh Son: The Provincial Party Secretary acknowledged and commended the spirit of the localities in the second group when, according to the balance of the Standing Agency, these localities have enough capacity to complete the support of the remaining 1,245 houses.
The third group, which is localities with difficulties in mobilizing resources, includes 6 districts: Con Cuong, Quy Hop, Dien Chau, Nghia Dan, Quynh Luu, Tan Ky, with 1,961 houses needing support, and a total budget of nearly 100 billion VND.
For this group, the Provincial Party Secretary suggested that the Standing Office of the Provincial Steering Committee advise on developing a plan for the Standing Office of the Provincial Steering Committee to meet to study and find solutions for the steering committees at all levels to remove difficulties in resources to achieve the set goals.
Based on the analysis of the context and situation, Secretary of the Provincial Party Committee Thai Thanh Quy - Head of the Provincial Steering Committee emphasized that in the coming time, it is necessary to continue to identify this as one of the key tasks to achieve the goals according to the plan and Directive of the Provincial Party Committee Standing Committee.
At the same time, the head of Nghe An Provincial Party Committee requested to continue promoting propaganda about the purpose, meaning, especially the results of the program's implementation. This is a very meaningful task before the 20th Provincial Party Congress, therefore, Nghe An Newspaper and Nghe An Radio and Television Station need to open a separate column to inform and propagate about good and creative ways of doing things, and the implementation process at the grassroots level to spread the program's implementation more strongly.
The Provincial Party Secretary requested that it is necessary to continue to utilize and maximize resources to implement the program; at the same time, strengthen inspection and supervision, especially, comrades in the Provincial Steering Committee assigned to be in charge of 6 districts in the third group that are currently facing difficulties in resources need to "roll up their sleeves" with the localities to make proposals to the Steering Committee and the Standing Committee of the Provincial Steering Committee.
Provincial Party Secretary Thai Thanh Quy also discussed specific solutions to recommendations and proposals at the conference from steering committees at all levels.
